CCHR Fact Sheet - Case Studies Series December 2018 Fact Sheet: Violence Against Women in Cambodia Snapshot: Gender-based violence is an issue that pervades much of Cambodian society, and is inextricably linked to the inability of women to realize their human rights. Such violence can come in many forms, and can be perpetrated by a wide range of individuals and institutions. In recent years, the Royal Government of Cambodia has taken steps to combat discrimination in conjunction with other actors, including civil society organizations. However, remaining issues necessitate further action. The Royal Government of Cambodia must adopt meaningful measures to combat violence against women, and move towards a future of respect for women’s rights. Introduction This Fact Sheet provides a summary of key issues relating to gender-based violence (“GBV”) in Cambodia today. Cambodian women suffer from many forms of violence, which greatly impedes their ability to claim their rights as enshrined in Cambodian domestic law and international human rights law. The pervasive nature of GBV is such that accessing justice can be an insurmountable challenge for many women. The Situation In recent years, there have been positive developments in combatting violence against women in Cambodia. The Royal Government of Cambodia (“RGC”) has made some significant efforts to combat GBV. Notable examples include: The 2017 Media Code of Conduct for Reporting on Violence Against Women; The 2016 Referral Guidelines for Women and Girl Survivors of Gender-Based Violence; The 2014-2018 Second National Action Plan to Prevent Violence Against Women; and The 2014-2018 Neary Rattanak IV Strategic Plan for Gender Equality and Empowerment of Women. -

A.Chatolic History The first historical record of Cambodia was written by a Chinese official at AD 100 and was called for “Hunan” a part of china territory. After 15 century the Catholic Church was preached gasper da Cruz who was a portucal merchant in the dominion entered into Cambodia and introduced the protestant. In 1719 the missionaries in the Francesco mission Association came to Cambodia, and in 1770 Nichola Levasseur taught the catholic doctrine into the Khmer language. After that the Catholic Church in the day of French could not influence Cambodia. From that independence until now, most catholic Christians were the Vietnam people who dwelled in Cambodia. Actually they did not influence Cambodians. B. the Protestant History According to Missionary Kang, Sung Sam classified the history of Cambodia as follows; prayer and preparation(1900-1922), the beginning and stumbling block (1923-1946), chance and enlargement1946-1965), Eluviation of missionary and trial(1965-1970), repentance and revival(1970-1975), killing and horror day(1975-1979), the invasion of Vietnam communists and the promise of mission(1979-1990), and new beginning of the missionaries of C&MA and the other challenge. (1990-present), The time that the protestant gospel was proclaimed in Cambodia was 1923, in which two families of missionaries of C&MA were permitted by the colonial authority of France. At Kampuchea Craom that was called for Kochin China, the missionaries of C&MA began to preach the gospel and got people repentant, and also the gospel of Luke and the Acts were translated by them. -

During the days of our trip, we noticed that during November to April is the dry season whereas raining season starts at May and ends in October. The temperature during our trip was around 38 degree Celsius every day. We are glad to go to two different cities within 5 days – Phnom Penh and Siem Reap. Kyoto University Southeast Asian Studies, Vol. 42, No. 4, 東南アジア研究 March 2005 42巻 4 号 Post/colonial Discourses on the Cambodian Court Dance SASAGAWA Hideo* Abstract Under the reign of King Ang Duong in the middle of nineteenth century, Cambodia was under the influence of Siamese culture. Although Cambodia was colonized by France in 1863, the royal troupe of the dance still performed Siamese repertoires. It was not until the cession of the Angkor monuments from Siam in 1907 that Angkor began to play a central role in French colonial discourse. George Groslier’s works inter alia were instrumental in historicizing the court dance as a “tradition” handed down from the Angkorean era. Groslier appealed to the colonial authorities for the protection of this “tradition” which had allegedly been on the “decline” owing to the influence of French culture. In the latter half of the 1920s the Résident Supérieur au Cambodge temporarily succeeded in transferring the royal troupe to Groslier’s control. In the 1930s members of the royal family set out to reconstruct the troupe, and the Minister of Palace named Thiounn wrote a book in which he described the court dance as Angkorean “tradition.” His book can be considered to be an attempt to appropriate colonial discourse and to construct a new narrative for the Khmers. After independence in 1953 French colonial discourse on Angkor was incorporated into Cam- bodian nationalism. While new repertoires such as Apsara Dance, modeled on the relief of the monuments, were created, the Buddhist Institute in Phnom Penh reprinted Thiounn’s book. Though the civil war was prolonged for 20 years and the Pol Pot regime rejected Cambodian cul- ture with the exception of the Angkor monuments, French colonial discourse is still alive in Cam- bodia today. -

Pagodas across the country represent places of safety for many children, but there is also evidence that violence can occur in these religious institutions, hence the need for a nuanced understanding of child protection in pagodas. As an outcome of collaboration with the General Inspectorate of National Buddhist Education, which is part of the Ministry, it is now compulsory for monks to learn about child protection in their training. National regulation has been adopted for Child Protection Policies to be instituted in pagodas across the country, along with training of monks in how to implement these policies. -

A final syllabus will be provided to students on the first day of academic programming. SFS programs are different from other travel or study abroad programs. Each iteration of a program is unique and often cannot be implemented exactly as planned for a variety of reasons. There are factors which, although monitored closely, are beyond our control. For example: • Changes in access to or expiration or change in terms of permits to the highly regulated and sensitive environments in which we work; • Changes in social/political conditions or tenuous weather situations/natural disasters may require changes to sites or plans, often with little notice; • Some aspects of programs depend on the current faculty team as well as the goodwill and generosity of individuals, communities, and institutions which lend support. Please be advised that these or other variables may require changes before or during the program. Part of the SFS experience is adapting to changing conditions and overcoming the obstacles that may be present. Based on literature research, the role and influence of Khmer women is examined from the perspectives of history, the belief systems that shape Cambodian culture and thinking, and Cambodian social structure. The findings show that although very few Cambodian women are in high leadership positions, they do have considerable influence, particularly within the household and extended family. Along the lines of their natural relationships they have many opportunities to influence the formation of religious identity, through sharing their lives and faith in words and deeds with the people around them. A model based on Bible storying is proposed as a suitable strategy to strengthen the natural influence of rural Khmer women on forming religious identity and use it intentionally for the spreading of the gospel in Cambodia.
