This regulation provides construction standards for contingency locations, forward operating sites, and cooperative security location basing in USAREUR contingency areas. Applicability. This regulation applies to commands, staffs, and personnel involved in planning, constructing, inspecting, operating, funding, and supporting base camps in the USEUCOM area of responsibility under generally permissive conditions. The initial construction standards established in this regulation will be used as a guide for planning the life-support requirements for USAREUR-led exercises. Exercise planners will use, to the extent possible, the minimum adequate standards. Exceptions to this must be approved by the USAREUR G3. Separate guidance will be provided for contingency basing, if required, for nonpermissive environments. Records Management. Records created as a result of processes prescribed by this regulation must be identified, maintained, and disposed of according to AR 25-400-2. Record titles and descriptions are on the Army Records Information Management System website at https://www.arims.army.mil. Supplementation. Organizations will not supplement this regulation without approval of the Deputy Chief of Staff, Engineer, USAREUR (USAREUR DCSENGR). Suggested Improvements.
