Italy and the Sanusiyya: Negotiating Authority in Colonial Libya, 1911-1931 Eileen Ryan Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2012 ©2012 Eileen Ryan All rights reserved ABSTRACT Italy and the Sanusiyya: Negotiating Authority in Colonial Libya, 1911-1931 By Eileen Ryan In the first decade of their occupation of the former Ottoman territories of Tripolitania and Cyrenaica in current-day Libya, the Italian colonial administration established a system of indirect rule in the Cyrenaican town of Ajedabiya under the leadership of Idris al-Sanusi, a leading member of the Sufi order of the Sanusiyya and later the first monarch of the independent Kingdom of Libya after the Second World War. Post-colonial historiography of modern Libya depicted the Sanusiyya as nationalist leaders of an anti-colonial rebellion as a source of legitimacy for the Sanusi monarchy. Since Qaddafi’s revolutionary coup in 1969, the Sanusiyya all but disappeared from Libyan historiography as a generation of scholars, eager to fill in the gaps left by the previous myopic focus on Sanusi elites, looked for alternative narratives of resistance to the Italian occupation and alternative origins for the Libyan nation in its colonial and pre-colonial past. Their work contributed to a wider variety of perspectives in our understanding of Libya’s modern history, but the persistent focus on histories of resistance to the Italian occupation has missed an opportunity to explore the ways in which the Italian colonial framework shaped the development of a religious and political authority in Cyrenaica with lasting implications for the Libyan nation. -

Q17 The Chair: Good afternoon, everyone, and welcome to another session on levelling up and the role of public services and civil society in the whole levelling-up agenda. It is a short, sharp inquiry, and we hope that we will learn what people think so that we can say to the Government, “This is what you need to address in levelling up”. We have two very different panels this afternoon. The first reflects the voluntary sector and what is going on there about this topic; the second reflects the local government sector and what it thinks about this agenda. We thought we could do this quite quickly and quite sharply, but the interest in this agenda and other levelling-up issues have become much more prominent since we started. All of that is really interesting to us. The first panel for the first hour is with Matt Whittaker, who is chief executive officer of Pro Bono Economics, Dan Corry, who is chief executive of New Philanthropy Capital, and Sir Stephen Bubb, who is now acting director of the Oxford Institute of Charity, although a lot of us have known him in previous iterations, particularly when he was chief executive of ACEVO. -

The main aim of this essay is to compare and con- trast different British newspapers in order to show how meaning is created and to identify any differences, depending on the discourse. To do this, specific theoretical frameworks have been applied, including critical discourse analysis, semantics, pragmatics and stylistics in the analysis of a number of different British newspapers. The analysis has shown that most of the interactions are used in all of the articles. Journalists have expressed many of the same arguments in their articles. The analysis showed that the arti- cles had many features in common and they require the reader to have a general political aware- ness as well as an understanding of the political leanings of the respective publications. It was discovered that the main difference in the articles is that they deviate from one another in how they present, interpret and relay topical and potentially controversial issues according to their leanings. The articles refer to the same stories and rely upon the same sources, but they pursue different angles, for example on national security, heritage and identity. -

While we have different views on the way forward, I am always grateful for your thoughtful and considered contributions. That is why I was disappointed to read your statement on Friday, including the decision by Scottish and Welsh Government ministers not to join a briefing call with the Paymaster General following Friday’s UK-EU Withdrawal Agreement Joint Committee and ahead of Monday’s High Level Meeting with the Presidents of EU institutions. I was glad that the call could go ahead with the First Minister of Northern Ireland nonetheless, and that officials from the Northern Ireland Executive, Scottish and Welsh Governments were in attendance. In your statement you claimed that “we cannot accept a way of working in which the views of the devolved governments are simply dismissed before we have had a chance to discuss them”. This is inaccurate. The UK Government respects and understands the fact that the SNP and the Labour Party in Wales supported extending the transition period with the EU, and has repeatedly discussed this in both public and private meetings with ministers from the Scottish and Welsh Governments. -

Role of the First Minister in Northern Ireland How is the First Minister selected? Under the Good Friday Agreement the largest party in the Northern Ireland Assembly, be they Unionist or Nationalist chooses a nominee for First Minister. What is the role of the First Minister in decision making? Despite the names the First Minister and deputy First Minister share equal responsibilities within government, and their decisions are made jointly. The First Minister greets official visitors to Northern Ireland and so in that way is the has an equivalent standing to the First Ministers of Scotland or Wales. The First Minister co-chairs meetings of the Northern Ireland Executive, co-ordinates the work of the Executive, and the response of the administration to relationships with other countries. The First Minister and deputy First Minister agree the agenda of Executive meetings and can jointly determine "significant or controversial matters" to be considered by the Executive.
