DEWAR Abstract: This article argues that the lines separating different modes of thought on the centre-left of the political spectrum—liberalism, social democracy, and socialism, broadly speaking—are permeable, and that they share many features in common. The example of Tom Kent illustrates the argument. A leading adviser to Lester B. Pearson and the Liberal Party from the late 1950s to the early 1970s, Kent argued for expanding social security in a way that had a number of affinities with social democracy. In his paper for the Study Conference on National Problems in 1960, where he set out his philosophy of social security, and in his actions as an adviser to the Pearson government, he supported social assis- tance, universal contributory pensions, and national, comprehensive medical insurance. In close asso- ciation with his philosophy, he also believed that political parties were instruments of policy-making. I understand that my thesis may be made electronically available to the public. ii Abstract This dissertation is about influence which is defined as the ability to move ideas forward within, and in some cases across, organizations. More specifically it is about an extraordinary organization called the Club of Rome (COR), who became advocates of the idea of greater use of systems analysis in the development of policy. The systems approach to policy required rational, holistic and long-range thinking. It was an approach that attracted the attention of Canadian Prime Minister Pierre Trudeau. Commonality of interests and concerns united the disparate members of the COR and allowed that organization to develop an influential presence within Canada during Trudeau’s time in office from 1968 to 1984. The story of the COR in Canada is extended beyond the end of the Trudeau era to explain how the key elements that had allowed the organization and its Canadian Association (CACOR) to develop an influential presence quickly dissipated in the post- 1984 era. The key reasons for decline were time and circumstance as the COR/CACOR membership aged, contacts were lost, and there was a political paradigm shift that was antithetical to COR/CACOR ideas.

La lecture de ces pages grand format a de quoi susciter au­ jourd'hui l'étonnement. Comment une troupe d'opérette, fondée par deux chanteurs, sans la moindre aide financière gouvernementale, est-elle parvenue non seulement à survivre, mais à croître et à prospérer au point d'offrir jusqu'à huit productions par saison, et à entretenir une véritable troupe permanente qui employait de nombreux chanteurs et acteurs, voire tout un corps de ballet ? Survol d'un genre L'opérette apparaît de nos jours comme un objet théâtral totalement désuet - quand on n'en ignore pas tout bonne­ ment l'existence.

It is the final resting place for over 75,000 Canadians from all walks of life, including im- portant politicians such as Governor General Ramon Hnatyshyn and Prime Minister Sir Robert Bor- den, Canadian Forces Veterans, War Dead, RCMP members and everyday Canadian heroes: our families and our loved ones. In late 1980s, Beechwood began producing a small booklet containing brief profiles for several dozen of the more significant and well-known individuals buried here. Since then, the cemetery has grown in national significance and importance, first by becoming the home of the National Military Cemetery of the Canadian Forces in 2001, being recognized as a National Historic Site in 2002 and finally by becoming the home of the RCMP National Memorial Cemetery in 2004.

    Ministerial Error and the Political Process: Is there a Duty to Resign? Stuart James Whitley, QC* In practice, it is seldom very hard to do one’s duty when one knows what it is. But it is sometimes exceedingly difficult to find this out. - Samuel Butler (1912) “First Principles” Note Books The honourable leader is engaged continuously in the searching of his (sic) duty. Because he is practicing the most powerful and most dangerous of the arts affecting, however humbly, the quality of life and the human search for meaning, he ought to have – if honourable, he has to have – an obsession with duty. What are his responsibilities? -Christopher Hodgkinson (1983) The Philosophy of Leadership Abstract: This article examines the nature of the duty to resign for error in the ministerial function. It examines the question of resignation as a democratic safeguard and a reflection of a sense of honour among those who govern. It concludes that there is a duty to resign for misleading Parliament, for serious personal misbehaviour, for a breach of collective responsibility, for serious mismanagement of the department for which they are responsible, and for violations of the rule of law. The obligation is owed generally to Parliament, and specifically to the Prime Minister, who has the constitutional authority in any event to dismiss a minister. The nature of the obligation is a constitutional convention, which can only be enforced by political action, though a breach of the rule of law is reviewable in the courts and may effectively disable a minister. There appears to be uneven historical support for the notion that ministerial responsibility includes the duty to resign for the errors of officials except in very narrow circumstances.

    The 30-year History of the Alliance des Chorales du Quevec and Its Impact on Choral Singing in the Province Patricia Abbott Association of Canadian Choral Conductors, Quebec, Canada English Montreal School Board, Quebec, Canada McGill University, Quebec, Canada The year 2004 marked the 30th anniversary of Quebec's choral federation, the Alliance des chorales du Quebec (ACQ). Over the years it has grown from a membership of some 50 choirs to more than 200 (204 at the end of the 2004-2005 season). Its member choirs represent a wide range of repertoire, skill levels and age groups. Although there are other choral organizations in Quebec,l it is the only one officially recognized by the provincial government as the voice for the collective interests of choirs. This paper explores the federation's 30-year history, the growth and evolution of its mandate and programs and its impact on choral music in Quebec. The organization's publications and annual reports served as a major source of information. The Choral Landscape in French Canada Before 1974 Choral music has long been an integral part of French Canadian cultural activity. References to choral music written and arranged in Canada date back to the French colony at Port-Royal in 1606. The seventeenth and eighteenth centuries saw the performance of choral music imported from Europe, as well as a growing body of Canadian compositions, primarily for liturgical use. By the late nineteenth century and early twentieth century, singing in a choral society was a very popular activity in Canada, and Quebec was no exception.
