DEWAR Abstract: This article argues that the lines separating different modes of thought on the centre-left of the political spectrum—liberalism, social democracy, and socialism, broadly speaking—are permeable, and that they share many features in common. The example of Tom Kent illustrates the argument. A leading adviser to Lester B. Pearson and the Liberal Party from the late 1950s to the early 1970s, Kent argued for expanding social security in a way that had a number of affinities with social democracy. In his paper for the Study Conference on National Problems in 1960, where he set out his philosophy of social security, and in his actions as an adviser to the Pearson government, he supported social assis- tance, universal contributory pensions, and national, comprehensive medical insurance. In close asso- ciation with his philosophy, he also believed that political parties were instruments of policy-making. I understand that my thesis may be made electronically available to the public. ii Abstract This dissertation is about influence which is defined as the ability to move ideas forward within, and in some cases across, organizations. More specifically it is about an extraordinary organization called the Club of Rome (COR), who became advocates of the idea of greater use of systems analysis in the development of policy. The systems approach to policy required rational, holistic and long-range thinking. It was an approach that attracted the attention of Canadian Prime Minister Pierre Trudeau. Commonality of interests and concerns united the disparate members of the COR and allowed that organization to develop an influential presence within Canada during Trudeau’s time in office from 1968 to 1984. The story of the COR in Canada is extended beyond the end of the Trudeau era to explain how the key elements that had allowed the organization and its Canadian Association (CACOR) to develop an influential presence quickly dissipated in the post- 1984 era. The key reasons for decline were time and circumstance as the COR/CACOR membership aged, contacts were lost, and there was a political paradigm shift that was antithetical to COR/CACOR ideas. -

Because he is practicing the most powerful and most dangerous of the arts affecting, however humbly, the quality of life and the human search for meaning, he ought to have – if honourable, he has to have – an obsession with duty. What are his responsibilities? -Christopher Hodgkinson (1983) The Philosophy of Leadership Abstract: This article examines the nature of the duty to resign for error in the ministerial function. It examines the question of resignation as a democratic safeguard and a reflection of a sense of honour among those who govern. It concludes that there is a duty to resign for misleading Parliament, for serious personal misbehaviour, for a breach of collective responsibility, for serious mismanagement of the department for which they are responsible, and for violations of the rule of law. The obligation is owed generally to Parliament, and specifically to the Prime Minister, who has the constitutional authority in any event to dismiss a minister. The nature of the obligation is a constitutional convention, which can only be enforced by political action, though a breach of the rule of law is reviewable in the courts and may effectively disable a minister. There appears to be uneven historical support for the notion that ministerial responsibility includes the duty to resign for the errors of officials except in very narrow circumstances. -

LANGUAGE RIGHTS: LIBERTIES, CLAIMS AND A VERY CANADIAN CONVERSATION Graham Fraser Language rights are not only central to the cultural identity of Canada’s two founding language communities, they are central to both Canada’s constitutional traditions, with group freedoms and denominational schools initially guaranteed under the British North America Act, and individual rights entrenched in the Charter. “In considering the Charter,” writes Canada’s new Commissioner of Official Languages, “it is easy to think that rights and freedoms are almost synonyms. They aren’t.” Graham Fraser considers the BNA Act versus Charter status of language rights, and recounts the modern context, from the B&B Commission of the 1960s, to the Official Languages Act of 1969, to the entrenchment of minority language rights in the Charter. It was created because of the successful contribution of scientific management and specific military technologies to victory in the Second World War, and it was dismantled during a period of review and renewal of the government’s science and defence policies. The demise of the Defence Research Board demonstrated the triumph of business and public administration models over scientific management in spite of the successful defence research program. Among the successful projects of the Defence Research Board were satellites, research rockets, hydrofoils, nylon pile clothing, the wind chill factor, the strategic distinction between first and second nuclear strikes, open heart surgery, and blast trials. The strengths of the Defence Research Board were the scientific management practices that united the four Chairmen (Omond Solandt, Hartley Zimmerman, Robert Uffen and Léon L’Heureux) and the bench scientists. Over the course of its existence the Defence Research Board was shaped by six chains of events. 1. Solandt’s ability to recruit veterans from 1947 to 1953, 2. The election of John Diefenbaker and the ensuing conflict between Diefenbaker and civil servants, particularly over nuclear weapons, which led to the Royal Commission on ii Government Organisation and a decade of review of national defence policy (including two White Papers, integration and unification, and the Management Review Group), 3. -

Pelletier, 2010 Abstract Sir John A. Macdonald has been a political figure frequently referenced in Canadian history. Yet no study has explored the evolution of his public memory. This study provides a focused examination of the attempts by Canada’s federal political parties to shape Macdonald’s public memory. The period of study began immediately following the death of Sir John A. Macdonald on June 6, 1891 and continued until the Centennial Celebrations of Confederation in 1967. The study first aims to identify and analyze events and activities organized or supported by Canada’s federal political class which provide opportunities to shape Macdonald’s public memory. The study then explores through the lens of official memory their motivation to engage in his commemoration and to shape his memory in specific ways. The objective of this study is to answer two specific research questions. The first asks if Canada’ federal political leaders were interested and successful in shaping Macdonald’s public memory during the period of study to allow the emergence of a seemingly national hegemonic figure acceptable to both political parties. The second asks if the federal political parties’ attempts to depict Macdonald as a unifying national symbol were picked up in the media in Ontario and Quebec and in both official languages, thereby reinforcing his hegemonic status for the federal political class.
