INTRODUCTION Purpose of the Preferred Strategy The draft Preferred Strategy is the first formal consultation stage in the local development plan (LDP) process. It builds on the earlier Issues and Vision and Options participation stages, undertaken in August 2008 and December 2008/January 2009, and sets out the overall level of growth, broad locations for development and key areas of change/protection in Monmouthshire. What is a Local Development Plan? Monmouthshire County Council is preparing a Local Development Plan, under the new planning system introduced by the Planning and Compulsory Purchase Act 2004.
