PURPOSE

Informal, wide-ranging discussion of the state of the Party, with emphasis on rebuilding efforts in the Southern States and prospects for the 1976 elections.

BACKGROUND, PARTICIPANTS & PRESS PLAN

(a) Background: Several times a year, the four re­ gional state chairmen's associations meet in Washington or their own areas. This is one such group, 'probably the most vocal, and one _such meeting. Originally, the Southern State Chairmen invited the President to meet with them to review the '74 outcome and look ahead to '76. I suggested instead an informal session here in a relaxed atmosphere (drinks will be offered}. The Southern State Chairmen repre­ sent, of course, a predominantly conservative influence within the Party.

ELECTION RESULTS IN THE SOUTHERN STATES

(a) Governorships: We dropped one and picked up one. In Tennessee, retiring Republican Winfield Dunn was replaced by Democrat Ray Blanton. In South Carolina, Republican Jim Edwards was elected to replace retiring Democrat John West. Otherwise, Democratic incumbents and/or candidates were elected in Alabama, Arkansas, Florida, Oklahoma, and Texas. We have only two incumbent Republican Governors in the South, Holshauser (North Carolina) and Godwin (Virginia). No net change.

(b) Senate Seats: We dropped both incumbent seats up for election, Marlow Cook in Kentucky and the Ed Gurney open-seat in Florida. Loss of two.

(c) House Seats: In Alabama, we held all three Repub­ lican seats. In Arkansas, we held our one seat. In Florida, we picked up the Gunter open-seat and held our other four. In Georgia, we lost our only incumbent seat and thus were wiped out. In Kentucky, we held both our incumbent seats. In Louisiana, we held our one incumbent seat and may have picked up the former Rarick seat (Henson Moore leads by 14 votes). In Mississippi, we held both our incumbent seats. In North Carolina, we held two seats and lost two others (Mizell and Ruth). In Oklahoma, we lost our only seat (Camp). In South Carolina, we held one seat, lost one (Young), and were unsuccessful in two open races.

{c) House Seats (continued): In Tennessee, we held three of our seats but lost two others (Baker and Kuykendall}. In Texas, we held three seats and lost one (Price). In Virginia, we held five of our incumbent seats and lost two others (Parris and Broyhill). The net loss was either 8 or 9, depending on the Louisiana outcome.
