The reminiscence of the EU’s founding acts encouraged and inspired us to draw attention to a variety of issues relating to European affairs, ranging from the lessons learnt from the process of creation of the common European institutions, to the current problems faced by the EU, such as the fate of the Constitutional Treaty, the CFSP, the ESDP or the European Energy Strategy, to the future of the Union’s Enlargement Policy. The Republic of Macedonia as an official candidate for EU accession relying heavily on the current “enlargement fatigue” looked into this date with particular attention. However, our interest regarding the Union- related affairs does not derive solely from our country’s EU membership bid. As upcoming and indispensable part of the common European institutions and European integrative processes, we strive to take a more detailed insight into the most pending and most recent issues shaping and destining the future of the EU instead of focusing on Macedonia’s European aspirations only. For this purpose the Editorial Board of “Crossroads” did its utmost to gather a broad scope of distinguished European authors able to present to our readers their views and reflections on past successes and failures, as well as on the future challenges and opportunities that the “Common European Project” is supposed to encounter. Additionally, the Editorial Board of our Journal intended to find a proper and balanced mix between our contributors from the EU founding countries and the EU newcomers. We are proud to present to our readers the tediously inspiring article of former French PM Michel Rocard on the founding of the EU itself at the crossroads and in search of a new impetus. Europe at the crossroads is also highlighted by Achille Albonetti, eyewitness of the Roma Treaty negotiations, who addresses the necessity of strengthening the Union’s political quality. Eminent MEP’s Andrew Duff and Elmar Brok analyze for us the possibilities for overcoming the current constitutional stalemate in the EU as well as the prospects of the CFSP and the ESDP. Former Polish PM and current MEP Jerzy Buzek offers the readers of “Crossroads” his opinions on the problem of energy solidarity in the enlarged Europe. The EU High Representative for Common Foreign and Security Policy, Javier Solana, grants us an exclusive interview. Eduard Kukan and Geza Jeszenszky, the former FM’s of Slovakia and Hungary respectively, present their views on Central Europe’s experiences regarding the EU accession. Commissioner Olli Rehn and Slovenian FM Dimitrij Rupel examine the current enlargement fatigue within the EU and the chances for new waves of enlargement. Macedonian Deputy PM Gabriela Konevska-Trajkovska along with Croatian President Stjepan Mesic underline the importance of keeping the enlargement process going. We

In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so.

The normalization of Yugoslav-Soviet relations brought to an end a conflict between Yugoslavia and the Eastern Bloc, in existence since 1948, which threatened the status quo in Europe. The thesis represents the first effort at comprehensively presenting the reconciliation between Yugoslavia and the Soviet Union, between 1953 and 1957. It will also explain the motives that guided the leaderships of the two countries, in particular the two main protagonists, Josip Broz Tito and Nikita Sergeevich Khrushchev, throughout this process.

It builds its argument on the interaction of international and domestic factors. In doing so, it details the origins of Yugoslav ideology as a fluid concept rooted in the early 19th century Croatian national movement. Tracing the evolving nationalist competition among Serbs and Croats, it demonstrates inherent contradictions of the Yugoslav project. These contradictions resulted in ethnic outbidding among Croatian nationalists and communists against the perceived Serbian hegemony. This dynamic drove the gradual erosion of Yugoslav state capacity during Cold War. The end of Cold War coincided with the height of internal Yugoslav conflict. Managing the collapse of Soviet Union and communism imposed both strategic and normative imperatives on the Western allies. These imperatives largely determined external policy toward Yugoslavia. They incentivized and inhibited domestic actors in pursuit of their goals. The result was the collapse of the country with varying degrees of violence. The findings support further research on international causes of civil wars.

    The material that you have in front of you is a result of the Project entitled Retelling the History. The Project represents a joint effort of AHRM (the Association of Historians of Republic of Macedonia) and EUROCLIO (Association of History Teachers of Europe). It is financially supported by USIP (United States Institute of Peace) and as consultants and external experts in the Project participate Dr Dean Smart, University of West England, Prof. Dr. Keith Barton, University of Cincinnati and Joke van der Leeuw-Roord, Executive Director of EUROCLIO. The Project team was comprised of 11 historians from Macedonia of different profiles, elementary and secondary school teachers and scientists. They had set for themselves the task to elaborate an alternative program in history, but also an example of treating of teaching contents in the schoolbooks based on the aforementioned program. The goal of the Project is to point out the need of introducing innovations, but foremost in the approach towards history teaching. Having in mind all the factors of the modern and ideologically free teaching, it was started off from the very beginning i.e. with the creation of an alternative program. In this case, the team had decided to treat the period – Macedonia in the 20th centurycentury. With the alternative program is treated also the period of the recent history of Macedonia, especially the period between 1990 and 2000, having in mind that with the previous programs it was almost excluded. Than it was approached towards treatment of several teaching contents that should serve as an example for a neutral and non-favoring approach towards the treatment of the historical events.

He begins by explaining the complexi- ties of the country - both those external to the political process and those which derive from it - and their contribution to cracks in the political structure in the pre-Tito and Tito years. The gradually accel- erated deterioration of the federation and the political forces that fostered this process, particularly the politically motivated encourage- ment of nationalism and the absence of democracy, are chronicled and analysed to uncover the dynamics that converted a stable, pros- perous country into a Balkan powder-keg. Crnobrnja discusses in detail the part of the drama most visible to the world - the rapid dissolution of the country following civil war and internationalization. He emphasizes the dichotomy between the lack of compromise among the Yugoslav participants and the nat- ural tendency to compromise that characterizes both the European Communities and the processes and actions of the United Nations and shows how important the participation of the United States has been to achieving a peace accord. In a synthesis of the immediate situation he draws together the threads of the story to consider and analyse possible future sce- narios and place them in a broader Balkan and European context. MIHAILO CRNOBRNJA is former ambassador of Yugoslavia to the European Communities. He works in Montreal as an economic and political consultant and teaches political science at McGill University.
