In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so.

    148 Prispevki za novejšo zgodovino LVIII – 3/2018 Nevenka Troha: Report Prepared by the Minister of Internal Affairs of the People’s Republic of Slovenia Boris Kraigher at the Meeting of the Politburo of the Central Committee of the Communist Party of Slovenia on 9 March 1950 (published manuscript with comments) Introduction After the war, the Communist Party of Slovenia (KPS) in the then People’s Republic of Slovenia was the only proper political force that controlled all levers of power. Those who held key positions in the Party also held the most important positions in the leadership in the so-called mass organisations, and also in author- ities, the economy and other key segments of the society. Until the 2nd congress, which took place in November 1948, the KPS was led by the Politburo of the Central Committee of the KPS (PB CK KPS), as in that period, the Politburo also served as a plenum to the Central Committee. The Central Committee, and the Politburo as its executive body were elected at the 2nd Congress, which was convened in a time of upheaval for Yugoslavia that followed the Cominform Resolution which excluded both the Yugoslavian and Slovenian Communists from this organization of the World Communist Movement. The Politburo’s previous members Miha Marinko (the sec- retary), Ivan Maček, Lidija Šentjurc, Boris Kraigher, Stane Kavčič, Viktor Avbelj and Janez Hribar were re-elected, while Jože Potrč and Ivan Regent were elected anew. Vladimir Krivic and Sergej Kraigher also became its members in April 1949 and March 1950 respectively.

By Katherine Rocha, Joseph Palazzo, Rebecca Teczar and Roger Clark Rhode Island College Abstract Women’s ascension to the role of national president or prime minister of any country is a relatively new phenomenon in world history. The first woman to break the “final glass ceiling,” Sirinavo Bandaranaike of Ceylon (Sri Lanka today), did it in 1960, just 58 years ago. Since then, the ceiling has been broken in about 83 nations worldwide, but we still know little about what it takes for women to achieve such national leadership roles. Previous research (e.g., Jalalzai, 2013; Skard, 2015) has pointed to the importance of family connections, political turmoil, and the nature of a country’s political system. But only one study (Jalalzai, 2013) provided quantitative, cross-national support for any of these observations. Our paper replicates Jalalzai’s analysis, done using data from the first decade of the twenty-first century, with data from the second decade. We find that there have been dramatic changes over time. We find that family connections are now no more useful for explaining women’s rise to presidencies and prime ministerial positions than men’s; that, in fact, women are now more likely to rise in politically stable nation states than in fragile ones. REC AUTORA Tajnost je glavni i osnovni princip postojanja i rada svih obavestajnih sluzbi sveta, pa i srpske i jugoslovenske tajne policije. U toj tajni o sebi i drugima, sadrzana su snaga, moc i dugovecnost drzavne politicke policije, koja postoji na ovim nasim prostorima poslednjih pedeset godina. Njen zadatak je od 1945. do pocetka devedesetih, a i kasnije, uvek bio da brani, stiti i cuva drzavu, vlast, partiju i njen politicki vrh od tzv. unutrasnjeg i spoljnjeg neprijatelja. Zato su Oznu, Udbu, SDB, politicki celnici od miloste zvali „pesnica komunizma“ ili ponekad i "stit revolucije". cinjenica je da su jugoslovensku tajnu sluzbu stvarali i vodili Hrvati i Slovenci, a da su njeni najrevnosniji policajci bili Srbi, samo zato, sto su se trudili da dokazu svoju odanost Titu i Partiji. Kao verni cuvari Broza i druge Jugoslavije, Srbi "oznasi", "udbasi", "debejci", proganjali su, mnogo puta i bez suda, ne samo po principu velikog broja i velike nacije vec i svesno, upravo vlastiti narod. Srbi su u drugoj Jugoslaviji bili sami sebi i gonici i progonjeni, tacnije i dzelati i zrtve tajne policije. Malo je reci u srpskom jeziku koje tako sumorno zvuce, kao sto je to rec Udba. U njoj je sadrzan sav ljudski gnev i tihi otpor prema jednom delu zivota u komunistickoj Jugoslaviji, koji su mnogi njeni zitelji potisnuli, makar prividno, iz secanja. Udbom i danas ljudi zovu sve jugoslovenske sluzbe drzavne bezbednosti, jer zele da na taj nacin pokazu koliko su svesni zla koje je politicka policija nanela vlastitom narodu.

The normalization of Yugoslav-Soviet relations brought to an end a conflict between Yugoslavia and the Eastern Bloc, in existence since 1948, which threatened the status quo in Europe. The thesis represents the first effort at comprehensively presenting the reconciliation between Yugoslavia and the Soviet Union, between 1953 and 1957. It will also explain the motives that guided the leaderships of the two countries, in particular the two main protagonists, Josip Broz Tito and Nikita Sergeevich Khrushchev, throughout this process.

It builds its argument on the interaction of international and domestic factors. In doing so, it details the origins of Yugoslav ideology as a fluid concept rooted in the early 19th century Croatian national movement. Tracing the evolving nationalist competition among Serbs and Croats, it demonstrates inherent contradictions of the Yugoslav project. These contradictions resulted in ethnic outbidding among Croatian nationalists and communists against the perceived Serbian hegemony. This dynamic drove the gradual erosion of Yugoslav state capacity during Cold War. The end of Cold War coincided with the height of internal Yugoslav conflict. Managing the collapse of Soviet Union and communism imposed both strategic and normative imperatives on the Western allies. These imperatives largely determined external policy toward Yugoslavia. They incentivized and inhibited domestic actors in pursuit of their goals. The result was the collapse of the country with varying degrees of violence. The findings support further research on international causes of civil wars.

    MUSLIM IDENTITY, ‘NEO-ISLAM’ AND THE 1992-95 WAR IN BOSNIA AND HERZEGOVINA S. OSMANOVIC Ph.D. 2015 ABSTRACT Following the fall of the Berlin Wall, Yugoslavia was entangled in a fratricidal break-up. In none of the other former Yugoslav republics did the conflict turn as violent as in Bosnia and Herzegovina, which suffered genocide, the greatest number of victims and the highest percentage of infrastructural destruction. Although its three ethnic communities – Muslims, Serbs and Croats – were previously well integrated, the break-up of Yugoslavia exposed Bosnia’s unique Islamic component, which both Serbs and Croats perceived to be the major impediment to the continuation of a pluralistic society. Islam, however, only turned into a divisive and decisive factor in the conflict when combined with ethnic nationalism. Previous research into the causes of the 1992-95 war in Bosnia and Herzegovina and the break-up of Yugoslavia has identified Bosnia’s long Islamic heritage and large Muslim population on the doorstep of Europe as specific features influencing both its rationale and resolution. Yet there has been no analysis of the role and impact of ‘neo-Islam’ (a term I explained below) in the conflict – an omission this thesis seeks to redress. The thesis uses historical analysis to demonstrate that Bosnia and Herzegovina was frequently subject to international intervention during the nineteenth and twentieth centuries, it explores whether the unique Islamic component was the reason behind this phenomenon, and seeks to comprehend why Bosnia and Herzegovina has always appeared to pose a problem for the international community, from the papal persecutions of the medieval Bogumils through to the present day.
