Submitted by: AND October 2020 EXECUTIVE SUMMARY Project Background The operations of Mine Waste Solutions (MWS), also known as Chemwes (Pty) Ltd (Chemwes), entail the collection and reprocessing of mine tailings that were previously deposited on tailings storage facilities (TSFs) in order to extract gold and uranium. MWS conducts its operations over a large area of land to the east of Klerksdorp, within the area of jurisdiction of the City of Matlosana and JB Marks Local Municipalities, which fall within the Dr Kenneth Kaunda District Municipality in the North‐West Province. The main operations of MWS include the existing Kareerand Tailings Facility (TSF) located to the south of the N12. The closest town is Khuma, located about 2km northwest of the facility, and other nearby towns include Stilfontein (10 km from facility) and Klerksdorp (19 km from facility). The Kareerand TSF was designed with an operating life of 14 years, taking the facility to 2025, and total design capacity of 352 million tonnes. Subsequent to commissioning of the TSF, MWS was acquired by AngloGold Ashanti (AGA) and the tailings production target has increased by an additional 485 million tonnes, which will require operations to continue until 2042. The additional tailings therefore require extension of the design life of the TSF. The expansion of the existing TSF will enable the reclamation of additional tailings dams and deposition of the tailings in an expanded facility complete with a Class C barrier system and appropriate seepage mitigation measures.

    INTEGRATED DEVELOPMENT PLAN 2017-2022 2020/21 AMENDMENTS Page 1 of 168 Preface Municipalities must adopt integrated development plans in accordance with section 25 of the Local Government: Municipal Systems Act, 32 of 2000, as amended, [Hereafter referred to as the MSA]; (1) Each municipal council must, within a prescribed period after the start of its elected term, adopt a single, inclusive and strategic plan for the development of the municipality which—- (a) links, integrates and co-ordinates plans and takes into account proposals for the development of the municipality: (b) aligns the resources and capacity of the municipality with the implementation of the plan: (c) forms the policy framework and general basis on which annual budgets must be based; (d) complies with the provisions of this Chapter; and (e) is compatible with national and provincial development plans and planning requirements binding on the municipality in terms of legislation. (2) An integrated development plan adopted by a municipal council in terms of subsection (1) may be amended in terms of section 34 and remain in force until an integrated development plan is adopted by the next elected council. These events took place in almost every mining region in the country, in gold, coal and other types of mining. J It is extremely difficult to obtain adequate' information about these events. Detailed investigations have been carried out by the mining houses, but their reports are not ordinarily available to researchers. We have had to rely almost entirely on press reports, which are scanty and often very brief, ref­ lecting the prevailing view that many of the incidents can be attributed to 'faction fighting' and explained simply in terms of irrational tribal violence. This sort of approach is a distortion of reality. In this paper we argue that all the incidents of 'faction fighting' and indeed all the incidents on the mines must be seen in the correct context, and it is this context on which we wish to elaborate here. In writing this we have drawn heavily on the work of Phimister and Van Onselev on Rhodesian mining before 1953. We do not suggest that an adequate understanding of the responses of labour on South African mines in the 1970s can be achieved by uncritically taking over their conceptualisations, nor, indeed, that these are theo­ retically unproblematic.

January, 1992. ABSTRACT The Vaal Reef placer is situated on the unconformable junction of the Strathmore and Stilfontein formations of the Johannesburg Subgroup. Within the South Division of the Vaal Reefs Exploration and Mining company lease, the Vaal Reef Placer is shown to be composed of several different units. Each unit exhibits its own specific characteristics and trend direction which can be used to establish distinct "Reef packages". These packages can be mapped in such a way as to provided a preliminary lithofacies map for the Vaal Reef Placer. The delineation of such geologically homogenous zones, and the development of a suitable depositional model, can be utilised in several ways. The characteristics of a particular zone are shown to influence the control of stoping width, evaluation of remnant pillars and the geostatistical methodology of evaluating current and future ore reserve blocks.
