Flood Emergency Response Special Report from KMSS No. A (as 3 to 13 August 2015)

Highlights:

 Temporary Camps were opened for the flood affected people (135) in , (89) in Maubin District and (560) in District in Ayeyarwaddy Region and totally 58850 Households and above evacuated to these temporary camps. (Data Sources from Regional RRD)  Almost (17) Townships in the Ayeyarwaddy Region are seriously affected by the flood and approximately (60000 and above households are under the flood) and 237992 people are critically affected. (Data sources from Regional RRD)  KMSS-Pathein is responding humanitarian activities to respective (5) Townships in Ayeyarwaddy Region to approximately 2783 seriously affected households and totally 18027 people are targeted to be put under the Caritas Internationalist, Stromme Foundation, KMSS-NO contribution Fund and KMSS-Pathein Lenten Fund.  KMSS-Pathein is responding humanitarian activities of providing emergency food, temporary shelters, mobile clinic services and water and sanitation to these 5 target Townships and totally 54 villages in Ayeyarwaddy Region.  Most of the families from the affected areas were not possible to recover their livelihood activity due to wider damage of paddy farms and immediate needs of the emergency food. Situation Overview:

 As of Government Sector from Ayeyarwaddy Region also responding humanitarian activity to these affected Townships. They state that the affected and evacuated people figures are increasing day by day due to gradually increasing water level in these target townships. Currently NgaWon River which is directly connected to all the flooding areas the water level is now 21.90 m and in high risk situation.  The Government continues to lead the emergency response and clean-up efforts, facilitating evacuations, conducting search and rescue operations, and providing food, relief items, reconstruction material and cash assistance to affected people under the RRD regional management. Besides, KMSS-Pathein is working together with RRD regional and respectvie township Disaster Risk Reduction Management Committee in supporting of humanitarian assistances in 5 Townships in Ayeyarwaddy Region.  In order to response emergency flood systematically KMSS-Pathein has formed Emergency Response Team and under this Team 3 Data Assessment Teams were collecting data in respective 3 Townships. (ThaBoung, KanGyiDauk and )  Priority humanitarian needs are life-saving food, shelter, access to health care, safe water and adequate sanitation services, as well as protection and psychosocial services for the most vulnerable groups, including women and children. All people across flood affected areas need access to critical health services. Pregnant women need access to safe delivery in health facilities. Shelters are totally damaged by the hit of water in this respective areas that people need temporary and maintained of shelters are in priority.

Funding Sources:

 According to the financial tracking services KMSS-Pathein is now responding humanitarian assistance and supporting of life-saving food and safe water to 13 respected camps (approximately 838 households) in HinthaDa, and KyanKhinn Townships and life-saving food and safe water to 11 villages (approximately 424 households) in MyanAung and Ingapu Townships under the KMSS-Pathein own Lenten Fund. And KMSS-Pathein could also provide health care services to 15 villages in ThaBoung Township and critically 365 (M-117/ F-248) people benefited.  Consequently, KMSS-Pathein is also supporting life-saving food, safe water and fish tin to 30 villages in ThaBoung and KanGyiDauk Townships under the Caritas Internationalist funding resources.  Relating to the financial tracking services KMSS-Pathein is till now in partnership with Caritas Internationalist, Stromme Foundation, KMSS National Office and KMSS-Pathein own Lenten Fund resources. Humanitarian Response:

FOOD SECURITY

Needs:

 As of 13 August, 237992 people are estimated to be in need of food assistance (based on 58850 households affected) in respective 27 Townships under the Ayeyarwaddy Region. The number of people in need is expected to grow as more assessment findings become available and more areas previously inaccessible are reached.  Floods have reportedly damaged some 2480 acres of farmland in MyanAung and Ingapu Townships according to Data Assessment Team from KMSS-Pathein and the damaged acres hope to increase days by day. Damage to crops and arable land is likely to disrupt the planting season and pose a risk to long-term food security. Initial information from affected areas indicates that communities are concerned about the loss of livelihoods in particular crops and livestock as a result of the floods.

Response:

 KMSS- Pathein supported life-saving food (Rice Bags) totally 30 bags to 9 camps in Hinthada, MyanAung and KyanKhinn Township effected to (689) households and critically (2749) people benefited for emergency food.  Additionally, KMSS Pathin also provided 3 camps in MyanAung Tsp under the Sinlu parish with 40 rice bags, 10 bags noodle, and 76 pyi of Bean, 160 soaps, 100 bags of salts, 4 cooking oils and 1 bag of medicine. Critically benefited of 158 households and 670 affected people.  Besides, KMSS-Pathein also could provide 50 rice bags to 6 villages under the and critically affected to 266 households appropriately 1156 people are benefited under this support.  KMSS-Pathein is providing of humanitarian assistances to 30 villages in ThaBoung and KanGyiDauk Townships with 600 rice bags, 5350 fish tins and 16050 safe drinking water to affected 1772 households (approximately 7442 people).

Gap and Constraints :

 Due to fund allocated and limitation KMSS Pathein could not meet all the affected households in ThaBoung, Myanaung, KanGyiDauk and Ingapu Townships with life-saving food.  With the seriously affected of flooding situation in target area with almost 15 days the transportation is really risky.  Due to fund shortage and delay of fund transfer KMSS Pathein has delayed in responding emergency activity in the target area as have been planned.

HEALTH:

Needs:

 Most of the affected people in ThaBoung Township were seriously suffering from malaria, cool and coughing disease as well as water born diseases due to long stay water level and heavy rain continuously according to Data Assessment Team of ThaBoung.  Water and sanitation supports and renovation of tube well and water ponds in the respective villages are in needs of assistance.

Response:

 Under the KMSS-Pathein emergency response activity mobile clinic services given to (15) villages in ThaBoung Township, then treatment to 365 (M-117/ F-248) people.  Besides, KMSS-Pathein planned to provide Family Hygiene Kits to 10 villages in the ThaBoung Township critically risk to 350 households.

Gap and Constraints:

 Due to doctors difficulties of resources available in this emergency response health care services to much affected area in Ayeyarwaddy Region is delayed.

COMMUNICATION WITH COMMUNITY:

Needs:

 Most of the affected people and community needs immediate response activity for life-saving foods and purify drinking water but they are out of communication with local donation/ food distribution groups and others CSO.  Most of the private and non private local donation groups have focused only priority to the Upper Myanmar flood affected area like Sagaing, Magway Regions.  Affected communities are lack of contact with information about the weather information and flooding situation specifically.

Response:

 KMSS Pathein team formed 3 Data Assessment teams and approached to the affected 3 townships and villages then gathered specific information under the arrangement of respective Townships Authority Groups and Disaster Risk Reduction Management Committees.

 KMSS Pathein gathered data assessment of 51 villages in ThaBoung, 3 villages in KanGyiDauk, 8 villages in Ingapu, 3 villages in Myanaung and 1 village in .  In all the data assessment collected villages, KMSS-Pathein teams have formed the Task Force Teams in these villages in order to get focal persons, distributing leaders and data entering leaders as well as information accepting and delivering leaders in the villages.

Gap and Constraints:

 Due to poor transportation in MyanAung, Ingapu and HinthaDa townships KMSS Pathein could not reach to all the affected area and due to time limitation.  Due to flood emergency is worsen day by day ( within these weeks) the affected areas and affected people figures are always increasing.

LOGISTIC:

Needs:

 Most of the affected villages have problems in accessibility of Boats to evacuate people and to use for the transportation during the emergency period due to water level increasing time by time. (normally they only have small boats for individual family use but now the situation is really worse, huge and terrible waves can happen at any time)  Due to huge water scale spreading around the village and in the village, most of the community are difficult to displace their livestocks, cattles and cows used for their farming activities.  Even if the community got supporting materials for life-saving food, still they are in trouble to cook due to no fire woods and dried places in the village. Therefore the village community is in need of cooked meals for emergency food response.

Response:

 Under the KMSS-Pathein emergency response activity, the Staff could provide 2 hire boats for respective 2 villages in the ThaBoung Township to use in evacuation and transportation of affected people.  KMSS Pathein could also provide fuel and diesel assistance to the community in ThaBoung Township critically affected of 5 villages to use in transportation and displace of affected people to safer place.

Gap and Constraints:

GENERAL COORDINATION:

KMSS-Pathein is now currently leading and responding emergency activity in 37 villages in ThaBoung, 3 villages in KanGyiDauk, 3 villages in Myanaung, 11 villages in Ingapu Township and supporting of 13 camps effectively and systematically coordinating with KMSS-NO, Regional RRD and respective Township Authority Groups. Consequently, KMSS-Pathein Emergency Response Team also now starting distribution activity for life-saving foods and purify drinking waters.

Coordination and communication mechanisms are being strengthened with KMSS-NO, Government Sectors, local NGOs and CSOs actively responding to the emergency to facilitate technical supports and strengthen information sharing.
