Box 57, Fax: (+268)24044851/24047252 Mbabane, E-mail: [email protected] Swaziland 20th January, 2016. UPDATE FROM THE MINISTER ON THE DROUGHT AND CURRENT WATER SCARCITY BACKGROUND 1. Swaziland and the Southern African region is currently undergoing a very serious drought situation. Climate Change has worsened the situation and the country has been experiencing below average rainfall in the past three (3) years. We are advised this severe drought along with a scorching heat wave (El Nino) is one of the strongest on record, and is unfortunately unyielding. 2. Our current state of water storage across the country is seriously below the long term averages observed over the past five (5) years. This situation is as a result of the low river flows due to the lack of sufficient rainfall to recharge our river systems to fill up the dams. Currently our four (4) major dams; namely Hawane, Maguga, Mnjoli and Lubovane are recording very low levels of water storage. These dams are currently recording 6%, 35%, 6 % and 67% respectively. Government notes that all the five major river basins of the country have been greatly affected. In the Ngwavuma Basin there is currently no irrigation taking place as the river has since dried up. The Mbuluzi, Lusutfu, Lomati and Komati are also quickly following suit. While the situation calls for the implementation of robust measures; the Ministry is aware of the impact the complete 1 suspension of commercial irrigation in these river systems would have on the national economy and the country’s commitment to international markets.

While the goal was to reduce poverty, rural poverty has reduced at a slow pace for the population. This research was undertaken to evaluate the implementation of regional integrated development planning and to gain knowledge of the operational aspects. Research on integrated development planning in Eswatini largely focuses on implementation by urban subnational government. This investigation provides an overview of development planning by the Regional Government, which oversees Tinkhundla areas in rural Eswatini. For this reason, the entire decentralisation system was studied to understand government administration via the Tinkhundla System. The investigation included an analysis of the intergovernmental relations of all levels of government and the application of Eswatini Law and Custom in conjunction with Roman-Dutch Common Law.

    Press Release The Elections and Boundaries Commission is pleased to report and announce that the primary elections conducted on the 5th of June 2021 were a tremendous success. These elections are part of the by election of Members of Parliament for Shiselweni 1 and Lamgabhi Tinkhundla, Indvuna Yenkhundla of Matsanjeni South Inkhundla and Bucopho for Lomshiyo and Lomfa Imphakatsi at Ntfonjeni Inkhundlla. The commission is grateful to the electorate for being part of this exercise amidst difficult conditions such as the Covid 19 scourge and freezing weather. It is pleasing to note that by elections were held under the watchful eyes of stakeholders such as the media and internal observer missions. Candidates displayed professional conduct before, during and after the elections which gives credibility to our electoral process. The commission is very much alive to the new normal due to Covid 19 and has partnered with various institutions to ensure the safety of our polling staff and the electorate. It is humbling to note that no casualties have been recorded in all our process. Much appreciation goes the Ministry of Health, the electorate and the National Disaster Management Agency for trusting and supporting the commission in such a sensitive exercise. The primary election results are attached. The commission takes this opportunity to congratulate the successful candidates of the primary elections especially the Bucopho for Lomshiyo and Lomfa who have duly taken office. The other candidates for secondary elections are encouraged to continue with the professional conduct during processes such as the campaigns which have just started. The electorate will be continuously informed through all forms of media on the electoral processes towards the final polling day on the 3rd of July 2021.

    Malindza-Siteki Waste Survey Report (Eswatini) WISDOM M.D. DLAMINI (PHD) AUGUST 2018 1. Study area 1.1. Location: The Malindza/Mpaka community is located within the Dvokodvweni constituency (Inkhundla) which traverses an area of 515.9 km2. The Malindza chiefdom, under the chieftaincy of Chief Ndlondlo Tsabedze, is one of the largest in the country and is host to the country’s newest international airport at Sikhuphe (King Mswati III International Airport). This area is located in the eastern part of the country where the agro-climatic conditions are typical of a Lowveld. The landscape is this area coupled with the recent developments support varying land uses such as human settlement, grazing, subsistence agriculture, amongst a few others (pers. obs.). These land uses are practiced under communal Swazi National Land which constitutes all of the land in this area. The Siteki municipality, on the other hand, is a small town in the eastern-most part of the country and is situated on top of the Lubombo mountain range. The municipality falls under the Lugongolweni constituency. Being a largely rural town, the land use in the municipality comprises largely of homesteads which practice gardening and subsistence agriculture, a small commercial CBD predominantly comprising of retail shops. There is also a textile firm within the boundaries of the town and it employs a few hundred people from the surrounding areas. Figure 1: Location of Malindza and Siteki. 1.2. Demographics: The Malindza Chiefdom is located within the Dvokodvweni Inkhundla and is the centre of the developmental activities driven by the Sikhuphe International Airport and its precinct and other proposed developments such as the E52 billion Swazi City and the Thermal Power Station.

INTRODUCTION Project Overview Ensuring access to clean water and proper sanitation services remains a priority for the Government of Eswatini. Through the implementation of various sustainable water projects, the Government of Eswatini seeks to reduce the number of people without access to clean water and ultimately reaching a 100% coverage by 2022. The Government is looking at strengthening water security in the Shiselweni Region through the integration of existing water network systems and construction of new water infrastructures. Currently, Eswatini Water Services Corporation operates two distinct water systems ( Lavumisa-Siphambanweni Water Network) and the ( Masibini- Nhlangano Water Network). The proposed project will integrate the two systems Stakeholder Engagement and Participation Stakeholder engagement and participation is of essence in the planning and implementation of the proposed water project as it will provide an opportunity for the implementing agency (EWSC) and other stakeholders to engage extensively with project beneficiaries, to identify stakeholder’s interests and to collate feedback to assist in project planning and in the refinement of preliminary designs.
