All the information is based on what I have gleaned from unclassified sources that have appeared in the public media over the years – listing them is impossible. 3. The accurate details of the exact location and layout of all the tunnels are known only by the Hamas and partially by Israeli intelligence services and the Israeli commanders who fought in Gaza last summer. 4. Hamas, in order not to reveal its secrets to the Israelis, has not released almost any information on the tunnels themselves except in the form of psychological warfare intended to terrorize Israeli civilians or eulogize its "victory" for the Palestinians: the messages being – the Israelis did not get all the tunnels and we are digging more and see how sophisticated our tunnel- digging operation is. Yesterday, Wednesday, 26 March 2008, two Israeli civilians were wounded after Palestinian terrorists in the Gaza Strip fired some 20 Qassam rockets and mortar shells at southern Israel. Both of the victims suffered shrapnel wounds, and nine others were treated for shock. Earlier in the day, a rocket landed in the backyard of a home in a western Negev kibbutz, causing damage to nearby buildings. In addition, an Israeli civilian was lightly wounded when Palestinian terrorists in Gaza fired at a group of farmers near Kibbutz Ein Hashlosha, the same area where a volunteer from Ecuador was killed by terrorist sniper fire in January. The man sustained minor injuries to the eye when one of the bullets struck a water tank, causing shrapnel to spray. As I told the Security Council earlier this week, the perceived quiet and lull in Hamas’s attacks is a complete mirage. Clearly, the rockets out of Gaza have not stopped, and Hamas continues to smuggle and produce more rockets. Thus, Hamas bears complete responsibility for the situation, and in particular indiscriminate rocket attacks against Israeli civilians, which serve no real purpose and are in violation of international law.

On 5 April 1956, at 17:00 hours, the Senio~ Isr~elDelegate to the Egypt~Israel Mixed Armistice Commission informed the Chairman of the Mixed Armistice Commission that Israel accepted the cease-fire call on condition that all firing by El?ypt would cease. He was informed that Egypt would cease firing at 18:00 hours. The Israel Representative informed the Chairman that, from that time all firing would stop on the Israel side. Egyptian forces however continued firing and shelling for about thirty minutes despite Israel's strict observance of the cease-fire. Greetings, I am delighted to hereby present the Israel Public Utility Authority’s (Electricity) biennial activity report for the years 2012-2011. This report summarizes the Authority’s Assembly’s extensive and meticulous work, assisted by the Authority’s team of professional employees, over the past two years, signifying a turning point in the Israeli electricity and energy markets. Alongside a severe energy crisis that befell the electricity market in the past two years due to the discontinuation of natural gas supply from Egypt and the creation of a gas supply monopoly, these years have seen a historic change in the electricity market, commencing with the admission of private electricity entrepreneurship and clean electricity production in significant capacities (the Authority’s projection for private electricity production is 25% by 2016, and approximately 10% for electricity production using renewable energy by 2020). As a result of the natural gas crisis, which began in 2011 due to recurring explosions in the gas lines leading from Egypt to Israel, the Electricity Authority was faced with a reality that would have forced it to instantly and radically increase in the electricity tariffs for the Israeli consumers in 2012. These circumstances led the Authority to combine forces with government bodies, including the Ministry of Finance, the Ministry of Energy and Water Resources and the Ministry of Environmental Protection, and lead a comprehensive move which significantly restrained the tariff increase, and furthermore, relieved the electricity consumers’ burden in a manner that enabled spreading the tariff increase over three years.
