We are copying this letter to the customary recipients. Incidents reported by the Army Spokesman Dec. 28 Kisufim Two Egyptian shepherds and their flocks were encoun- Gaza Strip tered by an Israeli Army patrol north of the settlement. When they refused to halt the patrol opened fire and the shepherds and their flocks fled across the D.L. into the Gaza Strip. Dec. 29 Be' eri An Egyptian force penetrated into Israeli territory Gaza Strip and took up positions on a hill near the settlement. At approx. 0215 hrs. an Israeli Army patrol opened fire and an exchange of fire bjegan, during vrtiich the Egyptians used L.M.G.s and light mortars. Eventually the Egyptians withdrew over the D.L. There were no Israeli casualties. Dec. 50 Kisufim Egyptian positions opened rifle and machine gun fire Gaza Strip on an Israeli unit patrolling the D.L. near the settlement. The patrol returned the fire and con- tinued on its way. Shortly afterwards the Egyptians opened fire on the patrol with 81 mm. mortar and a.tk jJStns. The exchange continued for about two hours. There were no Israeli casualties. Jan3r»l. Nitzana An Egyptian position directed automatic fire on an D.Z., Israeli military vehicle travelling within Israeli Egyptian territory in the area. Fire was returned and the "border vehicle continued on its way with no casualties. Jan. 1. Ein An Israeli patrol met Egyptian forces which had crossed Hashlosha into Israeli territory. The Egyptians were supported by automatic and mortar fire from Egyptian positions across the D.L. The exchange of fire lasted for several minutes and the Egyptian force fled. There were no Israeli casualties. Incidents reported unofficially by the Press Dec. 30 nr. Sde Two eivilian passengers in a jeep were killed and Boker, Negev the civilian driver wounded, in the afternoon when their vehicle was attacked by marauders on the Beersheba - Eilat road near the settlement. A gang of six or seven marauders, dressed in black, opened fire with rifles and automatic weapons. Tracks led to the Jordan border near Ein Hafira. UN observers accompanied by Israeli trackers. January 12 An Egyptian position opened rifle and automatic fire Kisuf im Area at an Israeli patrol. The patrol suffered no Gaza Strip casualties and did not return the fire. January 13 An Israeli patrol in Israel territory near Be'eri in Be'eri the Western Negev was fired on. It did not return Gaza Strip the fire and there were no casualties, January 14 Jordan infiltrators, in Israel territory, about 1 p.m., Beit Govrin opened fire from a range of about 200 metres, on a Jordan Border group of hikers.

Hamas, in order not to reveal its secrets to the Israelis, has not released almost any information on the tunnels themselves except in the form of psychological warfare intended to terrorize Israeli civilians or eulogize its "victory" for the Palestinians: the messages being – the Israelis did not get all the tunnels and we are digging more and see how sophisticated our tunnel- digging operation is. These are carefully sanitized so as not to reveal information on locations or numbers.

Yesterday, Wednesday, 26 March 2008, two Israeli civilians were wounded after Palestinian terrorists in the Gaza Strip fired some 20 Qassam rockets and mortar shells at southern Israel. Both of the victims suffered shrapnel wounds, and nine others were treated for shock. Earlier in the day, a rocket landed in the backyard of a home in a western Negev kibbutz, causing damage to nearby buildings. In addition, an Israeli civilian was lightly wounded when Palestinian terrorists in Gaza fired at a group of farmers near Kibbutz Ein Hashlosha, the same area where a volunteer from Ecuador was killed by terrorist sniper fire in January. The man sustained minor injuries to the eye when one of the bullets struck a water tank, causing shrapnel to spray. As I told the Security Council earlier this week, the perceived quiet and lull in Hamas’s attacks is a complete mirage. Clearly, the rockets out of Gaza have not stopped, and Hamas continues to smuggle and produce more rockets. Thus, Hamas bears complete responsibility for the situation, and in particular indiscriminate rocket attacks against Israeli civilians, which serve no real purpose and are in violation of international law.
