There is a structured organisation in which the district administration under the charge of the District Collector plays the vital role. The Police, which is a civilian service, assists in disaster management in the efforts related to law and order, evacuation, search, rescue, wireless communication, disposal of dead, and general security. Non- governmental' organisations and community based organisations render help according to their capability and capacity. In most situations, this combined civilian effort is able to manage. However, when the disaster and its effects are of such severity and suddenness that is beyond the combined capacity of civilian agencies, the military and para military forces have to be summoned and they always rise to the occasion. -

Report ©violations @https://tips.fbi.gov/ A paramilitary force is a semi-militarized force whose organizational structure, tactics, training, subculture, functions are similar to those of a professional military, but which is not included as part of a state՚s formal armed forces. Indian Paramilitary Forces refer to three organisations that assist the Indian Armed Forces closely and are led by officers of the Indian Army or Indian Navy. Earlier, the term ‘paramilitary’ forces were used for eight forces: 1. Assam Rifles 2. Special Frontier Force 3. Indian Coast Guard 4. Central Reserve Police Force 5. Border Security Force 6. Indo-Tibetan Border Police 7. Central Industrial Security Force 8. Sashastra Seema Bal. from 2011, they have been regrouped into two classes whereby the later five are called Central Armed Police Forces (CAPF) . The first three are the current paramilitary forces of India - Assam Rifles (part of Home Ministry) , Special Frontier Force (part of Cabinet Secretariat) and Indian Coast Guard (part of Ministry of Defense) . The Assam Rifles It is the oldest paramilitary force of India. the Assam Rifles and its predecessor units have served in a number of roles, conflicts and theatres including World War I where they served in Europe and the Middle East, and World War II where they served mainly in Burma. -

EVERYONE HAS BEEN SILENCED Police Excesses Against Anti-CAA Protesters In Uttar Pradesh, And The Post-violence Reprisal Citizens Against Hate Citizens against Hate (CAH) is a Delhi-based collective of individuals and groups committed to a democratic, secular and caring India. It is an open collective, with members drawn from a wide range of backgrounds who are concerned about the growing hold of exclusionary tendencies in society, and the weakening of rule of law and justice institutions. CAH was formed in 2017, in response to the rising trend of hate mobilisation and crimes, specifically the surge in cases of lynching and vigilante violence, to document violations, provide victim support and engage with institutions for improved justice and policy reforms. From 2018, CAH has also been working with those affected by NRC process in Assam, documenting exclusions, building local networks, and providing practical help to victims in making claims to rights. Throughout, we have also worked on other forms of violations – hate speech, sexual violence and state violence, among others in Uttar Pradesh, Haryana, Rajasthan, Bihar and beyond. Our approach to addressing the justice challenge facing particularly vulnerable communities is through research, outreach and advocacy; and to provide practical help to survivors in their struggles, also nurturing them to become agents of change. This citizens’ report on police excesses against anti-CAA protesters in Uttar Pradesh is the joint effort of a team of CAH made up of human rights experts, defenders and lawyers. Section 4(1)(b)(i) of RTI Act-’05. Organisation, function & duties of West Bengal Police Aims and Objectives of the Organisation: The aims and objectives of West Bengal Police is to apply the law fairly and firmly in order to prevent and detect crime, and bring to justice those who break the law. The West Bengal Police strives to keep the State peaceful to help, to protect people through active cooperation of the community. 2) Mission /Vision: The mission of West Bengal Police is to enforce the law and to bring the attitudinal change for greater Police Public harmony and thereby achieve greater efficiency in its primary objective of prevention of crime and detection of crime. Police must be compassionate, courteous and patient, acting without fear or favour or prejudice to rights of others. 3) Brief History and Background : Modern Policing began in India with the attempt of changing Feudal system of policing in vogue during the Mughal period by Warren Hasting in 1774. However, under the East India Company the scope of policing was limited because their right to collect revenue was not corresponded by the obligation to provide safety and security to the people. Lord Cornwallis tried to remedy this shortcoming by abolishing the old Fouzdary system and concentrate the powers of maintaining law and order in the hands of the company’s servants by the Regulation XXII of 1793. This regulation provided that each district was to be divided into ‘thanas’ under the charge of a ‘Daroga’ who would be appointed by the Magistrate of the district. -

COLUMBIA UNDERGRADUATE JOURNAL OF SOUTH ASIAN STUDIES THE INFLUENCE OF IDENTITY: AN EXAMINATION OF DIVERSITY IN INDIA’S SECURITY FORCES KIM H. TRAN UNIVERSITY OF CALIFORNIA, BERKELEY ABSTRACT: A focused examination of the performances and practices of Indian domestic security forces during operations is warranted, given the rise in cross-border terrorism and emergence of internal security matters. These issues are further compounded by the conflicting demographics laden within the country. This analysis seeks to determine if differing caste, religion, or ethnicity in the composition of security forces affects adherence to duty in a multi-ethnic society. Comparing the demographics of the regular military to the paramilitary service members, I will seek to determine if differing caste, religion, or ethnicity in the composition of security forces affect adherence to duty in a multi-ethnic society. Using evidence based on eyewitness accounts and detailed post-operation reports, this study will argue that a caste-based reservation policy for the paramilitary forces does alter the behavior of service members. Compared to service members, who do not have a reservation system for recruitment purposes, conduct of paramilitary soldiers conduct during internal security matters is found to be biased.
