MANDATE AND ORGANISATIONAL CHAPTER STRUCTURE OF THE MINISTRY OF HOME AFFAIRS I 1.1 The Ministry of Home Affairs (MHA) has Fighters’ pension, Human rights, Prison multifarious responsibilities, important among them Reforms, Police Reforms, etc. ; being internal security, management of para-military forces, border management, Centre-State relations, Department of Home, dealing with the administration of Union territories, disaster notification of assumption of office by the management, etc. Though in terms of Entries 1 and President and Vice-President, notification of 2 of List II – ‘State List’ – in the Seventh Schedule to appointment/resignation of the Prime Minister, the Constitution of India, ‘public order’ and ‘police’ Ministers, Governors, nomination to Rajya are the responsibilities of States, Article 355 of the Sabha/Lok Sabha, Census of population, Constitution enjoins the Union to protect every State registration of births and deaths, etc.; against external aggression and internal disturbance and to ensure that the government of every State is Department of Jammu and Kashmir (J&K) carried on in accordance with the provisions of the Affairs, dealing with the constitutional Constitution. In pursuance of these obligations, the provisions in respect of the State of Jammu Ministry of Home Affairs extends manpower and and Kashmir and all other matters relating to financial support, guidance and expertise to the State the State, excluding those with which the Governments for maintenance of security, peace and Ministry of External Affairs -

There is a structured organisation in which the district administration under the charge of the District Collector plays the vital role. The Police, which is a civilian service, assists in disaster management in the efforts related to law and order, evacuation, search, rescue, wireless communication, disposal of dead, and general security. Non- governmental' organisations and community based organisations render help according to their capability and capacity. In most situations, this combined civilian effort is able to manage. However, when the disaster and its effects are of such severity and suddenness that is beyond the combined capacity of civilian agencies, the military and para military forces have to be summoned and they always rise to the occasion. -

Nathanael is Inspector General of Police (Retd), Central Reserve Police Force Context # Union Home Minister Amit Shah announced in early May that only indigenous products will be sold in all Central Police Canteens run by the Central Armed Police Force (CAPF). # This is a welcome step in keeping with Prime Minister Narendra Modi’s directive to promote indigenously manufactured products, or swadeshi products, in India. As almost all products sold in CAPF canteens are indigenous, detailed instructions on this are awaited from the Home Ministry. CAPF comprises The CAPF comprises the Central Reserve Police Force, the Border Security Force, the Central Industrial Security Force, the Indo-Tibetan Border Police, the Sashastra Seema Bal, the Assam Rifles and the National Security Guard. Clearing proposals # Repeated efforts over the years to get the facilities of the Canteen Stores Department for CAPF personnel proved futile though the items were sold to civilians as part of the Army’s civic action programme in the Northeast. # When Atal Bihari Vajpayee, as Prime Minister, concurred with the Home Ministry’s proposal to include the CAPF in the list of beneficiaries of the Canteen Stores Department, the Defence Ministry opposed it and later shelved it. # A proposal was subsequently cleared in 2006 by former Prime Minister Manmohan Singh to open Central Police Canteens for the police forces of the country on the lines of the Canteen Stores Department. -

Indian Paramilitary Forces refer to three organisations that assist the Indian Armed Forces closely and are led by officers of the Indian Army or Indian Navy. EVERYONE HAS BEEN SILENCED Police Excesses Against Anti-CAA Protesters In Uttar Pradesh, And The Post-violence Reprisal Citizens Against Hate Citizens against Hate (CAH) is a Delhi-based collective of individuals and groups committed to a democratic, secular and caring India. It is an open collective, with members drawn from a wide range of backgrounds who are concerned about the growing hold of exclusionary tendencies in society, and the weakening of rule of law and justice institutions. CAH was formed in 2017, in response to the rising trend of hate mobilisation and crimes, specifically the surge in cases of lynching and vigilante violence, to document violations, provide victim support and engage with institutions for improved justice and policy reforms. From 2018, CAH has also been working with those affected by NRC process in Assam, documenting exclusions, building local networks, and providing practical help to victims in making claims to rights. Throughout, we have also worked on other forms of violations – hate speech, sexual violence and state violence, among others in Uttar Pradesh, Haryana, Rajasthan, Bihar and beyond. Our approach to addressing the justice challenge facing particularly vulnerable communities is through research, outreach and advocacy; and to provide practical help to survivors in their struggles, also nurturing them to become agents of change. This citizens’ report on police excesses against anti-CAA protesters in Uttar Pradesh is the joint effort of a team of CAH made up of human rights experts, defenders and lawyers. Organisation, function & duties of West Bengal Police Aims and Objectives of the Organisation: The aims and objectives of West Bengal Police is to apply the law fairly and firmly in order to prevent and detect crime, and bring to justice those who break the law. The West Bengal Police strives to keep the State peaceful to help, to protect people through active cooperation of the community. 2) Mission /Vision: The mission of West Bengal Police is to enforce the law and to bring the attitudinal change for greater Police Public harmony and thereby achieve greater efficiency in its primary objective of prevention of crime and detection of crime. Police must be compassionate, courteous and patient, acting without fear or favour or prejudice to rights of others. 3) Brief History and Background : Modern Policing began in India with the attempt of changing Feudal system of policing in vogue during the Mughal period by Warren Hasting in 1774. However, under the East India Company the scope of policing was limited because their right to collect revenue was not corresponded by the obligation to provide safety and security to the people. Lord Cornwallis tried to remedy this shortcoming by abolishing the old Fouzdary system and concentrate the powers of maintaining law and order in the hands of the company’s servants by the Regulation XXII of 1793. This regulation provided that each district was to be divided into ‘thanas’ under the charge of a ‘Daroga’ who would be appointed by the Magistrate of the district. -
