542977100118-09-00 20:27:03 Pag Table: STATIN PPSysB Unit: pag1 STATUTORY INSTRUMENTS 2000 No. 2485 LOCAL GOVERNMENT, ENGLAND The County of Cumbria (Electoral Changes) Order 2000 Made ----- 11th September 2000 Coming into force in accordance with article 1(2) Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 1992(a), has submitted to the Secretary of State a report dated November 1999 on its review of the county of Cumbria together with its recommendations: And whereas the Secretary of State has decided to give effect, without modification, to those recommendations: Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 17(b) and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order: Citation, commencement and interpretation 1.—(1) This Order may be cited as the County of Cumbria (Electoral Changes) Order 2000. (2) This Order shall come into force— (a) for the purpose of proceedings preliminary or relating to any election to be held on 3rd May 2001, on 10th October 2000; (b) for all other purposes, on 3rd May 2001. (3) In this Order— “county” means the county of Cumbria; “existing”, in relation to a division or ward, means the division or ward as it exists on the date this Order is made; references to wards, unless the context otherwise requires, are references to borough, city and district wards in the county(c); and any reference to the map is a reference to the map prepared by the Department of the Environment, Transport and the Regions marked “Map of the County of Cumbria (Electoral Changes) Order 2000”, and deposited in accordance with regulation 27 of the Local Government Changes for England Regulations 1994(d). (a) 1992 c. 19. (b) Section 17 is amended by section 39(4) and (5) of the Police and Magistrates’ Courts Act 1994 (c. 29). (2) The county shall be divided into eighty-four divisions which shall bear the names set out in column (1) of the Schedule. (3) The divisions shall comprise— (a) the areas described in column (2) of the Schedule by reference to— (i) wards; (ii) wards and parishes; (iii) wards, parishes and parish wards; (iv) wards and parish wards; (v) parishes and parish wards; or (vi) parish wards; and (b) the areas designated on the map by reference to the name of the division and demarcated by red lines, where not described as mentioned in sub-paragraph (a) above. (4) The number of councillors to be elected for each division shall be one. (5) Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it shall be treated as running along the centre line of the feature. Revocation 3. The County of Cumbria (Electoral Arrangements) Order 1981 is hereby revoked. We, the Local Government Boundary Commission for England, having carried out our initial review of the electoral arrangements for South Lakeland district in accordance with the requirements of Section 63 of, and Schedule 9'to, the Local Government Act 1972, present our proposals for the future electoral arrangements for that district. 2. In accordance with the procedure laid down in Section 60(1) and (2) of the T972 Act, notice was given on 19 August 1974 that we were to undertake this review. This was incorporated in a consultation letter addressed to the South Lakeland District Council, copies of which were circulated to Cumbria County Council, parish councils and parish meetings in the district, the Members of Parliament for the constituencies concerned and the headquarters of the main political parties. Copies were also sent to the editors of local newspapers circulating in the area and of the local government press. Notices inserted in the local press announced the start of the review and invited comments from members of the public and from interested bodies.

Elections are to be held for Parish Councillors for each of the Parishes or Parish Wards listed in the schedule below. 2. Nomination papers must be delivered to the Returning Officer at South Lakeland House, Lowther Street, KENDAL, Cumbria, LA9 4UQ between 10am and 4pm on any working day from Wednesday, 24 March 2021 (excluding bank holidays) but not later than 4pm on Thursday, 8th April 2021. 3. Nomination papers may be obtained from the offices of the Returning Officer, South Lakeland House, Lowther Street, KENDAL, Cumbria LA9 4UQ during the times stated above. Abstract of a thesis: The History of Elementary and Secondary Education in Westmorland, 1870 - I914 by W.B. Marker Westmorland was an agricultural county, with isolated villages and only one town (Kendal). It had a distinctive character and social structure. It was predominantly Conservative and Anglican. The county had a strong educational tradition. The Schools Inquiry Commission reported that it had more grammar schools per head than any other county. By 1870, most of them had "become elementary schools in practice.
