Evénements clés Le PDNA Team a organisé un atelier de consolidation et de finalisation des rapports sectoriels Le Gouvernement de la République d’Israël a fait don d’un lot de médicaments aux sinistrés des inondations La révision des fiches de projets du EHAP a démarré dans tous les clusters L’Organisation Ouest Africaine de la Santé à fait don d’un chèque de 25 millions de Francs CFA pour venir en aide aux sinistrés des inondations au Bénin L’ONG béninoise ALCRER a fait don de 500.000 F CFA pour venir en aide aux sinistrés des inondations 4 nouveaux cas de choléra ont été détectés à Cotonou II. Contexte Les eaux se retirent de plus en plus et les populations sinistrés manifestent de moins en moins le besoin d’installation sur les sites de déplacés. Ceux qui retournent dans leurs maisons expriment des besoins de tentes individuelles à installer près de leurs habitations ; une demande appuyée par les autorités locales. La veille sanitaire post inondation se poursuit, mais elle est handicapée par la grève du personnel de santé et les lots de médicaments pré positionnés par le cluster Santé n’arrivent pas à atteindre les bénéficiaires. Des brigades sanitaires sont provisoirement mises en place pour faire face à cette situation. La révision des projets de l’EHAP est en cours dans les 8 clusters et le Post Disaster Needs Assessment Team est en train de finaliser les rapports sectoriels des missions d’évaluation sur le terrain dans le cadre de l’élaboration du plan de relèvement. -

Data were collected from a random sample of 150 maize farmers. The data collected were analysed using descriptive statistics and inferential statistics used were Chi-square, Pearson’s Product Moment Correlation and t-test at p=0.05. The results showed that farmers’ mean age was 43±1 years and were mostly male (88.0 %), married (88.0 %), Christians (67.3%) and 48.7% had no formal education. Prominent constraints to ICTs use were power supply ( =1.80) and high cost of maintenance of ICTs gadget ( =1.58). The most needed information by farmers using ICTs was on availability and cost of fertilisers insecticides and herbicides ( =1.20) and availability and cost of labour ( =1.16). Farmers’ constraints (t=2.832; p=0.005) significantly differed between Dangbo and Adjohoun communes. The information need of farmers in Dangbo and Adjohoun communes (t=0.753; p=0.453) do not significantly differ. The study concluded that the major barriers facing ICTs usage were power supply and high cost of maintenance of ICTs gadget; and there is the need for information on agricultural inputs. -

In addition, the same classes of insecticides were widely introduced and used in agriculture in Benin since 1980s. These factors probably contributed to the selection of insecticide resistance in malaria vector populations reported in several localities in Benin. This insecticide resistance represents a threat to vector control tool and should be monitored. The present study reveals observed insecticide resistance trends in Benin to help for a better management of insecticide resistance. Methods: Mosquito larvae were collected in eight sites and reared in laboratory. Bioassays were conducted on the adult mosquitoes upon the four types of insecticide currently used in public health in Benin. Knock-down resistance, insensitive acetylcholinesterase-1 resistance, and metabolic resistance analysis were performed in the mosquito populations based on molecular and biochemical analysis. The data were mapped using Geographical Information Systems (GIS) with Arcgis software. Results: Mortalities observed with Deltamethrin (pyrethroid class) were less than 90% in 5 locations, between 90-97% in 2 locations, and over 98% in one location. Bendiocarb (carbamate class) showed mortalities ranged 90-97% in 2 locations and were over 98% in the others locations. -

ADMINISTRATIVE PRACTICE AND LOCAL REFLECTIONS ON ‘GRASSROOTS NEOCOLONIALISM’ IN AUTONOMOUS AND POSTCOLONIAL DAHOMEY, – Alexander Keese University of Geneva* Abstract In Dahomey (Benin) during the period of autonomy and the first years of independence, the reference to a colonial past was an important instrument and point of debate. Members of a new group of politicians used it to accuse trade union leaders to make unrealistic claims; local peasants mobilized it as their point of reference against infrastruc- ture projects; officials discussed it to make sense of tax refusals, while locals invoked older forms of tax resistance they had practiced under colonial rule. This article follows the dif- ferent relationships with the colonial past, through the regions of Abomey and Porto- Novo, and shows how these experiences were viewed by local residents and by nationalist leaders, such as Justin Ahomadegbé. This study explores the levels and mechanisms of insecticide resistance in An. gambiae s.l. to pyrethroids. Methods: Larvae were collected from August 2017 to July 2018 in fve communes in southern Benin (Adjohoun, Allada, Bohicon, Cotonou, and Porto-Novo) representing diverse ecological regions, and were reared in Benin’s insec- tary. Two- to fve-day-old female mosquitoes from each district were exposed to multiple doses of deltamethrin and permethrin (1 , 2 , 5 , and 10 ) using the WHO insecticide resistance intensity bioassay. The efect of pre-exposure to the synergist,× piperonyl× × butoxide× (PBO), was also tested at diferent pyrethroid doses. Molecular allele frequencies of kdr (1014F) and ace-1R (119S) insecticide resistance mutations and levels of detoxifcation enzymes were deter- mined for mosquitoes sampled from each study area. Results: An. gambiae s.l. were resistant to pyrethroid-only exposure up to 10 the diagnostic doses in all the study sites for both deltamethrin and permethrin. Mortality was signifcantly higher× in An. gambiae s.l. -

SUCCESS STORY THE INTEGRATED HEALTH SERVICES ACTIVITY (IHSA) Supporting integrated care for survivors of gender-based violence with a virtual One Stop GBV center In Benin, gender-based violence (GBV) survivors can access an integrated package of services, including medical and psychosocial care, by visiting one of the country’s One Stop GBV centers, located in the cities of Cotonou, Parakou, and Abomey. However, GBV survivors who live in other regions might be unable to access these services due to financial and other barriers. To address this gap and increasing GBV survivors’ access to care, the Direction de la Santé de la Mère et de l’Enfant (DSME), with technical input from IHSA, developed a model to provide integrated care for GBV survivors in areas not covered by the three existing One Stop centers. Through a pilot project in the department of Ouémé as a precursor to nationwide implementation, IHSA helped to create and launch the first virtual One Stop GBV center, which is hosted in a regular health facility and equipped to provide prevention, treatment, and psychosocial support services to clients. The virtual center complies with GBV protocols, including client confidentiality. The integrated package of services, identical to the one provided at the One Stop GBV center, is provided to survivors by general practitioners trained by IHSA on GBV case management in accordance with national guidelines. Implementation and stakeholder training As a first step, and with technical input from IHSA, the DSME developed a concept note describing the approach and the methodology of the virtual One Stop center, which was validated during a multi-stakeholder workshop on April 12, 2019. -

PROJECT AREAS PROJECT SUMMARY This project assisted over 5,000 flood-affected households in two phases, with a specific focus on reducing vulnerabilities of women and girls. In the emergency phase, shelter repair kits were distributed to support returns and host families, along with unconditional cash grants. The longer-term recovery phase involved a range of multisectoral interventions to support returnees to rebuild their villages, including cash for work, technical training on Build Back Safer, and dissemination of key messages on land tenure, WASH activities and awareness of Gender-Based Violence (GBV) issues.
