A415-EIS-19-42-MS-T04 OIL’s E-Tender No.:EIL9832L16 Dear Sir(s), 1.0 OIL India Ltd (OIL) is up-grading pumping stations/terminals situated on Naharkatiya- Barauni Crude Oil Pipeline (NBPL). 2.0 OIL has appointed Engineers India Limited (EIL) as their Consultant for implementation of the Project. 3.0 EIL on behalf of M/s OIL, invites Bids for the work as detailed in the Bidding Documentunder single stage two envelopes system bidding. UdyanVihar Guwahati – 781171, Assam Mobile No. 9954748096. 5.0 BASIS OF BIDDING 5.1 BID shall be submitted in line with the requirements mentioned in the Bidding Document. 5.2 Bidder shall not be allowed to submit any Price Implication or Revised Price after submission Page 1 of 3 of Bid.Unless there is change in the stipulations of the Bidding Document and such changes are incorporated / regularised through an Amendment. In case Exceptions and Deviations submitted by Bidder along with Bid are not considered as acceptable and no Amendment is issued, then in such a case the Bidders would be required to withdraw such Exceptions/Deviations in favour of stipulations of the Bidding document and Bidders would not be eligible for submission of Price Implication/Revised Price, failing which such Bid(s) shall be considered as non responsive and rejected. 5.3 Bidder, in their own interest, should ask any clarification, Technical/Commercial, as per format provided in Bidding Document and OWNER / EIL would furnish all such clarifications promptly, and if such clarifications require any change in the stipulations of the Bidding document, then an Amendment shall be issued along with the clarification, it is being expressly understood that Bidder shall submit their Bids in total compliance of the Bidding document and also taking in to consideration of such clarifications. 6.0 SUBMISSION OF BID: 6.1 Bids should be submitted separately in three parts, in sealed envelopes pasted with corresponding cut-out slips enclosed. Bidders have to submit their bids only in hard copy as specified hereunder: Part-I: Bidder is required to submit Bid Security / Earnest Money Deposit. Original Bid Security should be submitted in a sealed envelope and pasted with corresponding cut-out slip, Part II : 2 (Two) Sets (1 Original + 1 Copy) of UNPRICED BID; complete with technical & commercial details as per cl. no. 12.3.1 including un-priced copy of Schedule of Prices (i.e. identical to Part-II with prices blanked out and replaced by ‘Quoted or ‘Not Quoted’). Each of these un-priced bids shall be completely identical in all respect. All Un-priced copies should be submitted in a sealed envelope and pasted with the corresponding cut-out slip. Part III : 2 (Two) Sets (1 Original + 1 Copy) of PRICED BID, containing price schedule only. All priced copies should be submitted in a sealed envelope and pasted with corresponding cut-out slip. The three envelopes containing Part I,II & III of bids respectively should be enclosed in a common large envelope duly sealed and pasted with the corresponding CUT-OUT slip. Also bidder shall ensure that the envelopes used are strong enough to withstand the weight and enroute handling by Postal Departments, Courier Service etc. 7.0 OIL/EIL reserves the right to assess Bidder’s capability and capacity to perform the Contract by taking into account various aspects such as performance etc. 8.0 OIL/EIL will follow Purchase Preference Policy for Public Sector Undertaking/ Enterprises as per prevailing guidelines of Government of India. 9.0 OWNER reserves the right to accept or reject Bid and to annul the Bidding process and reject the Bid without assigning any reason thereof at any time prior to award of contract, without thereby incurring any liability towards the Bidder. 10.0 Bids received after stipulated last date and time, due to any reasons what-so-ever, including postal delays, will not be considered. 11.0 REQUIREMENT FOR PSU/MSEs The firms registered as Micro or Small Enterprises with District IndustriesCenters / Khadi& village industries commission/ Khadi and village industries board/ Coir board/NSIC/Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises will be exempted from submitting the EMD provided they are registered for the works they intend to quote. The Government Department / PSUs will also be exempted from submitting EMD. However, Industries registered as MSEs shall provide necessary documentary evidence duly certified by Statutory Auditor of the Bidder or a Charted Accountant where audit of accounts is not mandatory as per law, whereas PSUs shall submit declaration to this effect that being PSU they are exempted from submitting EMD. 12.0 The bidder put on holiday by OIL or EIL or black listed by any Government Department/ Public Sector on due date of submission of bid, shall not be considered for further evaluation. If the documents were issued inadvertently / downloaded from website, offers submitted by such bidders shall not be considered for opening / evaluation / award of work. 13.0 In view of tight project schedule, Bidders are requested not to seek any extension in due date of submission of bids.
