EDEN PRAIRIE 5 on 5 Basketball League Rules Facilities and Location Central Middle School 8025 School Road Eden Prairie, MN 55344 To get to the gyms at Central Middle School, park on the west side of the building and enter at the west entrance (Door #1). The gyms will be to your right. League Format • Regular Season: Each team will play a 14 game regular season. Team schedules are released one week prior to the start of the season. • Playoffs: Playoffs will begin following the regular season. Playoff schedules will be posted on the Friday following the final regular season game. Every team will play at least two playoff games. Equipment • Jerseys: Teams must have shirts/jerseys of the same color and permanent numbers for each player in every game (including the first game). o All shirts/jerseys must have legible numbers on at least one side (back or front of shirt) and must be legible from a distance of 6 feet. The number must be clearly evident as the player number, and may not be confused with any other lettering/wording on the player shirt/jersey. o Tape on numbers will not be permitted. o T-shirts are permitted. o Teammates will not share the same shirt/jersey number. o If a player is #0, then that number must appear on the jersey. There can only be one version of #0 per team (i.e. #0, #00, #000, etc.) • Non-jersey penalty : Teams/players that do not have a jersey/shirt that meets the above criteria will be assessed a technical foul. The Adult Athletic Supervisor will be informed of repeated incompliance with the jersey criteria and will follow up with the Team Manager. • Balls : One game ball will be provided. Roster and Players • All teams must submit a completed roster one week prior to their first game. o Rosters shall have minimum of five players and a maximum of sixteen players. o Players may be added to your roster until the 5 th game. • Each player on your roster must be at least 18 years of age. • All games played without a roster will be forfeited. • All players must be listed on the roster. Playing with non-roster players can lead to a forfeit. • Teams must have at least four players on the court to play. o If a team does not have four players at game time. The first half is forfeited by a score of 15-0. If the offending team still has less than four players 20 minutes after game time, the game is forfeited. Team Manager’s Role • Each team shall designate one team manager before the game begins (for each game). • The designated team manager (and only the team manager) shall be responsible for all interaction with the officials o Managers may discuss rule interpretations, but may not discuss judgement calls o Managers are expected to be respectful towards officials – the team manager does not have the right to question judgement calls or speak to the official in a rude or disrespectful way. • Team managers are responsible for ensuring that all players and spectators who are with their team behave in an appropriate manner. Game Time • Games will begin promptly at the scheduled start time o If a team does not have four players at game time. The first half is forfeited by a score of 15-0. If the offending team still has less than four players 20 minutes after game time, the game is forfeited. • Games will consist of two 20 minute running time halves. • The clock will run time except: o The final 2 minutes of the second half (if the point differential is 10 points or less), o For timeouts o 2 minute half time o An injury occurs that requires stoppage of the game for longer than normal stoppage (this is up to the officials’ judgement) • If the game is tied at the end of regulation, a two minute overtime period will begin immediately with a jump ball. If the score is still tied after the two minute overtime, each team will select one representative from their team to shoot three free throws at opposite baskets (simultaneously). Each free throw is worth one point. If the score is still tied after the free throws, the game will be declared a tie. Official Score and Scorekeeper • Team managers or a team representative must fill out the scorebook at the score table prior to each game. Players’ first name along with jersey number shall be entered into the scorebook, legibly. o Only players who are present shall be listed in the scorebook at the beginning of regulation o Players arriving later may be added to the scorebook without penalty o Players may not enter the game until they have been entered into the scorebook • The running scorebook (kept at the scorer’s table) will be the official score and foul count • Team Managers shall alert the officials immediately if any errors occur o If a team alerts the official to an error (that requires clock stoppage) and no error is found, that team shall be assessed a timeout. • The scorekeeper will not keep track of individual statistics. Putting the ball in play • Officials do not handle the ball on back court violations Time Outs • Each team is allowed three 30 second time outs per game. A maximum of two timeouts may be used in either half. • No timeouts are allowed in overtime. Dunking • Dunking is NOT allowed. Penalty: Automatic ejection and the individual is responsible for paying for any damage caused to the backboard. Free Throws • Players may enter the lane once the ball leaves the shooter’s hand (on the release). Fouls • Any player that is assessed five personal fouls will be removed from the game (fouled out). • A technical foul is considered a personal foul • A player shooting a three point shot when fouled shall receive three free throws (only when a three point line is available). • Teams shoot two free throws on the 10 th team foul. • Technical Fouls o All technical fouls are an automatic two points (they are not shot) and possession of the ball at mid- court. • Flagrant Fouls o Any player who receives a flagrant foul shall be ejected from the game and will serve a minimum of a one game suspension. o A flagrant foul will also count as a technical foul. Player Conduct • The Eden Prairie Parks and Recreation program aims to create a welcoming environment for all players. Additionally, its basketball leagues are conducted in Eden Prairie area schools. As such, the following conduct expectations are in place for all adult basketball games. • The following actions may result in a technical foul: o Use of profanity o Complaining about or questioning an official’s call by a non-team manager o Persistent complaint about judgement calls by any player (including managers) o Abusive or profane language by a spectator (team technical shall be assessed). • The following actions shall result in a technical foul, double technical (ejection) or flagrant foul. o Use of profanity towards an official or an opposing player o Making a comment that is personal in nature to or about an official or opposing player o Any attempt to bait, taunt, or otherwise instigate an opponent. o Any attempt to physically intimidate an opponent or official. • Ejections o Any physical contact with an official will result in ejection from the league and notification of authorities o Any player ejected from a game must sit out the remainder of that game plus the next scheduled game, this includes playoffs. Any ejected player may be asked to leave the gym immediately and not return until the ejection fee of $20.00 is paid and the player has also sat out of the teams next scheduled game. o Any player ejected for two times in a season will be suspended for the remainder of the season. • NOTE: The official’s jurisdiction begins from the time a player arrives on site until the player leaves. Actions that occur before, during, and after games are all subject to a technical foul, flagrant foul, or ejection. • Alcohol and tobacco are not permitted to be on site. • Any team which consistently exhibits poor sportsmanship may be eliminated from the league with a forfeiture of all fees. • Officials and teams shall report all poor sportsmanship to the Adult Athletics Supervisor. Rules Not Listed • Any rule not listed in this manual will be governed by the MSHSL (high school) rules. NEW: Forfeits • Plan on playing every game your team is scheduled for. In the event your team cannot make a game please call 952- 949-8438 and email [email protected] AND [email protected] by no later than 4 p.m. If the office is not notified by 4 p.m. of a forfeit this is considered unannounced . • An unannounced forfeit will result in a $20 fine per infraction. Any team that has two unannounced forfeits in one season may be removed from the league for the remainder of the season and possibly the following season as well.
