1 Welcome all and Apologies

The Chair welcomed all to the meeting

Apologies are noted in the table at the beginning of these minutes.

The Chair stated that there is a change of order in regard to the agenda and the Early Years Block report 2018-2019 (item 10) will now be the first item on the agenda.

2 Declaration of Interest

There were no declarations of interest.

3 Minutes of the last meeting held on Wednesday 8th November 2017

The minutes were agreed as an accurate record of the meeting.

3.1 Matters Arising

There were no matters arising

10 Early Years Block report 2018 - 2019

10.1 This report set out the proposed plan for the development of the early years funding formula for free education payments for 2, 3 and 4 year olds for 2018- 2019.

10.2 The Schools Forum unanimously agreed to the recommendations laid out in section 2 of the report.

4 Local Funding Formula 2018 - 2019

4.1 This report set out five key decisions for Schools Forum to make in agreeing whether to mandate the Local Authority (LA) to make changes to the local funding formula.

4.2 These decisions required Schools Forum to consider the balance to be struck between the principles of fairness and stability.

4.3 Questions and Comments

4.3.1 Comment: It was noted that, under the current local funding model, one small primary school (St Joseph’s Catholic ), is contributing significantly more than the other schools to the cost of the MFG. Schools Forum - 6 December 2017

4.3.2 Comment: It was noted that we do not know how long St Joseph’s have been in the position where they are contributing a disproportional amount of money to the MFG and how it has risen over a period of time, however it must be addressed.

4.3.3 Question: It is difficult to relate this to the pink chart on Appendix C2. Within all the variations it is 3% for St Joseph’s but for others it is 1% so does not give a spread of the actual costs.

4.3.4 Answer: if it is 2% we would be bringing a lot more schools into the MFG. This would ensure the there is a more even spread of contributions across the contributing schools.

4.3.5 Question: Looking at the percentages put forward in the suggested models, St Joseph’s still loses the most so it is still the same amount of money but it is spread more. On the one hand you have a more equitable distribution but is it already affected by falling rolls in schools?

4.3.6 Answer: This is not about falling rolls in schools. This comes from the other pupil-led funding such as deprivation and lower prior attainment. LFF is trying to target need but this is constrained by the MFG.

4.3.7 Question: Is it possible to clarify what it is that has changed in the schools which would explain the big savings in contribution or income?

4.3.8 Answer: This can be reported back to the Schools Forum but not before the need to make a decision tonight.

4.3.9 Comment: It was agreed to take each of the five decisions in turn and before a vote is made on each one the Schools Forum will be given the opportunity to raise any matters of concern.

4.3.10 Schools Forum noted the contents of the report.

4.4 Vote on the decisions which are listed in section 2 of the report

4.4.1 Comment: Not sure of the difference between 0% and 0.5% and 1%. I want to look at one that has the least impact on schools. 0% has the least impact and it spreads the burden on schools the most.

4.4.2 Comment: a member of Schools Forum put forward the following alternative suggestion regarding the Gains Scale: When looking at the models and the impact of the 3% and 5% limit, it still means that there is a disproportionate impact on a particular school. If we were to look at the last column on its own, we could identify it does still have a disproportionate impact on one school but it should be proportionate. 4.4.3 Answer: If we were to do this, we would need to adjust the gains scale to ensure more schools contributed.

4.4.4 This proposal was added to recommendation 2.1.5 as a new option (a).

4.4.5 Recommendations and voting

Make the following changes to the Local Funding Formula factors:

4.4.6 (a) Add any increase in funding to APWU: 7 votes (b) Increase Primary lump sum by £10,000 and add any remaining increase in funding to AWPU: 10 votes

4.4.7 Adjust the IDACI ladder to better reflect relative levels of deprivation:

Votes for 15; Votes against 0; 3 abstentions.

4.4.8 Increase the proportion of the budget allocated through Low Prior Attainment: Votes for 0; Votes against 17; 1 abstention.

4.4.9 Due to the “No” vote for increasing the proportion of the budget allocated through Low Prior Attainment it was not necessary to vote on reducing the amount allocated to the different funding streams.

Make the following adjustments to how pupil-led funding is topped-up or clawed-back after the Local Funding Formula has been run

4.4.10 Set the MFG at one of: (a) 0% - 16 votes (b) 0.5% - 2 votes (c) 1.0% - 0 votes (d) 1.5% - 0 votes

4.4.11 Set the gains scale so that no school contributes more than: (a) 1% of its pre-MFG budget – 17 votes (b) 3% of its pre-MFG budget – 0 votes (c) 5% of its pre-MFG budget – 0 votes 1 person abstained from voting.

5 Central School Support services Block 2018-19

5.1 This report set out the services funded from the new Central Schools Services Block (CSSB) and request that this funding is retained centrally.

5.2 Recommendations

5.2.1 Schools Forum agreed to retains centrally funding for services as follows:

6 Growth Fund 2018-2019

6.1 The report sets out the draft budget for the Growth Fund 2018-2019 and asked Schools Forum to approve that this budget is centrally maintained.

6.2 Recommendation and voting

6.2.1 Schools Forum unanimously agreed that the Growth Fund allocation is retained centrally.

7. Services for Maintained Schools 2018-2019

7.1 This report completed the second phase of the Educational Services Grant (ESG) exit strategy by requesting de-delegation of £19.78 per pupil from maintained schools for services previously funded from the general funding rate of the ESG.

7.2 Recommendation and voting

7.2.1 To de-delegate £19.78 per pupil for maintained schools and £19.78 per place for the maintained special school and PRU in financial year 2018-2019:

Votes for 8; Votes against 0; 0 abstentions

8. Occupational Health Services

8.1 This report provided the opportunity for Primary and Secondary maintained schools to de-delegate funding for occupational Health services.

8.2 Questions and comments

8.2.1 Comment: A member of Schools Forum stated they had recently made an Occupational Health referral online and received no response. Two weeks later this was chased up with a phone call at which point they were told that there were problems with the online system and they would need to complete Schools Forum - 6 December 2017

a paper form. The online system is good when it works but not when it doesn’t and nobody informs us.

8.2.2 Comment: It was noted that the number of returned occupational health questionnaires has decreased- is this because the number of employees has decreased?

8.2.3 Answer: Yes. The decrease in returned questionnaires is because of restructures in schools leading to decrease in employees and migration of staff to other areas.

8.3 Recommendations and voting

8.3.1 That voting members of Schools Forum, who are Governors and Head Teachers of maintained primary schools only, agree:

To de-delegate Occupational Health and Employee Assistance funding of up to £3.77 per pupil with a total estimate recovery cost of £46,900:

8.3.2 That voting members of Schools Forum, who are Governors and Head Teachers of maintained secondary and all-through schools only, agree to de- delegate Occupational Health and Employee Assistance funding of up to £3.77 per pupil with a total estimated recovery cost of £29,800.

9. High Needs Block Budget Setting 2018 - 2019

9.1 This report updated Schools Forum on the pressures experienced within the High Needs Block (HNB) and the short-term actions planned in order to balance the Financial Year (FY) 18-19 budget. The Local Authority and schools will need to work together to address these pressures.

9.1.2 Comments and questions

9.1.3 Comment: If there is any impact on resourced provision then schools need to know as early as possible so that things can be put in place to address the impact.

9.1.4 Comment: We do not wish to lose the specially resourced provision in the borough as it is valued and it enables us to spend less money on out of borough or independent provision. We will be looking at 11 maintained special educational needs school and meeting with them to discuss what provision is in place. Schools Forum - 6 December 2017

9.1.5 Question: is there an option to open a free school and how would a suitable specialism for the school be identified?

9.1.6 Answer: This may be a viable option but it needs to be noted that young people often wish to remain in mainstream education and the parents of young people with SEND are also supportive of this. They may not wish to attend a school specifically for those with SEND. There is also an issue that free schools receive revenue funding for a maximum of two years after which their pupil-led funding would come from the HNB.

9.1.7 Question: It was noted that there is no mention in the report of the option to call on council reserves to help deal with funding pressures.

9.1.8 It was agreed calling on council reserves could be considered.

9.2 Recommendations

9.2.1 School Forum noted the recommendations in this report.

10. Early Years Block report 2018 – 2019

This item was taken at the beginning of the meeting, please see above.

11. Any Other Business

11.1 The Chair stated that this is the last Schools Forum meeting Julian Lee will attend as he is retiring in December 2017. On behalf of Schools Forum, the Chair thanked Julian for his work and contributions whilst he has been a member of Schools Forum.

11.2 The Chair stated that the agenda for this Schools Forum meeting was very full and, on behalf of Schools Forum, thanked local authority officers for keeping the reports clear and succinct. The Chair also thanked those members of the School Forum who have attended other meetings of Task and Finish groups prior to the Forum meetings thus ensuring much of the work has been completed prior to this meeting.

Item 9. High Needs Block Budget Setting for Financial Year 2018-19

Schools Forum noted:

2.1.1 The forecast budget attributable to the Local Authority in Financial Year 2018- 19 is £28.192 million after Academy recoupment and Early Years contributions.

2.1.2 That this is £366,467 less than the budget for Financial Year 2017-18 due to increased commissioned places in Academies increasing Academy recoupment (£260,000) and the reduction in Early Years Funding for Family Visitors (£106,000). 2

2.1.3 The changes to commissioned places submitted to the Education and Skills Funding Agency: an increase of 40 places, of which 25 places are within the sector.

2.1.4 That management actions will be undertaken in the short term to bridge the budget deficit of £651,000 in Financial Year 2018-19 by:

a. Targeting £200,000 of savings from high cost independent non- maintained school placements; and

b. Making an average 2.5% of savings against all remaining non-contract budget lines.

Item 10. Early Years Block: Early Years funding formula planning for free education payments for 2, 3 and 4 year olds for 2018-19

Schools Forum agreed:

2.1.1 That the proposed timeline set out in Table 1 should form the basis of development of the 2018-19 early years funding formula (EYFF).

2.1.2 That an Early Years Task and Finish Group (EYTFG) be established as set out in Appendix A to review and make recommendations on:

• The Early Years Block 2018-19 funding;

• The wider consultation with all FEEE providers regarding the 2018-19 Early Years National Funding Formula (EYNFF) for 2,3 & 4 year olds;

• The 2018-19 EYNFF hourly payment rates for 2,3 & 4 year olds

School Forum noted:

2.2.1 The DfE’s EYNFF operational guidance, issued in December 2016, states that from 2018-19 at least 95% of the three and four year old budget MUST be passed through to providers. During 2017-18 at least 93% of the three and four year old budget had to be passed through to providers. This represents a 2% reduction in the level of funding the Local Authority (LA) can retain for delivery of its statutory duties in respect of early years and childcare.

1. SUMMARY

1.1.1 This report provides initial feedback following the first two meetings of the Early Years Task and Finish Group (EYTFG) on 6 December 2017 and 5 January 2018. It sets out the group’s recommendations on the centrally retained budget and use of reserves; proposed funding rates and top-up the funding; systems leadership and SEND funds; and models that should be consulted on to set the 2018-19 Early Years Funding Formula (EYFF)

2. RECOMMENDATIONS

2.1 Schools Forum to note:

2.1.1 The feedback from the first two meetings of the EYTF Group on 6 December 2017 and 5 January 2018.

2.1.2 The indicative Early Years Block budget allocation for 2018-19 of £21.786 million.

2.2 Schools Forum to agree:

2.2.1 That all EYFF financial modelling will be based on deductions of 5% for LA centrally retained expenditure and 3% for the SEND inclusion fund.

2.2.2 The draft LA centrally retained budget for 2018-19 as set out in Appendix D.

2.2.3 The draft Early Years underspend reserve budget 2017-2020 as set out in Appendix E.

2.2.4 That further consultation takes place as outlined in Section 6 of this report.

3. REASON

3.1 The Local Authority is required to consult annually with Schools Forum on arrangements for Early Years provision.

4. BACKGROUND

4.1 Schools Forum agreed for an Early Years Task and Finish Group (EYTFG) to be set up by the lead officer for the Early Years Block (EYB). The EYTFG’s purpose is to make recommendations to Schools Forum on EYB funding for 2018-19, based on wider consultation with Free Early Education Entitlement (FEEE) providers operating in the borough.

4.2 Expressions of interest were invited from providers currently commissioned to provide FEEE places via the LA’s education website, The Hub, for 10% of them to form the EYTFG

4.2 Following receipt of expressions of interest, the membership of the group has now been confirmed and is shown in Appendix A.

4.3 This report summarises the key information, discussions and proposals from the EYTFG.

5. SUMMARY OF KEY DISCUSSIONS AND AGREED PRORPOSALS FROM INITIAL EYTFG MEETINGS

5.1 EYB funding passed through to providers and LA centrally retained funding

5.1.1 A summary of the indicative 2018-19 EYB published by the DfE/EFA in December 2017 is shown in Appendix B.

5.1.2 The DfE/EFA has set a maximum cap of 5% on LA centrally retained funding from the Early Years Block, a reduction from the 7% allowed in 2017-18. This reduces the allowable LA centrally retained budget by £373,000 from £1.438 million in 2017-18 to £1.065 million in 2018-19, as set out in Appendix D.

5.1.3 It is a mandatory requirement that the Early Years Block budget includes a SEND Inclusion Fund budget with the level of funding determined by the LA. The SEND Inclusion Fund is not classed as LA centrally retained funding by the DfE/EFA as it is passed through to providers, following approval by the LA’s Early Years SEND panel.

5.1.4 Following consultation with providers as part of the 2017-18 EYFF process, it was agreed that the SEND Inclusion Fund be based on 3% of EYB funding (£631,000). The EYTFG felt that the budget should remain at 3% of EYB funding for 2018-19 (£639,000) and that this proposal should be part of the consultation with FEEE providers.

5.1.5 In line with the above, all financial modelling will be based on the LA centrally retaining 5% (£1.065 million) of the EYBlock and a further 3% (£639,000) being allocated to the SEND inclusion fund as outlined in Appendix B.

5.1.6 Appendix D shows the proposed LA centrally retained budget which funds the posts and services that will deliver the LA’s Early Years and Childcare statutory duties.

5.1.7 In order to find the £373,000 reduction in the LA centrally retained budget for 2018-19, the following adjustments have been made:

Children’s Centre Contract -£200,000

Specialist family worker/portage worker -£105,800

LA management costs -£24,400

Contingency -£21,800

Early Help SLA -£15,000

Subsidised Training -£5,000

The Hub development -£1,000

5.1.8 This Children’s Centre contract will be funded from the early years underspend reserves budget in 2018-19 and 2019-20 to cover current contractual commitments and the specialist family worker/portage worker will be funded from the High Needs Block in 2018-19. Full details are provided in Appendix D.

5.2 Proposed EYFF Rates for 2018-19

5.2.1 There was consensus from the EYTFG that a lot of work had been carried out in setting the 2017-18 EYFF, due to the significant changes to statutory

guidance introduced that year. They felt that this had resulted in setting an EYFF which, in general, the sector was happy with. The group therefore felt that would not be necessary to propose or consult on significant changes to the current EYFF in setting the 2018-19 EYFF.

5.2.2 It was also noted by the EYTFG that as a result of the 2% reduction in the LA centrally retained budget, the early years sector would receive an increase of between 0.8% to 1.2% in the hourly rates they would be paid for 3-4 year olds in 2018-19. This would be in addition to the 1.4% increase above the DfE/EFA rate received in 2017-18 as outlined in Appendix B.

5.2.3 The EYTFG proposed that the current levels of funding allocated to supplements (minus the agreed deductions for LA centrally retained expenditure and the SEND Inclusion Fund) should be retained as this meant that all providers received a good hourly base rate. Currently approximately 5% of the overall funding available is allocated to supplements (4% to deprivation, which is a mandatory supplement and 1% to quality/system leadership, which is a discretionary supplement).

5.3 Top-up rates for two year-old places

5.3.1 The EYTFG felt that a top-up to the hourly rate paid by the DfE/EFA for two year old places, to increase the rate to the current level of £5.66 should continue for 2018-19. The group felt that this was important to ensure that providers were not discouraged from providing places to eligible two years olds. This should ensure that the take up of places are increased and the most vulnerable children are supported. This top-up equates to 45p per hour in 2018-19 and would cost £256,500 if 1,000 children took up a place. This would be funded from the early years underspend reserves as outlined in Appendix E.

5.3.2 The EYTFG noted that topping-up the two year old hourly rate to a level beyond that paid by the DfE/EFA would not be sustainable in the long term. It may be necessary to look at a phased reduction of the 2 year old hourly rates to the levels paid by the DfE/EFA beyond 2018-19 unless there was a change in the levels of funding from the DfE/EFA.

5.4 Early Years System Leadership (The “Early Years Challenge”)

5.4.1 The LA’s centrally retained budgets are capped at 5%. In light of these decreasing budgets the LA’s ability to continue to fund the levels of free and subsidised training and support as it has done previously is not sustainable.

5.4.2 The EYFF can include a discretionary quality supplement payment, however this can only be used to support workforce qualifications, or system leadership. 4

5.4.3 In response to this the 2017-18 EYFF included a system leadership budget of £139,000 (1% of the EYB). This budget would not be paid directly to all providers, but would be managed by an Early Years System Leadership Strategic Board who would manage this budget to deliver a range of support advice information and training regarding teaching and learning to the early years sector.

5.4.4 Following further consultation with the 2017-18 EYTFG and sector representatives, a governance model for system leadership was agreed, and expressions of interest were sought from the sector. The first meeting of the Early Years System Leadership Strategic Board was held in November 2017. As this model is in its early stages, to date there has been no expenditure from the 2017-18 budget allocation. Any underspend from this budget will however be carried forward to 2018-19.

5.4.5 The EYTFG felt that it was important to ensure that schools and PVI sector providers were able to access a range of teaching and learning support, advice and information from peers across the early years sector in order to further support the improvement in quality of early years foundation stage provision and CPD. EYTFG therefore propose that a system leadership budget also be established as part of the 2018-19 EYFF.

5.5 Meeting the needs of children with SEND

5.5.1 As outlined in 5.1.3 above, it is a mandatory requirement that the EYB budget includes an SEND Inclusion Fund. Details of the budget allocation across the Early Years Block and High Needs Block for early years children (prior to taking up their reception place) is outlined at Appendix F.

5.5.2 Schools and PVI settings are able to use early years pupil premium (EYPP) and disability access funding (DAF), as well as deprivation funding paid as part of their EYFF payments to fund additional costs incurred to support the needs of children with SEND. They are also able to access support from the SEND Success programme run by Whitefield School.

5.5.3 Should the funding outlined in 5.5.2 be insufficient to cover the additional cost of meeting the needs of a child with SEND, schools and PVI settings can apply for additional funding from the SEND Inclusion Fund.

5.5.4 The EYTFG propose that providers are consulted on creating a SEND Inclusion Fund based on top-slicing 3% of EYB funding: 3% would be top- sliced from the DfE/EFA allocation for 2 year olds; the universal 15hr offer for 3-4 year olds; and the additional 15hrs for 3-4 year olds from working families as set out in Appendix B. This would create a budget of £639,000 and enable providers to make applications for additional funding to meet the needs of

children across all of these groups where a child has SEND but does not have an EHC plan.

5.5.5 A review of SEND Inclusion Fund processes is currently being undertaken by the Disability Enablement Service (DES). Phase 1 will review the application process, criteria and payment types/rates. This should be completed by 1 April 2018 in readiness for the 2018-19 financial year.

5.5.6 The EYTFG have requested that the early years sector be represented on the SEND Inclusion group and the Early Years SEND panel, and that the sector is consulted as part of the review. The DES team is working in partnership with the Early Years and Childcare team to facilitate these requests.

6. CONSULTATION

6.1 In line with the proposal set out in 5.2, modelling of the hourly rate payable to providers in relation to all 3 & 4 years olds for 2018-19 will be based on slight variations to the 2017-18 EYFF. The EYTFG has requested that officers consult on three models of funding as set out in Table 1 below and Appendix C. Modelling has been based on £13.750 million, the DfE/EFA’s estimated 3-4 year old budget allocation for the universal entitlement of 15hrs entitlement per week, minus deductions for the LA centrally retained budget and the SEND Inclusion Fund, as set out in Appendix B.

6.2 Providers will also be consulted on whether the SEND Inclusion Fund should be set at 3% of the EYB funding.

6.3 Consultation will take place between 18 and 28 January via an online survey. Providers will be made aware of the survey via the Early Years Hub Newsletter and via their respective EYTFG representative.

6.3 The results of the consultation will be reviewed by the EYTFG at its meeting on 7 February, and will form the basis of the final report to Schools Forum on 21 February on the final proposals on the 2018-19 formula.

1. SUMMARY

1.1 This report and its appendices show the indicative school budget shares for 2018-19. It details the factors used in the Local Funding Formula, the basic pupil count and pupil characteristics and how changes in these impact on individual schools budget shares compared to 2017-18. Subject to validation by the EFA, officers expect the figures in this report to be the budget shares for 2018-19. 1

2. RECOMMENDATIONS

2.1 Schools Forum to note:

2.1.1 The overall resources available of £201.107 million, an increase of £3.158 million (1.6%) from 2017-18.

2.1.2 The contents of this report.

3. REASON

3.1 The LA is required to consult with the Schools Forum regarding any changes to the local funding formula including the method, principles and rules adopted. This report explains the indicative allocation of funding for 2018-19 informed by that consultation.

4. BACKGROUND

4.1 Mandate from Schools Forum

4.1.1 In December 2017 Schools Forum agreed that when the Local Authority sets the 2018-19 School Budgets, the LA should aim to:

(i) Make the following changes to the Local Funding Formula factors

• Increase Primary lump sum by £10,000 and add any remaining increase in funding to AWPU.

• Adjust the IDACI ladder to better reflect relative levels of deprivation.

• Not to increase the proportion of the budget allocated through Low Prior Attainment.

(ii) Make the following adjustments to how pupil-led funding is topped- up or clawed-back after the Local Funding Formula has been run:

• Set the MFG at 0%.

• Set the gains scale so that no school contributes more than 1% of its pre-MFG budget.

4.2 Overview of Local Funding Formula and Changes from 2017-18

4.2.1 Appendices 1 to 5 show the LFF by phase, Appendices A1 and A2 show the overall funding impact by school and Appendices B to K show the funding impact of each funding factor.

4.3 AWPU and Number on Roll (NOR)

4.3.1 Primary AWPU has risen £37.00 (1.05%) to £3,545 and the Primary NOR has risen by 58 to 24,766.

4.3.2 Secondary AWPU has risen £49.00 (1.03%) to £4,825 and Secondary NOR has risen by 197 to 13,449.

4.3.3 Funding allocated by AWPU overall has increased by £2.718 million to £152.724 million.

4.3.4 Changes to pupil count and funding for AWPU are shown in Appendix B.

4.4 Free School Meals Ever 6

4.4.1 The pupil count for Primary FSM Ever 6 has reduced by 472 to 6,871.

4.4.2 The pupil count for Secondary FSM Ever 6 has reduced by 103 to 5,408.

4.4.3 Funding for FSM Ever 6 overall has reduced by £0.519 million to £13.187 million.

4.4.4 Changes to pupil count and funding for FSM Ever 6 are shown in Appendix C.

4.5 IDACI

4.5.1 IDACI funding has been maintained at a similar level although the distribution has altered by changes in both pupil characteristics and the IDACI funding ladder.

4.5.2 IDACI rates have changed to introduce a resource ladder based on the National Funding Formula resource ladder to better reflect relative levels of deprivation

4.5.3 The allocation for primary IDACI has been maintained at around £2.95 million and the allocation for secondary IDACI has been maintained at around £3.35 million.

4.5.4 The combined changes from pupil count and the new resource ladder for IDACI are shown in Appendix D. The one-off changes from introducing the new resource ladder are shown in Appendix D2.

4.6 EAL3

4.6.1 The pupil count for Primary EAL3 has reduced by 164 to 7,286.

4.6.2 The pupil count for Secondary EAL3 has reduced by 77 to 853

4.6.3 Funding for EAL3 overall has reduced by £0.192 million to £6.512 million

4.6.4 Changes to pupil count and funding for EAL3 are shown in Appendix E.

4.7 Mobility

4.7.1 The pupil count for Primary Mobility has reduced by 3 to 305.

4.7.2 The pupil count for Secondary Mobility has reduced by 63 to 28

4.7.3 Funding for Mobility overall has reduced by £66,000 to £0.332 million.

4.7.4 Changes to pupil count and funding for Mobility are shown in Appendix F.

4.8 Low Prior Attainment

4.8.1 The pupil count for Low Prior Attainment is affected by the weighting applied in the LFF. The weighting used has been applied so that there is no increase to the proportion of the budget allocated through Low Prior Attainment.

4.8.2 This has resulted in a modest decrease in secondary funding (£107,483) and a modest increase in primary funding (£106,822).

4.8.3 Funding for Low Prior Attainment overall is almost the same at £4.438 million (2.24% of the budget in 2018-19 compared to 2.27% of the budget in 207-18).

4.8.4 Changes to pupil count and funding for Low Prior Attainment are shown in Appendix H.

4.9 Lump Sum

4.9.1 The Primary Lump Sum has increased by £10,000 to £100,000. Funding allocated through the Primary Lump Sum has increased by £0.510 million to £5.1 million.

4.9.2 The Secondary Lump Sum is unchanged at £125,000. Funding allocated through the Secondary Lump Sum is unchanged at £2.125 million.

4.10 Split Sites

4.10.1 The funding for Split Sites is unchanged at £745,000 and is shown in Appendix J.

4.11 Rates

4.11.1 The funding for Rates has increased by £0.111 million to £3.343 million. This does not impact on the funds available to individual schools as the allocation for Rates should match the actual expenditure on Rates.

4.11.11 Changes to funding for Rates are shown in Appendix G 4

4.12 PFI

4.12.1 The funding for PFI has increased by £0.107 million to £2.948 million. This was the 3.79% increase in RPIX added by the EFA and has been pass-ported through to PFI schools. This does not impact on the funds available to individual schools as the allocation for PFI is effectively “de-delegated”.

4.12.2 Changes in PFI funding are shown in Appendix K.

4.13 Distributed through AWPU and Pupil-Led Factors

4.13.1 The percentage of the budget distributed through AWPU has risen by 0.34% to 77.19%.

4.13.2 The percentage of the budget distributed through pupil-led factors has fallen by 0.27% to 92.75%, but this is still well above the required proportion of 80%.

4.14 Primary secondary ratio

4.14.1 The Primary : Secondary ratio has narrowed by 0.02 to 1.36 in 2018-19 from 1.38 in 2017-18.

4.15 MFG

4.15.1 The Minimum Funding Guarantee (MFG) has been set at 0% for 2018-19 compared to -1.5% in 2017-18.

4.15.2 The cap on gains has been set at 0% in 2018-19 compared to 1.7% in 2017- 18. This means that all gainers contribute to supporting the MFG in 2018-19.

4.15.3 The gains scale has been set at 41.74% for 2018-19 compared to 100% in 2017-18. This means that gainers keep 58% of their gains.

4.15.5 Schools Forum agreed that the LA should aim to set the gains scale so that no school contributes more than 1% of its pre-MFG budget but it was not possible to meet this aim without a further top-slice to the whole Schools Budget thus reducing the total burden on gainers’ contributions. This had not been part of the mandate from Schools Forum, but could be modelled and discussed for 2019-20.

4.15.6 No school is contributing more than 4.2% of its pre MFG budget. The two largest contributors St Joseph’s Catholic Infants and Chapel End Infants, still receive an increase of 6.92% and 3.95% per pupil respectively on the relevant budget lines.

4.15.7 The largest recipients, Norlington and Mission Grove, receive protection of 2.5% and 2.2% per pupil respectively on the relevant pupil-led budgets.

4.15.8 The budget addition or clawback as a percentage of the pre-MFG budget is shown in Appendix 6. The actual MFG percentage contribution or benefit and the net position are shown in Appendix 7.

4.16 Growth Fund

4.16.1 The increase in Primary AWPU of £37.00 (1.05%) and Secondary AWPU of £49.00 (1.03%) has fed into the Growth Fund calculation which has increased by £0.429 million to £3.2 million. This is addressed in a separate report on the agenda.

5. CONSULTATION

5.1 The LA has calculated the Local Funding Formula in consultation with maintained schools and academies. Schools Forum is being asked to note the indicative allocation of funding for 2018-19 informed by that consultation.

1. SUMMARY

1.1.1 This report sets out the revised budget for the Growth Fund 2018-19 and asks Schools Forum for their formal agreement to the budget.

2. RECOMMENDATIONS

2.1 Schools Forum to agree:

2.1.1 The Growth Fund allocation for 2018-19 of £3.2 million.

3. REASON

3.1 The size of the Growth Fund is a Schools Forum decision as it is the one remaining top-slice from the Schools Block.

4. BACKGROUND

4.1 The Growth Fund report to Schools Forum in December 2017 anticipated an indicative allocation of £2.7 million. This was based on the modelling of the local funding formula using a 0.5% increase to AWPU.

4.2 The actual increase in AWPU has been 1.05% for primary and 1.03% for secondary, which has increased the required fund by £0.5 million from £2.7 million to £3.2 million.

4.3 The EFA have allocated £2.8 million for Growth in 2018-19, based on the amount that was required in 2017-18. This means an additional £0.4 million has needed to be deducted from the Schools Block before running the Local Funding Formula to that reported in December.

4.4 The Appendices to this report set out an overview and the detail of the commitments form the Growth Fund. The table below sets out the commitment in terms of FTE places being supported.
