The Chair stated that there is a change of order in regard to the agenda and the Early Years Block report 2018-2019 (item 10) will now be the first item on the agenda. 2 Declaration of Interest There were no declarations of interest. 3 Minutes of the last meeting held on Wednesday 8th November 2017 The minutes were agreed as an accurate record of the meeting. 3.1 Matters Arising There were no matters arising 10 Early Years Block report 2018 - 2019 10.1 This report set out the proposed plan for the development of the early years funding formula for free education payments for 2, 3 and 4 year olds for 2018- 2019. 10.2 The Schools Forum unanimously agreed to the recommendations laid out in section 2 of the report. 4 Local Funding Formula 2018 - 2019 4.1 This report set out five key decisions for Schools Forum to make in agreeing whether to mandate the Local Authority (LA) to make changes to the local funding formula. 4.2 These decisions required Schools Forum to consider the balance to be struck between the principles of fairness and stability. 4.3 Questions and Comments 4.3.1 Comment: It was noted that, under the current local funding model, one small primary school (St Joseph’s Catholic Infant School), is contributing significantly more than the other schools to the cost of the MFG. Schools Forum - 6 December 2017 4.3.2 Comment: It was noted that we do not know how long St Joseph’s have been in the position where they are contributing a disproportional amount of money to the MFG and how it has risen over a period of time, however it must be addressed. 4.3.3 Question: It is difficult to relate this to the pink chart on Appendix C2. Within all the variations it is 3% for St Joseph’s but for others it is 1% so does not give a spread of the actual costs. 4.3.4 Answer: if it is 2% we would be bringing a lot more schools into the MFG. This would ensure the there is a more even spread of contributions across the contributing schools. 4.3.5 Question: Looking at the percentages put forward in the suggested models, St Joseph’s still loses the most so it is still the same amount of money but it is spread more. On the one hand you have a more equitable distribution but is it already affected by falling rolls in schools? 4.3.6 Answer: This is not about falling rolls in schools. This comes from the other pupil-led funding such as deprivation and lower prior attainment. LFF is trying to target need but this is constrained by the MFG. 4.3.7 Question: Is it possible to clarify what it is that has changed in the schools which would explain the big savings in contribution or income? 4.3.8 Answer: This can be reported back to the Schools Forum but not before the need to make a decision tonight. 4.3.9 Comment: It was agreed to take each of the five decisions in turn and before a vote is made on each one the Schools Forum will be given the opportunity to raise any matters of concern. 4.3.10 Schools Forum noted the contents of the report. 4.4 Vote on the decisions which are listed in section 2 of the report 4.4.1 Comment: Not sure of the difference between 0% and 0.5% and 1%. I want to look at one that has the least impact on schools. 0% has the least impact and it spreads the burden on schools the most. 4.4.2 Comment: a member of Schools Forum put forward the following alternative suggestion regarding the Gains Scale: When looking at the models and the impact of the 3% and 5% limit, it still means that there is a disproportionate impact on a particular school. If we were to look at the last column on its own, we could identify it does still have a disproportionate impact on one school but it should be proportionate. Could it be a maximum of 1% contribution? Schools Forum - 6 December 2017 4.4.3 Answer: If we were to do this, we would need to adjust the gains scale to ensure more schools contributed. 4.4.4 This proposal was added to recommendation 2.1.5 as a new option (a). 4.4.5 Recommendations and voting Make the following changes to the Local Funding Formula factors: 4.4.6 (a) Add any increase in funding to APWU: 7 votes (b) Increase Primary lump sum by £10,000 and add any remaining increase in funding to AWPU: 10 votes 4.4.7 Adjust the IDACI ladder to better reflect relative levels of deprivation: Votes for 15; Votes against 0; 3 abstentions.
