Please check Disclaimer Notice on Title Page (first page of report) INTRODUCTION This document reflects water consumption data for the majority of Saskatchewan municipalities from 1996 to 2010. The information contains Saskatchewan Ministry of Health population statistics, monthly, yearly, average day, peak day and per capita water consumption as well as peak day factors. For 2010, the Saskatchewan Watershed Authority obtained water consumption records from approximately 604 communities including 33 Provincial and Regional Parks and campgrounds and 74 First Nations. This document will be updated on an annual basis. Where community water usage records do not exist or data as obtained appears to be erroneous, then the average water demands of 230 to 450 litres/capita/day (LCD) could be used. Some comments on questionable and/or missing data are included in Appendices A and B. The provincial weighted average and provincial average as shown are based on communities having water consumption in the range of 130 to 750 LCD. It should be noted that the litres/capita/day (LCD) for some communities such as Resort Villages and First Nations may not be correct because the population may not reflect the actual users. It should also be noted that the peak day water consumption shown for each community (one day occurrence in a year) is for information only and may be used for design purposes with caution. Sometimes this peak day water consumption data could be exaggerated due to a water main break, fire demand or other problems with the treatment or distribution system. The water type, as shown above the yearly total for each community, indicates the water use provided in 2010. The population statistics for First Nations from 1998 onward have been provided by the Saskatchewan Ministry of Health where the statistics are available. A zero (0) does not necessarily indicate that no water was consumed but that water records may not have been available. When communities report their peak day consumptions, occasionally questionable data is reported; this can be due to various reasons. For example, some communities may have more than one water meter. Other communities do not monitor their daily consumption. Such examples illustrate why peak day consumptions to be used in design purposes should be used with caution; as questions can be raised as to where the peak day data originates from. In the case where questionable peak day data exists, the table located on the next page has been provided for reference. Further to this, some communities continue to report very low peak day consumptions. The reason for this low reporting has not yet been discovered. For this reason, some low peak day factors may still be found within this document but this data remains questionable. For design purposes, water supply and treatment facilities serving municipalities with a population under 10,000, the peak day demand may be taken as two to three times the average rate. A peak hour factor of three to four would apply for distribution pumps. The table on the following page may be utilized for peaking factors for various sized communities. The Saskatchewan Assessment Management Agency (SAMA) assigned a 15% unfinished allowance to the summer cottage. A functional obsolescence of 33% has been applied to all improvements.

TOPIC AND PURPOSE To provide background on the beautification process, the accomplishments in 2019 & 2020, and the suggested plan moving into 2021 related to the topic of beautification of the City Entrance Ways. BACKGROUND The following resolution was approved during the 2021 Budget Committee Regular meeting. “That the total 2021 Operating Budget for the City Beautification Functional Area be approved at a cost of $75,800, as presented.” PROPOSED APPROACH AND RATIONALE: Beginning with the 2019 Season, Community Services has been tasked with looking at implementing various beautification initiatives including how to best use the funds allocated in the annual budget to plan the beautification process. Preliminary discussions have taken place around the Development of a Comprehensive Plan involving various City Departments as it relates to general maintenance, signage, landscaping and promotion. Community RPT 21-250 Page 2 of 10 beautification should be considered a high priority, specifically highway entrances, as they are the first contact that residents and visitors have, creating that first impression of the City. When we talk about beautification, the immediate thought was to look at the addition of landscaping which would include flowerbeds to brighten the entryways. Suggestions were brought forth to look at designing options to communicate to the public providing an opportunity for input into a Comprehensive Plan.

This represents an increase of 64,971 persons 47,308 persons in 2016. This is an increase of 228 persons (0.5 percent) from the 2011 village (6.3 percent) from the 2011 Census population of 1,033,381. and resort village population of 47,080. These people live in a total of 21,159 dwellings.
