SÜDOST-INSTITUT Güllstr. 7 Institut für deutsche Kultur und Geschichte Südosteuropas an der Ludwig-Maximilians-Universität München in Zusammenarbeit mit dem Generalkonsulat von Rumänien in München und dem Kulturreferat des Verbandes der Siebenbürger Sachsen in Deutschland laden ein zum öffentlichen Vortrag von Dr. Anneli Ute Gabanyi (Berlin) „Präsidentschaftswahlen in Rumänien – Neustart nach fünfundzwanzig Jahren?“ am 29. Juni 2015, 18 Uhr, im Generalkonsulat von Rumänien Richard-Strauss-Straße 149, 81679 München 2 Am 2. November 2014 fanden in Rumänien zum siebenten Mal seit dem Sturz des kom- munistischen Regimes Präsidentschaftswahlen statt. Nach einem ungewöhnlichen Wahl- kampf und einem dramatischen Wahlverlauf siegte mit Klaus Iohannis (55) überraschend ein Politiker, der gemäß seiner eigenen Einschätzung „atypisch“ für die politische Szene Rumäniens ist. Werdegang, Wertvorstellungen, Programmatik und politischer Stil des ehemaligen Bürgermeisters von Hermannstadt stehen in auffallendem Gegensatz zu einer Reihe von Tendenzen und Entwicklungen, welche die Politik, Wirtschaft und Gesellschaft dieses südosteuropäischen Landes nach fünfundzwanzig Jahren Transformation bestim- men. Im Zentrum des Vortrags steht die Frage: Kann ein so umfassender Neustart, wie ihn der neue Präsident offenbar in Angriff nehmen will, im gegebenen politischen Kontext überhaupt gelingen? Die Referentin Dr. Anneli Ute Gabanyi wurde 1942 in Bukarest geboren. 1963 übersiedelte sie in die Bundesrepublik Deutschland. Nach dem Studium der Anglistik und Romanistik an den Universitäten in Klausenburg/Cluj-Napoca und München, der Ver- gleichenden Literaturwissenschaft in Clermont- Ferrand sowie der Internationalen Beziehungen an der University of Southern California promovierte sie in Hamburg mit der Dissertation „Systemwechsel in Rumänien. Von der Revolution zur Transformation“. Zwischen 1969 und 1984 war sie wissenschaftliche Referentin, zuletzt Leiterin der rumänischen Abtei- lung am Forschungsinstitut von Radio Free Europe in München, 1987–2000 wissenschaft- liche Referentin am Südost-Institut in München und 2001–2007 wissenschaftliche Refe- rentin (Forschungsgruppe EU-Außenbeziehungen) am Deutschen Institut für Internationa- le Beziehungen und Sicherheit der Stiftung Wissenschaft und Politik, Berlin. Ihre Forschungsschwerpunkte sind: Rumänische Literatur und Kulturpolitik, Rumänien während der Zeit des Kommunismus, innenpolitisches Regime, Außenbeziehungen, Ideo- logie, Kulturpolitik; die rumänische Revolution von 1989; politische und wirtschaftliche Transformation in Rumänien und der Republik Moldau, Institutionen-, Eliten- und Mentali- tätswandel, Geschichtsbilder, Außen- und Sicherheitspolitik, Integration in die euro- atlantischen Strukturen; die Erweiterungspolitik von EU und NATO.     VOICES OF FREEDOM – WESTERN INTERFERENCE? 60 YEARS OF RADIO FREE EUROPE IN MUNICH AND PRAGUE Radio Free Europe (RFE) began regular broadcasts from Munich sixty years ago with a news programme by its Czechoslovak department. To mark this anniversary, the Collegium Carolinum (Munich), together with the Czech Centre (Munich), and the Institute for the Study of Totalitarian Regimes (Prague) held the conference Voices of Freedom – Western Interference? 60 Years of Radio Free Europe in Munich and Prague from 28 to 30 April 2011 at Munich’s Ludwig-Maximilian University. The conference revolved around RFE’s role as one of the most political and polarizing of all international radio broadcasters in the Cold War context. What were the station’s goals and how did it go about achieving them? To what extent did RFE contribute to an exchange of information and knowledge between East and West? The station’s political significance and the importance attached to similar international media in current politics and foreign affairs were demonstrated not least by the fact that the conference was held under the auspices of the Bavarian Prime Minister Horst Seehofer and the Czech Foreign Minister Karel Schwarzenberg. This was also clear in the public discussion on the theme of “International Broadcasting Today” at America House with former RFE journalist and current President of Estonia Toomas Hendrik Ilves, US Consul General Conrad R. Tribble, political scientist and media expert Hans J. Kleinsteuber (University of Hamburg), Associate Director of Broadcasting at RFE/RL in Prague, Abbas Djavadi, and Ingo Mannteufel from the Deutsche Welle. In the introductions and contributions of this discussion the tensions between political regard for the station, scholarly insights, and the perspectives of contemporary witnesses that were felt throughout the conference were already apparent.

The number of its initiatives is on the increase just as a new political, economic and military Europe emerges. The Cold War's end has wrought as many changes as there are continuities in the security environment. Eastern and central European states, especially NATO and PfP members, enjoy an increasing importance to NATO, both as trading partners and as new participants in the civil society. While the literature on relations between NATO and the East Europeans is rather limited, the study of the overall posture of those states in the international system is almost non-existent, so that the consequences of their posture for NATO’s renewed concept are unknown. The study of these countries' security posture and strategic interactions with Central European states in general promotes the renewed role of NATO. The study shows that the each of long-term relations with Poland, the Czech Republic, Romania and Bulgaria is subordinated to the goal of entering the European Union, and that their different values will makes relations difficult.

CEU eTD Collection 2 Abstract This thesis aims to reveal the relationship between the death penalty and politics in Romania, throughout the communist period. It examines the legal framework, takes a statistical survey of the actual use, and provides examples in order to illustrate how the state’s attitude towards capital punishment evolved. The use of the death penalty was defined by frequent irregularities and the incoherent policies of a regime that transformed its own perpetuation in one of its main aims. This was especially the case when it was at its weakest, at the very beginning and then close to the end of its existence. The result was the use of the death penalty in a manner that was dictated by immediate political “needs” and reactions to specific events, rather than in relation to a coherent criminal policy, and thus was ultimately less influenced by ideology than one might expect.

Making a Case for Reforms, Inclusive Institutions and a Better Functioning European Union Daniel DaianU and BOGdan MURGescU June 2013 n This paper examines the Romanian economy and its version of capitalism from a long-term perspective and in a broad context. It focuses on economic prospects in the face of a legacy of backwardness and the endurance of domestic weaknesses, in the context of the Great Recession and the eurozone crisis. n Romania has a pressing need to mobilise its internal resources and absorb EU funds on a much greater scale so that it can enhance economic growth and mitigate exter- nal shocks. To this end, Romania needs to undertake thorough reforms in the public sector, combat rent-seeking and waste, foster domestic savings. The functioning of institutions and of taxation should convey a sense of fairness to citizens. n Romania needs to rethink its growth model. Romania must improve its education system by increasing the level of resources assigned to education and creating coher- ent policies to strengthen institutional capacities and to improve quality standards. n The Romanian economy would benefit significantly from EU policies that are more responsive to the economic and social fractures revealed by the current crisis. n Not least, financial markets have to be tamed in Europe and elsewhere if they are to serve economies. Micale ii Abstract This dissertation explores how athletic victories in elite sports, particularly on the international stage, became Romanians’ ultimate expression of "Romanian-ness” during the Cold War years. As a result of the Romanian socialist state’s efforts to foster international successes in gymnastics, foreigners would ultimately associate elite women gymnasts’ success with the Romanian nation itself. The chapters of this dissertation explore the ways the Romanian socialist state fashioned elite women’s gymnastics as a key way to (1) fashion a sense of national pride and national community at home, (2) legitimize the socialist regime as a successful state, both internally and externally, (3) project positive images of Romania abroad in order to secure international recognition and prestige. During the Cold War, Romanian women gymnasts became cultural, national, and socialist heroes. Using Romanian archival sources, a wide range of Romanian periodicals, and American newspapers and magazines, this study examines the institutional and cultural development of elite women’s gymnastics in Romania from its earliest beginnings in the 1950s through the collapse of socialism in 1989.
