Dear Friends, Dear supporters and fans, it is a great pleasure to welcome you on the 50th edition of the most significant rally in - 2019. During all these years it changed its name but still stayed in your hearts leaving indelible traces. I am sure that this year THE RALLY will retain memories to all participants and spectators.

4. ENTRIES

Closing date for entries Closing date for entries: Thursday, April 25.2019, 18:00 hrs.

Entry procedure The competitors wishing to take part in a rally must send the due entry fee and the completed entry form to the rally secretariat before the closing date. If this application is sent by fax or email, its original must be delivered to the Organiser at the latest 5 days after the closing date for entries. Competitors are obliged to attach the copy of the competitor’s and entrant’s licenses. Details concerning the co-drivers can be specified at the administrative check of the crew. E-mail for sending the entry forms is [email protected] Entries are only accepted if accompanied by the total amount of entry fee. By signing the entry, a participant allows to publish the information mentioned in this entry application in media. Foreign competitors, drivers and co-drivers, must present an authorization according to Art.3.9.4 of the ISC.

Number of entrants accepted and classes The number of entrants is limited to 50 cars. If more than 50 entries are received, the Organizer reserves the sole right to decide which entries among the non-priority drivers will be accepted.

Refunds Entry fees will be refunded: - To competitors/crews whose entries have not been accepted – 100% refund - In the case of the rally not taking place due to force majeure – 75% refund The Organizer may partially refund 50% of the entry fee to those entrants who, for reasons of „force majeure” (duly certified by their ASN), were unable to start in the rally and excused themselves before the start of the Administrative Check. The crews who do not excuse themselves will be reported to ASN and the entry fee will not be reimbursed.

6. TWO WAY RADIO Walkie talkies need to be licensed compulsory. A request containing the frequency range and all details for period of use needs to be sent to the Communication Regulation commission for obtaining license. The Commission decides to issue a license. The use of non-licensed radio transmitters/receivers is forbidden and may be fined or even may lead to confiscation of the devises.

7. TYRES AND FUEL

TYRES Compliance The quantity of tyres is free and all tyres that will be used on the rally must comply with Art.60 of the 2019 FIA RRSR and Appendix V – 2019 Sporting regulations – www.fia.com. List of eligible asphalt tyres (tyres and wheels).

Control Tyres will be marked throughout the rally in accordance with the procedure given by the scrutineers.

FUEL It is mandatory for participants to use Fuel in accordance with Art.59.1 – V1b 2019 FIA ERT Regulations.

Refuelling For safety and environmental reasons, refueling will be carried out just behind the TC of Service Parks exit and in the special remote refueling zones. The refuelling is allowed only in the designated refueling zones or remote refueling zones designated by the Organizer in the Road Book. Crew members and support personnel are entirely responsible for compliance with fire safety regulations during the refueling. Only team members with the team passes will be allowed to go in to the refueling area.

Technical Requirements The FIA reserves the right, at all times and without having to state the reasons, to replace the FIA fuel with another fuel conforming to the Code (Appendix J). - All competitors are required to fit FIA-specified refuel couplings, except drivers using a car, which retains the standard tank. - The FIA cannot be held responsible for any consequences of using non-conforming fuel. - The FIA reserves the right to check the fuel of any competitor at any time. - Cars equipped solely with FIA-specified refuel couplings and using fuel as per Art. 59.1.2 must transport the adaptor in the car and show it at pre-rally scrutineering.

8. IMPORT OF VEHICLES AND SPARE PARTS

For competitors from EU there is no need for customs declaration. For everybody else it is obligatory to fill a customs declaration on entry in Bulgaria All cars need to have a valid insurance!

10. RECONNAISSANCE

RECONNAISSANCE REGISTRATION AND CARS Registration of the recce-car is obligatory before the start of reconnaissance. Registration will take place at the Rally HQ according to the program. The reconnaissance cars must comply with Art. 25.1 and 25.2 of 2019 FIA RRSR has to be registered in the Rally HQ with the official plate. The crew will receive identification number for their car (identification number). Identification number must be affixed on the top of front windscreen and rear window during reconnaissance at all the times. If the crew during the reconnaissance, for any reason is forced to replace the reconnaissance car, the secretariat must be informed about the details of the new reconnaissance car.

11. SCRUTINEERING, SEALING AND MARKING Scrutineering Friday, May 10.2019 09:00-14:00 Scrutineering, marking and sealing Service Park – Parc Fermé

The time for scrutineering will be published together with provisional starting order and will be announced in rally web page. Any delay at scrutineering will be penalized with 30 EUR for each 10 minutes and/or for a fraction of 10 minutes. If the delay exceeds 30 min, the crew will be reported to the Stewards who may apply penalties at their discretion.

Windows The use of silvered or tinted films is authorized on rear side windows and rear window only. Front side window films must be transparent and clear (in accordance with Appendix J Article 253.11).

Safety equipment of crews Competitors’ helmets (which must comply with the requirements of FIA Appendix L), FHR devices (which must be an FIA approved model as detailed in Technical List No.29 of Appendix J) and flame-resistant clothing (homologated to the FIA 8856-2000 standard) will be checked at scrutineering. According to Chapter III, Appendix L of the FIA ISC.

Marking and sealing All cars in scrutineering must be presented with not mounted sump guards. For scaling purposes, all cars must come together with non-mounted sump guards. If the sump guard is mounted, it is not allowed to enter in scrutineering area. This matter will be inspected at the entrance of the scrutineering area. All cars will be marked and sealed according to the 2019 FIA RRSR: - All cars must have engine block and chassis marked; - All cars equipped with turbocharger and their spares must be marked;

Cars equipment Competing cars must be equipped with: - Two fluorescent jackets (one per person); - First aid kit; - One reflective triangle; - Two seatbelt cutters easily accessible for the driver and co-driver when seated with their harnesses fastened as prescribed on Art. 253.6.1of Appendix J – FIA. - “SOS/OK” sign - Each competing car shall carry a red “SOS” sign and on the reverse a green “OK” sign measuring at least 42 cm x 29.7 cm (A3). The sign must be placed in the car and be readily accessible for both

Car Lighting According to the traffic law it is compulsory for the the cars passing through road sections and the special stages, to drive with original fitted headlights switched on. Complying with this provision will be checked by judges of fact. Any infringement will be reported to the Stewards.

12. START/FINISH PROCEDURE

Ceremonial Start procedure and order The Ceremonial start is mandatory for all crews and competing cars and will take place on the area of Sveti Sveti Kiril I Metodi Squere 2 in Varna on Friday May 10.2019 at 17:30 hrs. All competing cars shall enter the holding area placed at the Sveti Sveti Kiril I Metodi Squere 2 in Varna till 17:00 hrs. Ceremonial start will be run following the numerical competition order. After the Ceremonial start, competing cars will be at competitor’s disposal.

Start order and intervals - Starting order for Leg 1 shall be as follows: - Priority drivers according to the position they have in ERT. - All the other competitors at the discretion of the Organizers. - Start order for Leg 2: - The start order for Leg2 shall be based on the classification at the finish of the final special stage of the Leg1. - Start interval for the Priority drivers’ cars will start at two-minute intervals. Start procedure for special stages Start Procedure for Special Stages will be as follows: - The crew stops on the start position when instructed by marshals; - When the start marshal confirms the car is on the right start position – 40 cm before electronic controlled start line the car must stay immovable till start moment and the team must visual follow the light signal of light panel ( An analogical clock); - On the light panel the time will be shown. This clock will show hours, minutes and seconds and will be connected to the start detection equipment. - 30 seconds before start the marshal passes to co-driver the Time Card - There is a start clock showing the normal rally time in hours minutes and seconds. Ten seconds before start on the panel will be shown the remainder seconds till start. - The last 5 seconds of the pre-start minute are marked with five red light signals. When all signals go out the road for start is free; - If the crew’s car crosses the electronic controlled start line before the red lights go out, false start will be fixed automatically, penalization for false start accordingly to RRSR point 37.6; - If there is a false start, the Marshal will note it in his report - In case of start system malfunction; the start will be given by marshal in accordance with article 37.3. of FIA RRSR.

Start procedure of SS 16 Varna All crews will start according with the starting order. The start will be given by manual starting procedure. After handing the time card back to the crew, the start marshal launched start by hand and racing car should start in the next 10 seconds. If a racing car does not pass the starting line within 20 seconds after the expiration of the previous 10 seconds will be considered as retired and immediately moved to a safe place according Art. 37.4.3 of FIA RRSR.

Finish procedure The competition part of the rally ends with check in on Time Control TC16A. Final Park fermé will be on area of blv. Vasil Levski

Banks Banks open from Monday to Friday from 08.30 to 17.00 almost all of them have got an ATM.

Traffic regulations Traffic rules in Bulgaria: – Speed limit in towns: 50 km/h – Speed limit extra urban roads: 90 km/h – Speed limit highway roads: 140 km/h – Speed limit are usually signposted – It is forbidden to drive after alcohol consummation – You have to wear seat belt – Motorcycles’ driver and passengers have to wear homologated helmets – Circulation of Trucks weighting over 6500 kg. is forbiden on Friday and Sunday from 16:00 to 22:00. – To drive on the extra urban roads and highway roads you have to buy vignette. You can buy it on your way in Bulgaria or in the petrol stations - Lukoil, Petrol, OMV and Shell.

Petrol Stations Fuel service stations generally open from Monday to Saturday from 8:00 to 18:00. There are also fuel service stations which works non stop, inclding Sunday.
