Stage 1 & 2 Archaeological Assessment Proposed Residential Plan of Subdivision 29845 Pioneer Line, Dutton, Elgin County Executive Summary Wood Environment & Infrastructure (“Wood”) was retained by Titan Group Construction Inc. (the Client) to conduct a Stage 1 and 2 archaeological assessment in support of a future subdivision development. The property will be used as a residential subdivision. This archaeological assessment was triggered under the Planning Act and was conducted prior to development. The property is located at 29845 Pioneer Line, Dutton and is legally described as Part of Lot 13, Concession A, township of Dunwich, Elgin County, Ontario (“Study Area”). The study area was historically described Part of Lot 7, Concession A, township of Dunwich, Elgin County, Ontario (Appendix A: Figures 1, 2 and 3) and is 11.03 ha in size. The Stage 1 & 2 archaeological assessment was carried out in accordance with the Ontario Ministry of Heritage, Sport, Tourism and Culture Industries’ (“MHSTCI”) Standards and Guidelines for Consultant Archaeologists (2011), under an Ontario Professional Licence to Conduct Archaeological Fieldwork (P066) held by Kristy O’Neal, Senior Archaeologist at Wood. The project information was acknowledged by the MHSTCI on 04 July 2019 with the approval of PIF number P066-0322-2019 (Stage 1 & 2). Permission to conduct the property inspection was granted to Wood by the Client on 31 October 2019. Permission to conduct the property inspection included all required archaeological fieldwork activities, including the recovery and removal of artifacts, as applicable. The Stage 1 property inspection was conducted by Mary Simonds (R1197) of Wood on 08 November 2019. The weather was sunny and cold and did not impede the inspection in any way. The Stage 2 pedestrian survey was conducted on 08 November 2019 and 17 December 2019 under the direction of Mary Simonds (R1197), with the assistance of Edin Gurdic (R1246). The weather during the Stage 2 pedestrian survey on 08 November 2019 was sunny and cold with an approximate temperature of -4 degrees Celsius and did not impede the inspection in any way. The weather during the Stage 2 pedestrian survey on 17 December 2019 was cloudy and cold with an approximate temperature of -2 degrees Celsius and did not impede the inspection in any way. The Stage 1 background study has indicated that undisturbed portions of the subject property have archaeological potential and warrant Stage 2 property assessment for two principal reasons: 1) the presence of well-drained sandy soils suitable for human habitation; and, 2) the location of the study area within 300 m of the historic limits of Dutton. On the basis of the Stage 1 property inspection and a review of recent land use history, Wood has identified that 100% (11.03 hectares) of the study area has archaeological potential and warrants Stage 2 assessment (Appendix A: Figure 7). The entire study area was surveyed by means of a pedestrian survey at 5-m intervals. Archaeological materials were not recovered, and no archaeological sites were identified during the Stage 2 property assessment. Project # SCL191301 | 1/8/2020 Stage 1 & 2 Archaeological Assessment Proposed Residential Plan of Subdivision 29845 Pioneer Line, Dutton, Elgin County In light of these results, the following recommendation is made, subject to the conditions outlined in Sections 4.0 and 5.0: 1) The study area, as shown of Figure 8, requires no further archaeological assessment. The above recommendation is subject to Ministry of Heritage, Sport, Tourism and Culture Industries approval, and it is an offence to alter any of the Study Area without Ministry of Heritage, Sport, Tourism and Culture Industries concurrence. No grading or other activities that may result in the destruction or disturbance of the Study Area is permitted until notice of Ministry of Heritage, Sport, Tourism and Culture Industries approval has been received.
