Parliament summons security bosses on harassment and detention of MPs Gurtong , 04/07/13 - The South Sudan National Assembly yesterday passed a resolution summoning the State’s Governor and four other Ministers over what it had earlier on termed as “lack of respect and protection” to MPs by security operatives. The resolution was reached after a motion was presented to the House by Hon. Anne Lino Wuor following illegal detention of one of the MPs in the National August House last week by security officials of CES’s Clement Wani Konga. Maj. Gen. Clemen Wani, Security Minister Oyai Deng, Minister in the office of the President Hon. Emmanuel Lowila, Interior Minister Alison Manani and the Minister of Cabinet Affairs to explain as to why security officials are behaving in such a manner. The House has demanded Konga to explain as to why his House has turned into a detention place and even for traffic issues. The parliamentarians had called all the Executive Post Holders to inform their staff to respect and treat MPs with dignity when visiting their offices. They also called the Commanders of different units in the army, organized forces and security must ensure discipline among the soldiers, especially on the roads, house guards and body guards. Hon. John Badeng last week told parliamentarians that he was released by the security officers of Konga after detention for three hours. He was arrested while driving along Bilpham road to the assembly. After he left way for the Governor’s convoy to take over the road he alleged one of the security vehicles came and knocked his car, later dragged him and pushed him into their car. He alleged to have been bitten by the security before he was thrown into their car. After the issue was raised last week to the August House, parliamentarians described it as “unfortunate” and “lack of disrespect and protection” to them by security forces in the capital and the country at large as it is not the first of its kind. MPs said the issue is a repetition and that it needs attention. The issue draw massive attention after one of the MPs said if an MP with immunity can be mishandled in such a manner how about the ordinary citizens without immunity. The four senior government officials are expected to appear in the House next week. (Back to Top)

UJoSS delegation forms branch in Northern Bahr el Ghazal State Gurtong Aweil, 01/07/13 - The Union of Journalists of South Sudan (UJOSS) visited Northern Bahr el Ghazal state to inspect the journalists’ conditions and assess the situation of whether there is a proper link of communication between the government officials and the media houses operating in the state. The officials also used the opportunity to form a branch office that shall represent the union, handle journalists’ related issues and follow affairs to do with journalists’ protection and safety. The delegation was headed by UJOSS chairperson Oliver Modi, the deputy chairperson Cicilia Joseph and accompanied by Norwegian People’s Aid Program Coordinator for Media Mr. Boboya James who were warmly received and briefed by the state Information and Communication Ministry. The officials received updates on freedom of expression, access to information, rights of expressing one self, free from intimidations, harassment, threats, among other things. 2

While briefing the delegates at the ministry’s hall, the director for Information and communication in the state’s ministry of information and communication, Mr. Bakhit Garang Akech praised the decision of having thought to extend the services of professionalism to his state underscoring that the chance shall not be reckless utilized without proper investment that has no gain for the young journalists who preferred risking for media role during this hard time; and promised the government commitment in working hand in hand with the new office. “The tour of coming to Northern Bahr el Ghazal is not of no cause and influence but of technical influence of building strong media nation-South Sudan to be. I want to assure you that the government is every ready to support and to help young journalists grow further in pursuing for an international standards of reporting through accuracy and non-influential methods of reporting,” Bakhit said. In the formation of new branch office in Northern Bahr el Ghazal state, a five-body executive committee was elected on Saturday comprising of journalists from both private and government owned media houses. Abraham Agoth was elected the chairperson of NBGS Union of Journalists of South Sudan (UJOSS) deputizes by Amjima Maker, while Bul Bul becomes the Secretary of the Union deputizes by Garang Achuol and Rose Ayen was elected a secretary for Finance and deputizes by Peter Dhum. While addressing the new office in Aweil, the chairperson of UJOSS Mr. Oliver Modi encouraged both the elected journalists and non-elected to take up the challenge of the career and bridge the gap between the community and government and as well becoming professional and transparent journalists so that the union stands by their side should there happen intimidation or harassment while serving the public with day to day information not on personal crime or other offenses punishable by the law. Modi also urged the rest of the journalists to register with new office in Aweil and become part of protection and safety granted by the union. (Back to Top)

Abductees arrive in Aweil from Sudan following community dialogue forum Gurtong Aweil, 04/07/13 - The Authorities of Northern Bahr el Ghazal state received more than 30 abductees who were forcefully taken to the bordering Sudan’s states of Southern Kordofan and Eastern Darfur. The abductees were taken during the fights that erupted last year and earlier this year between the nomadic tribes of Rezeigat and Misseriya with their counterparts of Northern Bahr el Ghazal that borders those states. The deputy governor of Northern Bahr el Ghazal state government Salva Chol Ayat says he is glad to welcome back the victims and wishes them a quick recovery from those bad memories when they were enslaved in Sudan. “I am glad to welcome you back to your motherland after several months of absence in the state or in your homes or mothers’ homes. It has been very bad moment for each one of you while still in North but now today you finally relieved from those bad memories of whether you won’t one day meet with your parents, relatives and so on,” he said. The abductees will be assisted to get back and reunite with their relatives and parents for the next few days. Meanwhile the accompanying tribal leader from Eastern Darfur who voluntarily collected the abductees from various places of residence and brought together for dispatch back to their country says that abductees are brought because the Rezeigat and Misseryia are committed for the peaceful neighbourhood with Northern Bahr el Ghazal State. “We are committed for peace with NBGS and that’s why I personally accompanied the abductees so that I officially hand them over to their government as I did today. We have many things in common with NBGS and WBGS that bind us together hence should not

3 provoke our coexistence,” said Mamoud Abakar the head of tribal committee for peace in Eastern Darfur. (Back to Top)

Illegal tax collectors arrested in Aweil Gurtong Aweil, 03/07/13 - The Authority of Northern Bahr el Ghazal State have arrested individuals who had formed various groups and cartels of an unidentified legal status to be collecting revenues from foreign and local traders at the state bus-park and along the roads. This happened when the state governor made a surprise visit to the bus park to confirm the rumours of established several tables for taxing goods from the traders and other locals. During the visit, several unconfirmed tables whose authorizations were not licensed by the ministry concerned and the government were arrested and taken to the custody for more investigations. Speaking to Gurtong on the incident, the newly appointed deputy governor of the state, Salva Chol Ayat confirmed the incident and condemns the act of the practices by the individuals whom he says shall be held accountable in the court of law when found guilty. “Yes, there were individuals of unconfirmed number who were found taxing the foreign traders and the local businessmen as well. They were arrested over the weekend and taken to the custody for more investigations, up to now, the investigations are underway and I cannot rule out whether the suspects will be found 100% guilty or innocent until the Criminal Investigation Department [CID] reveals the findings, after that the concerned authority is going to take decision thereafter,” said the deputy governor. He further added that the culprits will be made responsible for cause and ended up punishable in the court so that such practice is avoided and given as a lesson to the intenders. More sources reveal that those tax collectors do not have anywhere to deposit the taxed money nor were they found to have links with State Revenue Authority (SRA) and the Ministry of Finance in the state which is the authorized body responsible for the taxes and other revenues but ended up putting the collected money into their pockets. More findings from the foreign traders revealed that the incurred taxes of the goods are the ones that are shooting up prices in the market because a businessman includes all the expenses for the buying price, taxes and then deducts from the selling price so that she/he ensures that there is a profit at the end. “We are always blamed that we are randomly putting goods at high prices without knowing the taxes we incurred before the goods reach the market to be sold, these are reasons why when we calculate all these, then we have to put the prices at reasonable so that we ensure that we do not sell at big loss but slight loss and small profit. Now the more these illegal taxes reduce the cheaper our goods become at the market and the quicker the importation of goods becomes,” Sudanese trader Musa Hassan explains. (Back to Top)

Western Equatoria vows no long speeches for those celebrating independence Sudantribune.com Juba, 03/07/13 - Western Equatoria state says that it will improve the experience of citizens celebrating South Sudan’s second independence anniversary on 9 July 2011, by cleaning public areas and encouraging politicians not to give long speeches while people stand in the sun. Such customs have begun to put off some South Sudanese from attending national events but Western Equatoria state says it has listened to complaints from last year and is attempting to ensure a unique and colourful gathering. A committee to prepare the state for the independence celebrations was formed in June under the leadership of the minister of youth and sports, Gibson Bullen Wande, who has formed several sub-committees tasked with cleaning the areas where the celebrations will take place.

Minister Wande said he has put in place mechanisms to address issues which discourages citizens from turning up in large for such occasions, such government officials arriving late and giving long speeches while citizens stand in the hot sun without water. Modir Ngarawu, a member of Western Equatoria’s parliament, said that it is important for South Sudanese to celebrate Independence Day even if there is no money for extravagance as many people fought in decades of conflict with a succession of governments in Khartoum. Ngarawu said that despite the insecurity in other parts of South Sudan still there was relative peace in Western Equatoria state since Ugandan rebel group the Lord’s Resistance Army (LRA) was forced from the area over a year ago. “The high committee organised a general cleaning in Yambio town and Gbudue stadium currently designated as the venue for the celebration and Yambio town", he said. He added that his committee would hold a meeting with the director generals of all the ministries in Western Equatoria state to discuss what civil servants will say in public speeches given on the day. The officials as well as organised forces, women groups, youth groups have all been encouraged to use short and simple slogans and not speak for too long. The chairperson of the organising committee said they had received 15,000 South Sudanese pounds from the national government to enable all ten counties to participate in the celebration. Western Equatoria receives independence celebration money Anisa Radio Yambio, 04/07/13 - Western Equatoria Government received from the national Government 500 thousand pounds to celebrate the second independence anniversary. State MPs complained that the money was not enough to organize the celebration for the whole state, Anisa FM reported. MP Ukele Eddy disclosed that the assembly was not fully aware of the money and how it would be divided. He suggested Speaker Bage James Elisa to consult the Governors’ office and the finance minister and to update the House. Mr Eddy said the assembly would also need to know the theme of this year’s celebration. Speaker James urged the MPs to be mindful as the information will be shared amicably with the executives. UN USG for Peacekeeping to hold press stakeout in Khartoum African Press Organisation El-Fasher, The United Nations Under-Secretary_General for Peacekeeping, Mr. Herve Ladsous, will visit Sudanon 2-5 July 2013 to meet with senior officials of the Republic of Sudan and assess operations of the African Union – United Nations Mission in Darfur. This is part of a regional tour in the course of which the USG will also be visiting South Sudan and Mali. Mr. Ladsours will hold a press stakeout to brief the media on the outcome of his visit to Sudan at the Al Salam Rotana Hotel in Khartoum on Thursday 4 July 2013, tentatively scheduled for 19:00 hours. UNISFA suspends flights after rebel attack on Kadugli airport - report Sudantribune.com Khartoum, 03/07/13 - The shelling of Kadugli airport by Sudanese rebels caused the cancellation of border monitoring flights which are part of security arrangements between Khartoum and Juba. On 14 June, the Sudan People’s Liberation Movement – North (SPLM-N) launched a rocket attack on Airport Kadugli, hitting the headquarters of the United Nations Interim Security Force for Abyei (UNISFA). One soldier was killed and two others wounded. 5

The attack "led to the suspension of flights between Kadugli and Abyei, and the cancellation of all Joint Border Verification and Monitoring Mechanism (JBVMM) flights in the border region, hindering UNISFA from carrying out its mandate", disclosed a report of the Small Arms Survey released on Wednesday. Sudan reacts uneasily to ouster of Egypt’s Morsi from presidency Sudantribune.com Khartoum, 03/07/13 - The Sudanese government sought to strike a neutral tone following the move by the Egyptian army today to overthrow Islamist president Mohamed Morsi after unprecedented multi-million strong demonstrations against him over the weekend that killed nearly 50 people. Morsi’s own defence minister, armed forces chief General Abdel Fattah al-Sisi announced Morsi’s removal on TV on Wednesday night drawing wild jubilation from of protesters who have camped out on the streets of Cairo for days. The powerful military had issued a 48-hour deadline on Monday for Morsi to meet the "people’s demands", a day after protesters took to the streets calling for him to resign. Sisi laid out details of the roadmap for a political transition, saying the Islamist-drafted constitution would be frozen and presidential elections held early, without specifying when. Egyptian security forces also arrested key Muslim Brotherhood (MB) figures including the group’s deputy leader Rashad Bayoumi and Saad al-Katatni, who heads the MB political arm. Warrants were also issued for the arrest of a total of 300 MB officials, state media said. The Sudanese foreign ministry said in a statement today that that recent developments in Egypt are an "internal affair" that concerns its people, national institutions and political leadership. It also called on all parties to give priority to preserving stability and security of Egypt and to deny "predators" the opportunity to undermine the country. Khartoum’s reaction contrasted sharply with that of its Arab peers such as United Arab Emirates, Saudi Arabia and Syria which expressed joy at Morsi’s ouster mainly over its deep opposition to the MB. A year ago, Sudan lauded the election of Morsi and president Omer Hassan al-Bashir flew to Cairo in September 2012 to congratulate him in person. The ruling National Congress Party (NCP) had expressed hope that a regime with a similar ideology, in the Arab world most populous country, would prove a strong ally against hostile local, regional and international forces. The NCP vice chairman Nafie Ali Nafie made that clear during his visit to Cairo last March when he slammed opposition in both Egypt and Sudan. "Opponents of the national dialogue in Sudan and Egypt are not for democracy and they want to establish a veto against the will of people in Sudan and Egypt. If the elections bring [a regime with] Islamic orientation in Egypt then it is rejected and if it brings the National Congress [Party] in Sudan then [polls] are rigged which represents an undemocratic trend of these forces which are not relying on a popular base," Nafie said at the time. "They [opposition] know that free and transparent elections will not bring them [to power]. They are bubbles that will not find an echo [positive response from the people] that runs [only] from the media," he added. But the massive anti-Morsi protests showed that the MB had not only alienated liberals and secularists by seeking to entrench Islamic rule, notably in a new constitution, but had also angered millions of Egyptians with economic mismanagement. Morsi had traveled to Khartoum last April in a highly publicized visit for talks with Bashir and other government officials.

A video was released during the visit showing Bashir and Morsi reciting the Holy Quran together in a mosque before Friday prayers which was seen by observers as a demonstration of how seriously they take their Islamic values. (Back to Top)

Joint Statement: Sudan and S. Sudan on Current Crisis Khartoum – After three days of talks between Khartoum and Juba delegations , the two sides issued a joint statement received by SUNDANOW.INFO on Tuesday. following is the text of the joint statement: H.E. Dr. Riek MacharTeny, Vice President of the Republic of South Sudan paid an official visit to Khartoum between 30th June- 2nd July 2013, accompanied by a delegation comprising a number of Ministers and Senior Officials in the Government of South Sudan, to discuss with the Government of the Sudan the recent crisis in the relations between the two countries. During the visit, the two sides discussed the issue of implementation of the Cooperation Agreements, particularly, the security issue – that Sudan accused South Sudan of supporting its rebels that lead to the decision of Sudan to suspend the agreement between the government of Sudan and the Republic of South Sudan on oil and economic matters as of 9th June 2013, and that the Sudan Ministry of Petroleum will shut down the processing and transportation facilities in Sudan for oil received from South Sudan during a period of sixty days as from the date of 9th June 2013. The Parties also discussed at length other claims and counterclaims. After exhaustive deliberations on items referred to above, the parties agreed on the following: 1. To refer the complaints to the agreed relevant bilateral mechanisms. 2. To reiterate their acceptance of the proposals of the AUHIP on the current stalemate, and call on the African Union and the Chairperson of IGAD, the Prime Minister of Ethiopia, to expedite the immediate implementation of the AUHIP proposal. 3. To commit themselves to bilateral dialogue and discussions without prejudice to the ongoing facilitation of the AUHIP. 4. To respect sovereignty and territorial integrity of each state. 5. To refrain completely from support and harbor one another dissidents and in accordance with the Security Arrangements Agreement. 6. To normalize and promote the bilateral relations between the two states. 7. To operationalize the mechanism for implementation, monitoring, evaluation, and dispute resolution relating to the Cooperation Agreements signed in Addis Ababa on April 23rd 2013. 8. To support any peace initiatives that will bring peace and stability in the two states. 9. To finalize the outstanding comprehensive peace agreement issues: namely, borders and the final status of Abyei. The discussions were conducted between the parties in an atmosphere of transparency and mutual frankness. The two sides expressed strong resolve in the resolution of the current crisis between the two countries in accordance with the principles of respect of each to the sovereignty of each other, the non-interference in the internal affairs of each other, the non- harboring or support to any hostile elements to each, and the continuation of cooperation in the bilateral level and that in the Joint African Mechanisms agreed by the parties. H.E. President Omer Hassan Ahmed Al-bashir received the Vice- President of the Republic of South Sudan, who briefed H.E the President on the discussions with the First Vice President of the Republic of the Sudan and the anticipated outcome.
