Shariff Situation analysis The area that is today’s South Sudan was once a marginalized region in the EDITING, DESIGN & LAYOUT Republic of Sudan administered by tribal chiefs during the British colonial Ms. Michelle Mendi Muita period (1899-1955). The history of financial institutions in South Sudan is a short one. Throughout Khartoum rule till the end of civil war in 2005, there were very few commercial banks concentrated in Juba, Wau and Malakal. South Sudanese were deliberately excluded from the economic system. As a result 90% of the population in South Sudan were not exposed to banking services . Access to finance was limited to Northern traders operating in Southern Sudan. In February 2008, Islamic banks left the South since the Bank of Southern Sudan(BOSS) introduced conventional banking . However, after the CPA the Bank of Southern Sudan, although a mere branch of the central bank of Sudan took a bold step by licensing local and expatriate banks that took interest to invest in South Sudan. South Sudan needs a stable, well diversified financial sector providing the right kinds of products and services with a level of intermediation and inclusion to support the country’s ambitions Current State of the Sector As of November 2013 . 28 Commercial Banks are now operating in South Sudan and more than 70 applications on the pipeline . 10 Micro Finance Institutions . 86 Forex Bureaus . Civil Affairs Division Reporting Period: 01 March– 20 April 2018 Greater Bahr el Ghazal Actions Sports for peace, Raja, Lol State, 14-16 April Context: The creation of Lol State under the 28 state model, carved out of the areas that were formerly part of Northern and Western Bahr el Ghazal states, has been a source of polarized relations between Fertit and Dinka Malual communities. The Fertit opposed the formation of the new state on the basis that they would be marginalized by the larger Dinka Ma- 7 lual population. 4 Action: Recognizing the significant role youth play in communal con- flict and the importance of leveraging their role toward improved social relations, CAD Aweil FO in partnership with the Lol State Ministry of Information, Culture, Youth and Sports, organised a two-day football tour- nament in Raja, Lol State, to facilitate communal linkages and promote 2 coexistence between Fertit and Dinka Malual. The event featured the par- ticipation of over 60 Fertit youth from Raja, and Dinka Malual youth from Aweil North County (10 women participated). Tracking the flow of Government transfers Financing local government service delivery in South Sudan 1.0 Introduction The Government of South Sudan through its Ministry of Finance and Economic Planning (MoFEP) makes transfers of funds to states and local governments on a monthly basis to finance service delivery. Broadly speaking, the government makes five types of transfers to the local government level: a) Conditional salary transfers: these funds are transferred to be used by the county departments of education, health and water to pay for the salaries of primary school teachers, health workers and water sector workers respectively. b) Operation transfers for county service departments: these funds are transferred to the counties for the departments of education, health and water to cater for the operation costs of these county departments. c) County block transfer: each county receives a discretionary amount which it can spend as it wishes on activities of the county. d) Operation transfer to service delivery units (SDUs): these funds are transferred to primary schools and primary health care facilities under the jurisdiction of each county to cater for operation costs of these units. e) County development grant (CDG): the national annual budget includes an item to be transferred to each county to enable the county conduct development activities such as construction of schools and office blocks; in practice however this money has not been released to the counties since 2011 mainly due to a lack of funds. 2.0 Transfer and spending modalities/guidelines Funds are transferred by the national Ministry of Finance and Economic Planning from the government accounts at Bank of South Sudan to the respective state’s bank accounts through the state ministries of Finance (SMoF). -

It describes the two most important systems of classification used in compiling economic and financial statistics in the United Kingdom – the economic sector classification, and the industrial classification. This guide is intended to serve both as an introduction for newcomers and as a source of reference. The nomenclature in the sector classification is in line with international standards – in particular, the European System of National and Regional Accounts (abbreviated to ‘ESA10’). In addition, the analysis of industrial activity is in line with the 2007 standard industrial classification of economic activities (SIC) introduced by the Office for National Statistics. Those without knowledge of accounts classification are recommended to refer to the ‘Guide to Classification’ (Part I Section 3) which takes the reader through the main questions to be answered to help classify accounts correctly. The system of classification used in this guide is solely for statistical purposes. Parts II to IV of the guide describe the main aspects of the classification system in more detail, including lists of examples of institutions, or a web link reference, for many categories. I.2 An introduction to the classification of accounts Sector and industrial classification To understand the underlying behaviour which is reflected in movements in economic and financial statistics, it is necessary to group those entities engaged in financial transactions into broad sectors with similar characteristics. -

10 South Sudanese Pound Managed Under Floating Exchange Regime: Prospects and Challenges Andrew Ssemwanga Introduction South Sudan voted overwhelmingly for secession from Sudan and became a new independent African nation on 9 July 2011. South Sudan has already enacted key laws to ensure the smooth running of the country, e.g. Transitional Constitution, a Central Bank law and others. A managed float exchange rate regime to ensure macroeconomic stability has been adopted and a new currency in the name of the South Sudanese Pound (SSP) is already in circulation. South Sudan is faced with a lot of social and economic problems that include limited access to basic education, healthcare, food, water, high inflation, sovereign debt, low level of national revenue and others. Most of the problems have been exacerbated by suspending oil production during January 2012. The Government of South Sudan has come up with a number of measures to address the shortfall in oil revenue and also the over- dependence on oil revenue by establishing a Non-Oil Revenue Action Plan as well as instituting austerity measures that relate to Government expenditure. Basing on studies carried out by the IMF and World Bank as reported by Simwaka (2010), a number of Sub-Sahara African countries performed well in terms of GDP and exports for the period 2002 to 2008. These include Kenya and Nigeria which were using a managed float exchange regime for the whole period. However, their annual average percentage changes in consumer prices were rather high.
