Current Status of Chinese Nuclear Power Industry and Technology KAERI/AR- 457/96 KR9600316~ Current Status of Chinese Nuclear Power Industry and Technology 1996. 10 1996. 10 7|, 307l<>| •I- 5,^31 514. •§- tfl %3.x\3.3, €4- ^ ^ 51-1- ^°14. ^3g 2000^ , WTO Nuclear Vendorl- Summary China has been carrying out active international cooperation aiming to be a country where is to be an economical super power and an advanced country in nuclear power technology by the year early 2000, and China also has begun to be recognized as the largest potential market for the construction of nuclear power plants expecting to construct more than thirty nuclear power units by the year 2020. China has advanced technology in the basic nuclear science including liquid metal breeder reactor technology, nuclear material, medium and small size power plants, and isotope production technology, and also China has complete nuclear fuel cycle technology. However, China still has low nuclear power plant technology. Therefore, it is expected that China may have complementary cooperative relationship with Korea where is at the stage of having self-reliable nuclear power plant technology. On the basis of the complementary relationship with China, it is expected that Korea may have an access to the advanced Chinese nuclear science technology, and may have a good opportunity to explore the Chinese market actively exporting excellent Korean nuclear power plant technology, and further may have a good position to the neighboring Asian countries' nuclear power plant markets. From this perspective, general Chinese social status, major nuclear R&D activity status, and correct nuclear power plant and technology status have been analyzed in this report, and this report is expected to be a useful resource for cooperating with China in future. Further after the year 2000, as the nuclear power plant markets are to be active in the developing countries, in order for us to strengthen the position of nuclear power plant exporting country, and to prepare the openness of domestic nuclear market due to the upcoming WTO regulations, establishing international nuclear cooperative strategy among domestic organizations, expediting for having advanced nuclear power plant technology, establishing world-wide comparative Nuclear Vendor, are necessary to be strengthened. Also from the long term strategic perspective, supporting technical man-power training for the developing countries and providing Public Nuclear Information in the developing countries are necessary to be strengthened in parallel. By examining the harsh nature of colonial rule and the impact on the people, this dissertation shows the multiple ways in which the everyday life of ordinary people was influenced by the various upheavals and hardships. This research mainly uses newspapers, primary published materials, documents, compilations, dictations and other Chinese language sources. This thesis thus establishes a detailed account of the sufferings that colonial subjects encountered in their daily lives and the coping methods that they employed to circumvent them. The experiences of the people were highlighted through the role of education, access to and rationing of goods, the sense of homelessness in the midst of ongoing housing crises, as well as sanitation and hygienic issues, which constituted altogether the core aspects of the everyday life of the people. In essence, ordinary people of Manchukuo lived a life overwhelmed by shortages, misfortunes and difficulties. Focusing on both rural and urban areas, this thesis argues how the people of Manchukuo were passive in face of the various policies implemented by the regime, but yet active in face of the hardships that followed. This sense of passivity, or the general lack of initiative, demonstrates in fact how motives of self-protection and survival beneath the acts of superficial compliance directed the people’s everyday life in Manchukuo.

Erickson is assistant professor of strategic studies in the Naval War College’s Strategic Research Department and is a founding member of the college’s new China Maritime Studies Institute (CMSI). He earned his PhD in 2006 at Princeton University, with a dissertation on Chinese aerospace development. He has worked for Science Applications International Cor- poration (as a Chinese translator), as well as at the U.S. embassy in Beijing and the American consulate in Hong Kong. His publications include contributions to Comparative Strategy and to (for the Naval War College Press) Newport Papers 22, China’s Nuclear Force Modernization (2005), and 26, Reposturing the Force: U.S. Overseas Presence in the Twenty-fi rst Century (2006). Lyle J. Goldstein is associate professor of strategic stud- ies in the Center for Naval Warfare Studies at the Naval War College and has been named the fi rst director of CMSI.
