SPEECH BY HIS EXCELLENCY DAUDA SULAIMAN KAMARA AMBASSADOR EXTRAORDINARY AND PLENIPOTENTIARY OF THE REPUBLIC OF SIERRA LEONE ON THE OCCASION OF PRESENTATION OF HIS LETTERS OF CREDENCE TO HIS EXCELLENCY RONALD REAGAN PRESIDENT OF THE UNITED STATES OF AMERICA Mr. President, I have the honour to bear a Letter of Credence addressed to you by His Excellency Dr. Siaka Probyn Stevens President of the Republic of Sierra Leone commending to you my appoint ment as Ambassador for Sierra Leone to the United States. This occasion provides me with the opportunity to express to you the desire of the Government and people of the Republic of Sierra Leone to further strengthen the already existing friendly and cordial relations with the Government and people of the United States of America. For us, this desire is largely based on the United States' bilateral programme of assistance to the Republic of Sierra Leone evidenced by the welcomed presence in Sierra Leone of a substantial number of American Peace Corps volunteers and several other programmes sponsored by the United States Agency for International Deve lopment (USAID), the combined impact of all of which has not only provided an effective and productive yeoman service to Sierra Leone but also if I may dare say, contributed immensely to the overall cementing of the Sierra Leone/U.S. ties. 2/ ...... PAGE TWO Mr. President, while there may be sharp, distinct geo graphical and developmental contrasts between the United States and Sierra Leone our two countries nevertheless share common ideals, principles and concerns relating to peace, human rights, freedom, justice, happiness and stability of an interdependent world. These common concerns for world peace and security provide the very firm basis for improving our ties and the spirit of goodwill which animates and under scores these ties. Mr. President, Sierra Leone's major domestic and foreign policy objectives include inter alia the acceleration of both national and international development, the promotion of social justice, human dignity, peace and security. We know that the U.S. has similar domestic and foreign policy objectives and aspirations. Asa matter of fact, our two countries continue to pursue these objectives together within the framework of the U.N. Their realisation for the continent of Africa is understandably a matter of major concern for my Government and indeed for the entire continent of Africa. We in Sierra Leone would like to see the above-mentioned objectives translated into positive concrete action both at home and in every appropriate international forum by all peace 3/ ...... ~- PAGE THREE loving countries of the world. To this end, my Government admires and commends the efforts the United States is making at alleviating the disparities between developed and developing countries. Mr. President, it is for me a great honour and a most welcomed assignment to have the opportunity of contributing to the promotion of relations and mutual co-operation between our two countries. I am confident that the Sierra Leoneans living and studying or working here will share in this task. My Government extends to you and through your goodself to the Government and people of the United States its warmest and best wishes for the continued progress of this great country under your leadership. I earnestly hope that during my tenure of duty here the already friendly relations between our two countries will grow from strength to strength. Monsieur le President, C1 est un grand honneur pour moi de vous presenter en m3me temps que celles de rappel demon predecesseur lea lettres par lesquelles Son Excellence AHMADOU AHIDJO, President de la Republique Unie du Cameroun m•accredite aupres de Votre Excellenci en qualite d'Ambassadeur Extraordinaire et Plenipotentiaire. Permettez-moi de saisir oette occasion pour exprimer 'Votre Excellence toute 1 1 emotion et toute la joie que je ressen, en m1 adressant a celui qui preside aux destines d 1 une des Nations les plus puissantes du monde et dont le rayonnement n'a d 1 egal qui l'intelli ence et le dynamisme de son peuple. Je mesure la grandeur de ma mission a la force des liens qui unissent nos deux pays et qui plongent leurs racines dans leur commu.n attachement aux ideaux de liberte et de democratie. Dans cette perspective, nul ne saurait s•etonnen : que la coop' ration AmericanowCamerounaise soit empreinte d 1 une tonalite partiouliere et se developpe dans un olimat d 1 extr3me cordialite. Le Cameroun quanta lui n'eprouve qu 1 estime et sympathie pour lea Etats-Unis d'.Kmerique a cause des efforts que le Gouver nement Americain n'a cease de consentir pour aider a son develop pement depuis son accession a la souverainete internationale. Cette cooperation fructueuse qui se deplo:iedans le respect mutuel et l'equilibre des inter•ts couvre des domaines divers et aussi ... / ... 2 vitaux que l'economie, lea finances, la culture, l'eduoation et la sante. Elle a ainsi donne l'impulsion ·a un courant d'echanges toujours en expansion ou les hommes, lea techniques et lea capi tawc americains contribuent puissamment a la bataille que Son Excellence AHMADOU AHIDJO, President de la Republique Unie du Cameroun mene de faQon infatigable pour le developpement. Ainsi, par son volume, sa qualite et par le champ ouvert, la coop'ration americano-camerounaise presente un caractere d'exemplarite que le Chef de l'Etat Camerounais a tenu a souligner 1 " A\ cet egard, nous nous felicitons du raffermissement continu des liens de cooperation economique entre nos deux pays et apprecions a sa juste valeur la contribution tant publique que privee des Etats-Unis au developpe ment economique, social et oulturel du Cameroun. Notre voeu est de voir nos liens et lea echanges qui lea concretisent s•etendre afin de rendre plus fructueuse notre cooperation bilaterale11 • Si depassant l'horizon de nos relations bilaterales nous tournons nos regards vers le monde qui nous environne et dont le probleme central est constitue par l'existence de vastes regions vouees a la famine et a la misere, le Cameroun constate pour s'en feliciter que les Etats-Unis d'Amerique ont opte pour la cooperation en vue du developpement. Le Gouvernement Camerounais est convaincu que la securite et la stabilite de notre monde ne dependent pas seulement de 1 1 equi libre militaire mais aussi et surtout de la solution des problemes urgents du dialogue Nord/Sud; un effort global est necessaire pour reduire cette source permanente de conflits que comportent les disparites entre les pays riches et lea pays pauvres • ... / ... ., ,.I ' .. 3 Le Cameroun suit aussi aveo une attention particuliere les efforts des Etats-Unis d'Amerique pour reduire cette autre source de tensions que constitue 1 1 Afrique Australe. Comme 1 1 a dit Son Excellence AHMADOU AHIDJO: "0 1 est l'occasion d'en appeler une fois de plus aux peuples epris de liberte et de dignite afin qu'ils intensifient leur soutien a l'Afrique combattante et au mouvement de liberation qui mene une lutte constante et heroique en Afrique Australe en f aveur des droits imprescriptibles de la personne humaine et des peuples".
