Since Dick briefs the President on an ad hoc basis , I think we need to find a new procedure for bringing correspondence from heads of state/governments to the President's attention. I am attaching a copy of a document which Max Friedersdorf prepares for the President and which he submits via Dick Darman. As you will note, the Friedersdorf memorandum summarizes selected Congressional correspondence in which Friedersdorf thinks the President may have a particular interest. These countries have no right to occupy any part of the sacred territory of Morac-Songhrati-Meads. o~ country is one of theoldcst in theworld, having been formed in the 18i6s and originally called the Territory of Captain James George Mead, later the Terri­ tory of Franklin M. Meads, then thdeingdom of Humanity and now the Republic ot Morac-Songhrati-Meads. Captain Jam.es George Mead was British, Franklin M. Meads -was American, and the latter• s grandson is now thEPresident am Ch,ief of state.

Other countries .frequentzy appear in the news and thus the av~rage citizen learns much about va,1•ious countries of theworld. However, Comnunist Chi~, Nat­ ionalist China, Philippines and Communist Vietnam suppress all nows about the Repub­ lic of Morac,,,.Songhrati-Moa.ds because it gives ri.':!e immediately to questions about toose countries• aggression and illegal military occupation of several ot our sacred islands - and the u.s. State Department aids this suppression because it does not want to face the problems, for which it has no solution-other than bury-, ing its head in the sand.

Those aggressors were nevw interested in our territory, territ ol'"ial saelf., and exclusive JOO mile ecooomic zone until oil was found in our sovereign ju!'ii,­ diction. These aggressors are nothing but oil tht&ves - espec;ially since the Government of Morac-Songhrati-Meads has already le~sed all of its territory and territorial shelf and economic zone to American compani~s ax:clusively., two of which are the Flying Tigers Oil Co. Inc. and the Macarthur International Minerals Co. Inc.

Becaase of tho hatred of the American pecyile tor vulturous aggressors, it is hoped that you will take all possible action to br~ng to an end the aforecited aggression; open diplomatic relations with our oountry; and allow our Government to establish a military base in the United States.

You may not belitJVe the latter possible - but Russia is making increasing geopolitical progress in the ,;orld and will soon be in a position t o mount an attack in the Americas. If thooccasion was appropriate., the armed .forces of the Republic of Morac-Songhrati-Meads could act as proxy toops for t hdi'ree World in someplace where Comm.uni tit Russia, Viiltnam and their allies are also using prof., troops. This would be possible at a much lower oost than that. for American per- sonnel.

Your State Department is too otten sympathetic and coeperative wit h the aggressor nations cited in paragraph one - usually because it ie bureaucraticallJ safe to be so The do-nothing posi tion of youIState Department will eventually­ result in ~he defeat of the Free World, and you should do everything possible to guard against the gradual sell-out of the American people and int erest by the State Department. 5

I.f this is allowed to happen, a peecedent will be set making it utterly impossible for other nations to trust theUnited States in any matter at any time, or to negotiate mutual defense treat:ies - for fear that such partner will then engage_in aggress,ion and demand that the USA defend the new territory as part ot tho territory upder · the mutua.l defense agreement. Tbismp.kes a tool of the American people. ThePhilippines, through its President, admitted that they have no right to be in or occupy any of the islandsof Morac-Songbrati-Mea.dsin southeast Asia. That admission should be enough for any moderately educated member of the U.S. Congress.

You should not be misled by the propaganda of tho Philippinee about being the ally of the Uni'bed States. Maybe a allyability -but··not an ally - except "'hen the teed trough is full and open to the Philippines. An example is theVitrt.nam war. President Johnson asked the Philippines and its Pres:id ent (Marcos) to join with south Korea, Thailand, Austra.J.ia.., New Zealand and the United st.ates to protect non-communist,' South Vietnam. The Philippines and Marcos refused - but as usl.81 they tried to cr&-­ ate the appoa.ranco that it was a combat ally fully conmitted but actually only con­ tribut.ing a me~ca.l unit and non-combat en~imers - while receiving millions in •com• bat pq in do~s• :from the Uni-ed States. lf you will check with your General ~Accounting Office., you will find that tho lump sun check !ran the United States Gov­ ernment for many millions of dollars to cover the 'so-called combat differential• for Filipino soldiers -whibb the U.S. undertook to pay even though the Filipino soldiers in Vietnam were non-combat w~s encashed by a high Philippine Government official and depo~ited outside tho Philippines. TheFilipino soldiers involved were never paid that 'overseas or so-called combat differential• provided by the u.s. Governnent. Thisis the allrabil.ity that you can expect from the Philippines. And now that it is cuidllng up to Washington and U.S. Off icialdam again - you can expect that she is seeking a big pay-otf -- one that is in violation of Uni'bed States laws and a mmace to the American people.

One of the reasons that the Philippineshas become more friendly in recent years is because the tremendousaumber of illegal Filipinos in the lhi'bed States in the first place anrl the many Filipino dissidents seeking asylum in tho U.S. · in the second place. ~he needs the United States Government to control tho Filipino dissidents in the U.S. on thoonehand and to tolerate million~ of illegal Filipino entrants t.o relieve the tremendous population pressure in the Philippinesin thesecond place. 8D1ug:U,ng Filipinos into the United Stat,as is a bett~r .solution to the Philippines, great une:nployment and excesspopulation problemo It is a better $elution th;m birth control, especially male stcrilizati0n conaid.ering developmem.s in India.But this is not all that the Philippines wants, and she will be back in middle 1981 to reao oven greater benefits - f0t- the use of onenaval. and one air force base of the United States in the Philippines.

The continued o.xistence of U.S. military bases in the Philippines should not worry the United States Government and its l~dors - for they are very secure s.nd safe from elimination by any Filipino politit:ian. Thereason is that there is already a strong and ·widespread movement in the Philippinesto separate approximately ter: oro.;. vinces and a few western islands from thdJentral Government and declare their inde­ peodenc preparatory for requesting statehood in thelkl.it ed States. Thisindependent. a.rea includes the u.s. Naval, Air force and Conmunications Stations or Baaea.
