REPUBLIC OF RWANDA MINISTRY OF INFRASTRUCTURE TRANSPORT SECTOR POLICY December 2008 1 TRANSPORT SECTOR POLICY I. INTRODUCTION 1. The transport sector is a strategic sector for Rwanda, and the situation of being landlocked has a negative impact on economic growth and development of the country. The exceptionally high cost of transport at national as well as international levels, as well as insufficient affordable and accessible modes of transport for people in both urban and rural areas, constitute a major constraint which must be taken into account with the sector policy to achieve the short medium and long-term development goals that Rwanda has mandated. 2. The present sectoral policy defines the vision of the Government for the sector as well as its strategic orientations, which will guide its actions during the next five years. These are summarized in the Transport Sector Policy Matrix (Appendix 1). The implementation of the sector policy is ensured through medium term programmes such as the Medium Term Expenditure Framework (MTEF) for the period 2009-2012 as annexed in Appendix 2. 3. The transport sector policy is inspired by the planning tools available in Rwanda, such as the Vision 2020, the Economic Development and Poverty Reduction Strategy (EDPRS), the National Investment Strategy and the Medium Term Expenditure Framework. It takes into account other tools of reference such as the Millennium Development Objectives and the action plan of the Sub-Saharan Africa Transport Policy (SSATP). It also takes into account cross-cutting issues such as HIV/AIDS and environmental protection. I.1. Definition of the Transport Sector 4. -

The park includes three of the Virunga volcanoes - Mt Muhabura (4,127 m), Mt Gahinga (3,474 m) from which the park derives its name, and Mt Sabinyo (3,645 m). This park forms part of the home of the world’s Moun- tain Gorilla population and the Golden Monkey species. This document presents a ten-year management plan for Mgahinga Gorilla National Park (MGNP). Uganda Wildlife Authority (UWA) is committed to the continued sustainable management of the Park ecosystem. This can only be achieved through proper long term planning which government has already identified and provided for in the Uganda Wildlife Act (Cap 200). -

Eastern African Sub Regional Support Initiative for Advancement of Women February 27, 2020 Press Statement on the One Year Anniversary of the Closure of the Rwanda- Uganda and Communiqué on the Women’s Economic Empowerment Convening held in Kampala, Uganda, February 25 to 26, 2020 Today, February 27, 2020 is exactly one year since the Government of Rwanda arbitrarily closed the border posts of Gatuna-Katuna, Buhita in Rubaya County and Kamwezi border post in Kabale District and Cyanika border post in Kisoro district. Gatuna-Katuna and Cyanika border posts have historically been the major crossing point for cargo trucks and cross border trade, both formal and informal, heading to Rwanda, Burundi and the Democratic Republic of Congo. The closure of the border between the two countries is in contravention of the Treaty for the establishment of the East African Community (EAC) (as amended) and the Common Market Protocol. It is extremely absurd that the EAC, which is now celebrating 20 years of its existence, with a mission to “widen and deepen economic, political, social and cultural integration in order to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments” has remained silent to the suffering and humiliation of the East African peoples living and depending on trade at the borders of the two countries. The United Nations, donors and the international community, promoting the observance of human rights and sustainable development has equally stood at a safe distance, watching the “unproductive and sham” negotiations between Presidents, Yoweri Kaguta Museveni and Paul Kagame, which are said to be aimed at re-opening the border. -

A Uganda Wildlife Authority representative will speak to us about the magnificent efforts to reintroduce giraffe in the Murchison Falls area, and another highlight will be visiting with one of the gorilla doctors who care for these endangered primates. The Columbus Zoo has played an important role in both of these efforts. Forever, though, my heart belongs to Rwanda with its magnificent scenery, warm people and, of course, gorillas. We will enjoy yet another trek in Volcanoes National Park and visit the Ubumwe Community Center and the Bisate School, both supported by the Zoo. As a Dian Fossey Gorilla Fund board member, I am especially eager to share with you the building taking place at the new Ellen DeGeneres Campus. -

Social Science in Humanitarian Action www.socialscienceinaction.org Brief: Rwanda – DRC cross border dynamics, April 2019 This brief summarises key considerations concerning cross-border dynamics between Rwanda and the Democratic Republic of Congo (DRC) in the context of the outbreak of Ebola in North Kivu and Ituri provinces. It is the second in a series of four briefs focusing on the at risk border areas between DRC and the four high priority neighbouring countries (including Uganda, South Sudan and Burundi).1 As of April 2019, there had been no case of Ebola imported from the DRC into Rwanda, although alerts had been triggered on the roads leading from North Kivu towards neighbouring Rwanda and at least one high-risk contact was described as being a Rwandan national. Cross-border movement has been identified as a significant risk to transmission. This brief provides details about cross-border relations, the political and economic dynamics likely to influence these, and specific areas and actors most at risk. The brief is based on a rapid review of existing published and grey literature, previous ethnographic research in Rwanda and DRC, and informal discussions with colleagues from the Rwanda Ministry of Health, UNHCR, UNICEF, WHO, DFID, IOM, USAID, CDC and others. The brief was developed by Hugh Lamarque (The University of Edinburgh’s Social and Political Science Department - Centre for African Studies) with support from Ingrid Gercama, Emelie Yonally and Juliet Bedford (Anthrologica). Additional review and inputs were provided by Patricia Stys (London School of Economics), Jean-Benoît Falisse (University of Edinburgh), Benjamin Chemouni (University of Cambridge), David Peyton (Northwestern University), Papy Muzuri (London School of Economics) and colleagues from DFID (Rwanda Country Office) and UNICEF (Rwanda Country Office and East and Southern Africa Regional Office). -

Social Science in Humanitarian Action www.socialscienceinaction.org Note stratégique : Dynamique transfrontalière Rwanda-RDC, avril 2019 Cette note stratégique résume les considérations clés inhérentes à la dynamique transfrontalière entre le Rwanda et la République démocratique du Congo (RDC) dans le contexte de la flambée épidémique d’Ébola survenue dans les provinces du Nord-Kivu et de l’Ituri. Il s’agit de la deuxième d’une série de quatre notes stratégiques axées sur les zones frontalières à risque situées entre la RDC et les quatre pays limitrophes constituant une priorité élevée (y compris l’Ouganda, le Soudan du Sud et le Burundi).1 Au mois d’avril 2019, il n’y a pas eu de cas d’Ébola importés de RDC au Rwanda, bien que des alertes aient été déclenchées sur les routes reliant la province du Nord-Kivu au Rwanda avoisinant et qu’au moins un contact présentant un risque élevé ait été signalé comme étant un ressortissant rwandais. Les mouvements transfrontaliers ont été identifiés comme présentant un risque significatif de transmission. MINISTERIAL DECREE N° 003/07 OF 09/05/2007 IMPLEMENTING THE LAW Nº21/2006 OF 28/04/2006 ESTABLISHING THE CUSTOMS LAW The Minister of Finance and Economic Planning, Given the Constitution of the Republic of Rwanda of June 4 th 2003, as amended to date, especially in its Articles 120, 121 and 201; Given Law n° 21/2006 of 01/07/ 2006 establishing the Customs Law, especially in its Articles; 4, 6, 13, 36, 41, 52, 66, 71, 78, 83, 85, 93, 96, 101, 107, 109, 128, 141, 142, 145, 148, 151, 153, 163, 172, 179, 181, 182, 194, 216, 222, 226; After consideration and approval by Cabinet in its session of 28/03/2007; ORDERS: Article One: The Aim of the Ministerial Decree For the purpose of this Ministerial Decree, the following definitions apply: 1º Date of acceptance of a goods declaration : the date on which all accompanying documents of a goods declaration are lodged and accepted by Customs. 2º Public Customs Clearing Agent: any legal entity whose principle activities include carrying out customs formalities in its own name but on others’ behalf. 3º Private Customs Clearing Agent : a any legal entity that carries out customs formalities on its’ own behalf. 4º Travellers luggage : goods that a traveler or tourist can personally and reasonably have need of, taking into account all the circumstances of his voyage, to the exclusion of all goods imported for commercial purposes. Article 3: Competence and attributions of Customs Offices Customs offices with some exceptions determined by the Customs shall have competences and attributions of carrying out all customs formalities.
