Giovanni Da Deppo AlpEnergy Virtual Power Systems as an Instrument to Promote … 2nd TPM, Kempten, 27th May, 2009 1 Consorzio BIM Piave of Belluno is a Local Authority which groups 67 Municipalities of Belluno Province. It was established in compliance with the prefect’s decree of December 30th 1955, to implement Law 959/1953. This law entrusts BIM Consortia with the task of favouring the economic and social development of the territory through the joint use of common hydroelectric fees. Over the years the main target of Belluno Consorzio BIM Piave has been supporting development in different sectors, by helping to build schools, hospitals and other infrastructures, to set up the natural gas pipeline network, and to develop renewable energies. Consorzio Bim Piave partners for this project are the Accademia dei Colloqui of Dobbiaco (Akademie der Toblacher Gespräche) and Energie Tirol of Innsbruck. Thanks to this Interreg project between Italy and Austria, 68 remote management plants were set up in the last few months, and they will make it possible to use the thermal plants of some public buildings signalled by the Municipalities in a more rational way, in order to reduce wastes and therefore expenses too. Within the same transnational cooperation project, besides creating the remote management system, our Institution committed itself to setting up some experimental plants for the production of thermal energy (biomass and geothermal plants, but also small remote-heating networks) in nine Municipalities, which were selected according to a specific list. 17 Reduction and optimization of the consumption of public plants for heat production and distribution through a system of large-scale remote management 18 19 20 What we are doing now: 1. Acquiring data from waterworks plants and sewage plants of 67 municipalities (approx. 1,7 millions euros total electrical bill spent per year 9.000.000 kWh). 2. Cartographic geo-referenced database with all public light points of the province, with about 30.000 light points. (About 3 millions euros spent every year in public lighting (17.000.000 kWh) . 3. Collecting data about power production of installed conventional Power Plants, Hydro electric, and renewable energies power plants. 5. Also we are evaluating the potential of renewable energies in the territory, Wind, mini-Hydro, and chips biomass. 6. Analysing the different technical IT systems and radio frequencies to define the communication networks which are to be implemented basing our study on the territory morphology and distribution of the points to be integrated in the VPS. 22 AlpEnergy Virtual Power Systems as an Instrument to Promote … 2nd TPM, Kempten, 27th May, 2009 What we are going to do in Alpenergy project • Municipalities own several systems for electricity generation from renewable sources, such as hydroelectric, wind, solar energy, PV, biomass (wood chips) CHP, over all the territory. • At the same time , these municipalities are electricity consumers for their services, to manage public buildings and facilities, waterworks pumping stations and sewage plants. • Consorzio BIM Piave Belluno, wants to create and spread a simple and easily practicable model to save and manage energy which it will be applicable in different situation and for different kinds of users (first for all municipalities, in prospect also for industrial, commercial and family users), with immediate saving on electric energy bills, according to VPS principles.
