Validity of the offer shall be for a minimum period of 180 days from the date of opening of tender. Tenderers are requested to submit their bids in Three Part basis, the firm shall submit their bids in three covers as mentioned below. Part-A – Technical offer (in one cover) i. Technical parameters of the equipment ii. The machinery installed by the manufacturers iii. Technical Competence of the manufacturers iv. Order copies for supplies made to reputed concerns or Govt. Undertakings V Performance reports if any VI. NSIC OR SSI, ISO certificates along with other documents Drawings & specifications. VII. Guarantee/Warranty VIII. Service support, spares Depot Part B – Commercial terms (in one cover) i. Validity, delivery period, applicability of taxes and Duties, LD penalty, warranty/guarantee. II. Specimen copy of Part C without prices. Contd. P.no.2 -2- Part C- Price bid (in one cover): Basic price, quoted PVC formula if any, duty taxes and other Commercial terms viz credit rebate etc. To avoid inadvertent opening of the cover, all the three covers should be distinctly marked with the following on its left hand top corner. i) Enquiry Number & Date and name & address of the bidder ii) Cover No i.e.Part-A/Part-B/Part-C as the case may be and name & address of the bidder iii) Closing & Opening date of the tender and name & address of the bidder. Insufficient data in the offer like not mentioning the brand/make etc. render the tenderer disqualified. 3. The firm has to submit quotation in 3 covers i.e. technical offer(part-a) in one cover, commercialterms(part-b) in one cover and price bid (part-c) in one cover as said above, without which the quotation will not be considered. Any error in super scribing shall render the tenderer disqualified. For and on behalf of The Singareni Collieries Company Limited, General Manager, Yellandu Contd.,3 -3- PART-A (Technical Offer) Sl.No. Description Qty Hiring of 1 No. Tractor Dozer with Blade attachment to work at 01 JK5 OC for a period of 2Years from the date of commencement 1 NO. 1.SCOPE OF WORK: i. Tenderer shall deploy Tractor Dozer with blade attachment with driver at JK5 OC, yellandu on 12 hours availability per day. The vehicle is required to be provided on all the working days of the Mine including playdays and paid holidays. Four hours per week will be spared for maintainance on weekly holiday. ii. The period of contract is for Two years from the date of deployment of tractor Dozer with blade attachment at JK5 OC . iii. Tenderer shall deploy Tractor Dozer Vehicle registered for the first time on or after 01.01.2014 with permanent registration and shall be in FIT condition as per the rules regulations of RTA. Iv, The vehicle shall have all safety features viz., Audio Visual alarm for reverse travel, parking brake, 2 no’s portable fire extinguishers, panel board with self illuminating gauges and controls, battery cut off switch, rear view mirror, canopy and fender railing etc., Suitable draw bar and toe hook shall also be provided. v. The blade attachment shall be of heavy duty box type structure, wear and impact resistant and must be able to withstand severe working conditions in the quarry. vi. The vehicle is required to clean the spillage coal from 35T Dumpers at the unloading points of Two Feeder Breakers, the spillage coal under the lorry loading bunkers and at any other place as per the requirement of the Project Authorities from time to time. Signature of Tenderer Contd.,4 -4- PART- B Commercial Terms. 1.EARNEST MONEY DEPOSIT: The tenderer shall deposit along with offer an amount of Rs.10,000/-(Rupees Ten Thousand only) towards EMD by way of crossed Demand Draft drawn in favour of "THE SINGARENI COLLIERIES COMPANY LIMITED, YELLANDU", payable at S.B.H., Yellandu /Andhra Bank, Yellandu/S.B.H.,Sudiamalla . Demand Drafts payable on out station banks will not be accepted. EMD in the form of Cheque/Fixed Deposit Certificates/Bank Guarantees etc. will not be accepted. TENDERS WITHOUT THE REQUISITE EMD WILL BE REJECTED OUTRIGHT EMD of unsuccessful tenderers shall be returned only after finalization of the tender. 2. TERMS & CONDITIONS: 2.1. Tenderers shall quote their rate for 150 engine running hours of operation per month. Rate per extra engine running hour beyond 150 engine running hours shall be quoted separately. 2.2. The vehicle shall have an hour meter with provision to read fraction of hour and it shall always be in working condition the cost of diesel, lubricants, repairs,taxes insurance,driver salary and any other incidental expenses in running the vehicle shall be borne by the successful tenderer only. 2.3.The successful Tenderer shall deploy vehicle with a permanent driver having valid license and the driver shall undergo training at MVTC and Medical Examination as per the rules in vogue in SCCL before commencement of work The successful tenderer shuld be familiar with the antecedents of the driver and will be held responsible for any untoward incident happens by the driver 2.4. The SCCL is not liable to pay any compensation in case of any accident caused by/to the hired equipment in respect of such equipment or Operator or cleaner or the third party. The owner and the insurance company are only liable to pay any compensation in case of such accident by/to the hired equipment. 2.5. During the contract period contractor should carry out the work as per the direction and instructions of PO/JK5OC, Contractor should maintain form-B and D and E registers in respect of the persons employed by him and should be made available for inspection of SCCL officials. 2.6.Contractor should issue authorization slip/identification card to all his workmen and they should be in possession of the same while on duty. Signature of Tenderer Contd.,5 -5- 2.7 Contractor should report to the PO/JK5 OC and start the work within 15days. If contractor fails to commence the contract within the stipulated time, a penalty of Rs.1,000.00 / day will be imposed. Imposition of penalty is at the discretion of General Manager. 2.8. The Tractor Dozer must be shifted for working immediately on receipt of information from the concerned. Mere intimation to the operator is sufficient in such case. 2.9. Contractor should not engage workmen/drivers below 18 years and above 50 years of age. All the workmen should be medically examined and trained at MVTC at contractor’s expense, before engaging on work. The contractor and his personnel wherever they work in mine/department they should follow the prevailing rules and regulations existing at the site and should follow the mines act. The contractor should provide shoe and helmet to the operator / driver etc., at their cost. 2.10 In all cases of disputes, the decision of the company shall be final. However, in case the dispute still persists, the matter may be referred to any of the Civil Courts within the jurisdiction of Khammam, Khammam District in the State of Telangana only to deal with and decide any legal matter of dispute. 3. PAYMENT: Payment will be made once in a month basing on the Engine working Hours on submission of bills duly certified by the project authorities. 4. Price Fall Clause: Contractor should pass on the benefit to the SCCL, in case the contractor executes similar nature of work to Public or Private Concern, within a period of 6 months from the date of receipt of order at a price less than the price offered to SCCL. 5. Risk purchase Clause: In case, the Contractor fails to complete the work Within the stipulated time of the order and SCCL is forced to get complete the balance work from any other contractor/firm at a higher price, the contractor should pay the difference of amount to SCCL.
