EXPRESSION OF INTEREST

Singareni Collieries Company Limited (SCCL) is situated in southern part of and having its operations in six districts of northern Telangana i.e., Kumuram Bheem Asifabad, Mancherial, Peddapalli, Prof. Jaya Shankar Bhoopalpalli, & Khammam Districts. SCCL is supplying coal to most of the customers situated in Telangana and to some extent in southern parts of India and some parts in Maharashtra. SCCL has produced 62.01 Million tonnes of coal during 2017-18 and dispatched 64.62 Million Tonnes of coal to various categories of consumers during 2017-18 and set a production target of 65.00 Million Tonnes for the year 2018-19. SCCL is operating 29 underground mines and 19 Opencast mines to meet the linkage requirements of major Power (66%), Cement (13.5%), Captive Power (6.6%), Sponge Iron (3.1%) and other Customers (10.8%). SCCL is a Pioneer in introduction of various state of the art underground technologies in its mines such as Longwall, Blasting Gallery and Continuous Miner technologies etc. SCCL invites Expression of Interest for introducing 8 nos of low capacity cutting and loading technology equipments on outsourcing model for extraction of coal in Kasipet 2 Incline,Mandamarri Area:

I. Procure, install, operate and maintain cutting and loading technology equipments for extraction of coal by development and depillaring with stowing for KASIPET 2 Incline, Mandamarri Area:

In Kasipet 2 Incline, there are 2 seams viz. no 1 seam and no 3 seam with a thickness of about 3.5 to 5.0m and 3.0 to 3.5m respectively. The reserves in no 1 seam and no 3 seam are about 3.52MT and 4.12MT respectively. Recently, tunnels are connected to no 3 seam and preparatory works are going on to develop no 3 seam with SDLs. The gradient of no 1 seam and no 3 seam varies from 1 in 2.5 to 1 in 3.

EOI was conducted on 30.01.2019 at Singareni Bhavan, Hyderabad to introduce Continuous miners by outsourcing in the mine. As expressed by bidders in the meeting a critical review has been made regarding the possibility of introducing Continuous miners. After thorough review of technical workability with cutting and loading technology with Continuous miners considering steep gradients of the seams, it is proposed to introduce cutting and loading technology with low capacity machines as suggested below.

Due to higher gradient, no 1 seam and no. 3 seam are to be developed along apparent dip at a gradient of 1 in 4 to 1in 4.5 by forming rhombus shaped pillars of size 50m X 1

33m to 80m X 56m according to the depth of seams with an acute angle of 490 for which mining plan was approved.

In the proposed method of development, a suitable cutting and loading machine which can work in a gradient of 1 in 4.0 and a suitable loader such as crawler mounted SDL of about 1.7 CuM bucket capacity including a suitable bolting machine are very much required to produce coal safely. This method of cutting and loading technology may be planned to produce about 60,000-70,000 tonnes of coal per unit per year with suitable bolting machines.

The Kasipet 2 Incline is a newly started mine and initially it is proposed to develop trunk galleries upto the boundary along dip direction and later panels of suitable size are to be developed systematically upto the boundary towards strike direction. After development, coal will be extracted from these panels by depillaring with stowing sequentially as per statute.

A. The proposed scope of work for the Bidder includes:

a) Coal transportation from underground workings to surface through belt conveyor system- procurement of conveyor equipments, their erection, operation and maintenance will be to the scope of bidder. b) Procuring suitable cutting, loading and supporting equipments so as to produce 60,000 tons of coal per unit per year and also to deploy 8 such units to produce 5 lakh tonnes of coal in phased manner. i) Initially - 2 nos. ii) After 6 months -2 nos. iii) After 1 Year (12 months) -2 nos. iv) After 18 months-2 nos. c) The firm has to start production after 12 months of placement of purchase order. d) Supporting of roof and sides as per statue to ensure safety. e) Coursing of ventilation by auxiliary fans in the working faces as per the statute requirement. f) De-watering in the working faces up to a distance of 500 meters to the intermittent sump or main sump. g) The bidder has to quote rate in Rs. per tonne of coal delivered at surface. h) Drivage of tunnels in stone/shale for negotiating faults, inter-seam tunnels and drivages required for strata bunkers.

B. The proposed scope of work for SCCL includes: a) Procurement, erection, operation and maintenance of haulers and haulage 2

track for material transport. b) Provision of manriding system. c) Provision of statutory supervision. d) Construction of bunkers and supply of stowing material upto stowing bunkers on surface and drilling and casing of vertical boreholes as per the requirement. e) Providing ventilation up to the last ventilation connection. f) Construction of isolation stoppings
