Payne Chairman of the Board County Administrator Date: July 8, 2016 To: Sheboygan County Board of Supervisors From: Chairman Tom Wegner Re: Sheboygan County’s Transportation Proposal A safe and reliable transportation system is essential for a community to prosper and our quality of life. Due to limited resources, the State, Sheboygan County and all local units of government are struggling to adequately maintain our transportation system. If we want to attract and retain good employers, enhance tourism, and be fiscally responsible, we must address this challenge. The life span of an asphalt road overlay is approximately 15 years. In order to maintain 450 miles of County roads to adequate standards, 30 miles of road should be paved each year. However, over the past five years, Sheboygan County has not had sufficient resources to do so, and on average, has paved approximately 18 miles per year. The County is also responsible for maintaining 73 bridges, with the oldest being constructed in 1916.

    Is now the time to retire The Star-Spangled Banner? by Daniel Hathaway During the recent demonstrations responding to the death of George Floyd while in police custody in Minneapolis, a number of monuments were toppled that represented the racist history of the United States. Among them, in San Francisco’s Golden Gate Park and elsewhere, statues memorializing Francis Scott Key were pulled down. Key was author of the poem Defence of ​ Fort M’Henry, inspired by the British ​ bombardment in Baltimore Harbor in September 1814, that became the text of The Star-Spangled Banner. Joined to a tune ​ ​ by British composer John Stafford Smith, the song was officially adopted by the U.S. Navy in 1889 and became our National Anthem by resolution of Congress in 1931. The problem with Francis Scott Key, a Baltimore lawyer and district attorney, is that he had owned slaves since 1800. While he went on public record to oppose human trafficking, he also represented the owners of runaway slaves. The problem with his poem is that for 21st-century America, its sentiments seem less and less conducive to uniting a divided nation. The “Star-Spangled Banner” refers to the mammoth flag (originally measuring 30 by 42 feet) with fifteen stars and stripes symbolizing the states that formed the Union at the time. Raised “by dawn’s early light,” the flag, now owned by the Smithsonian Institution, offered proof of an American victory over the British during the War of 1812. Fittingly for the occasion that inspired it, Key’s poem begins with military imagery.

La canción se lanzó como el primer single del álbum el 23 de febrero de 1998 por Maverick Records, siendo además incluida en los álbumes recopilatorios de grandes éxitos GHV2 (2001) y Celebration (2009). Frozen fue compuesta expresamente por Madonna y Patrick Leonard y fue producida en colaboración con William Orbit.     Last night, after another wonderful concert in the fantastic setting of the Glynn Vivian Art Gallery, we said goodbye to the Conchord Ensemble. We have had three brilliant days with them, and they were a great hit at Parkland Primary School yesterday morning too. However, we can’t dwell on the past - today we look forward to the concert at Newton with Christian Li and Gordon Back at 7.30pm. This concert is a sell-out, but there may be some returns if you want to try on the door, but we can’t guarantee a seat. Today’s concert is sponsored by Mike and Judy Thompson and by Aston Lark Insurance. We are very grateful to them for enabling us to put on this concert. Many of our concerts this year sold out very quickly. You, as Friends, know the benefits of being a Friend and getting priority booking, and this is becoming more and more important as the popularity of the Gower Festival increases year on year. Therefore, if you have any friends who enjoy coming to the concerts, but are not Friends of the Gower Festival, do encourage them to join us. On Saturday we have two concerts! The first is at 1.00pm at Gowerton School (SA4 3DL) and is a Children’s Concert - a concert for adults and children, at which the performers are all children from Gowerton School and Ysgol Gyfun Gŵyr. Please do come along and support these youngsters if you are able to. Both schools have a strong musical tradition and have produced some notable musicians including Sir Karl Jenkins, Alun Hoddinott, Mark Thomas, Dennis O’Neill, John Hugh Thomas etc.

    Bigger Trucks: Bad for America’s Local Communities Dear Members of Congress, Representing local communities and Americans across the nation, we are concerned about our transportation infrastructure. We strongly oppose proposals in Congress that would allow any increase in truck length or weight—longer double-trailer trucks or heavier single-trailer trucks would only make our current situation worse. Local communities and our residents are what drive this country. We work every day to make sure the needs and safety of our residents are met. Allowing heavier and longer trucks will most certainly set us back in our efforts. Much of our transportation infrastructure that connects people to jobs, schools and leisure is in disrepair, in part because local and rural roads and bridges are older and not built to the same standards as Interstates. Many of us are unable to keep up with our current maintenance schedules and replacement costs because of underfunded budgets. The impacts of longer or heavier tractor-trailers would only worsen these problems. Millions of miles of truck traffic operate on local roads and bridges across the country, and any bigger trucks allowed on our Interstates would mean additional trucks that ultimately find their way onto our local infrastructure. Longer and heavier trucks would cause significantly more damage to our transportation infrastructure, costing us billions of dollars that local government budgets simply cannot afford, compromising the very routes that American motorists use every day. On behalf of America’s local communities and our residents, we ask that you oppose any legislation that would allow any increase in truck length or weight.
