Invitation to Tender for Provision of a qualifying regional independent company to produce a weekly series of up to 30 The Super League Show programmes on BBC ONE in the north of England. Editorial Brief Section E Tender Eligibility Form (TEF) – separate document The Super League Show ITT 2 page of 10 SECTION A - INTRODUCTION AND REQUIREMENT 1.0 BACKGROUND AND OBJECTIVES FOR THE REQUIREMENT 1.1 This document is an Invitation to Tender (the “ITT”) for the provision of a qualifying regional independent company (as defined in Section B 17) to produce a weekly series of up to 30 highlights programmes of The Super League Show for two years commencing February 2019. Each programme will transmit on BBC ONE in the north of England on Mondays, in a slot of at least 30 minutes and not more than 60 minutes, dependant on the available slot on Mondays. Each programme is then available on the BBC iPlayer for the next 30 days. The requirement is summarised below and a detailed specification is set out in Section C. The Tender process will be managed in two stages; in this initial stage, the focus is on the Editorial Brief. Tenderers responses will be evaluated and the selected most suitable proposals will be taken forward to Stage Two. This stage will include presentations, further meetings and more detailed costing for the proposal. In order to progress to Stage Two, tenderers must as a minimum, meet the requirements set out below. Tenderers should be able to demonstrate a track record in producing high profile programmes of sport, journalism, discussion and issues. They should be experienced in managing programmes that may involve complex fast turnaround operations, and have a proven track record of employing experienced production and resource staff. Successful tenderers will have demonstrated editorial and journalistic judgement complemented by production flair, creativity and innovation. A first submission should include: A detailed response to the editorial brief Named key production and craft personnel A guide price for the weekly highlights programme with summary level of detail The successful Tenderer will be expected to produce the requirement to the BBC’s Technical Standards, which can be found at the BBC Commissioning Website: BBC Commissioning BBC guidelines and OFCOM guidelines for production will also have to be adhered to. These guidelines include advertising on site and across any aspect of the event, including presenters and contributors. Completion of the Tender Eligibility Form The successful Tenderer will also be required to liaise with the sports departments of the relevant BBC regions on TV and radio, other areas of the BBC covering Rugby League such as BBC Sport and their associated independent companies, as well as Rights Holders, clubs, sponsors and event organisers. 2.0 CONTRACT DURATION The Super League Show ITT 3 page of 10 2.1 This contract will be awarded initially for 2 seasons in 2019. Subject to budget and contract the BBC anticipates work will commence on planning the programme as soon as the successful candidate has been notified. 3.0 TIMETABLE 3.1 It is envisaged that formal commencement of the BBC requirement will be from 25th November 2018. The 2019 Super League regular season will start in February 2019 and runs until September 2019. 3.2 The proposed timetable for award will be as follows:- Activity Completed by 1. Evaluation/Clarification/interviews 23/11/2018 7. Contract Award w/c 25/11/2018 The interviews will take place on Friday 23rd November in Media City, Salford. The interview panel will include: Jason Horton, BBC England Head of Sport; Judith Byrne, BBC England Scheduling and Business Affairs Partner; Nicola Addyman, BBC Leeds Weeklies Editor and Sally Richardson, BBC Sport Series Producer. 4.0 THE BBC AND ITS OBLIGATIONS UNDER THE FREEDOM OF INFORMATION ACT As a public authority the BBC is required to comply with the Freedom of Information Act 2000 (FOIA) which came into force on 1st January 2005. FOIA is intended to deliver greater accountability for decisions and spending across the whole of the public sector. It requires public authorities to strike the balance between achieving transparency and protecting genuinely confidential or commercially sensitive information. It is the BBC’s decision whether or not to disclose information contained within Tenders, or contractual information but it will take the views of Tenderers into account when making a decision under FOIA. The BBC strongly recommends that if a Tenderer considers information to be exempt under FOIA, it should complete the Summary of Designated Information and state the reasons why it considers that this information should be exempt under FOIA. Tenders not complying with these instructions may be rejected by the BBC whose decision in the matter shall be final. 1. SUBMISSION OF TENDERS 1.1 Please complete part one of this Tender, providing all the necessary supplementary information, before returning to: [email protected] 1.2 Part One of Tenders to be received no later than 12:00 on Monday 5th November 2018. 2.0 FORMAT AND CONTENT OF TENDER RESPONSE The structure and format of Tenders should be as follows:- 2.1 Part 1 - Requirement Proposals The Tenderer’s detailed proposal for meeting the BBC’s Specification of Requirement, as provided at Section C – Editorial Brief. Within Section C - Editorial Brief, BBC England have asked the Tenderers to focus on the following aspects of the requirement: Key coverage personnel (Please do not approach on-air presenter at this stage.) Key production personnel Coverage and Analysis Tone Titles and set Social media and online Working with the BBC Please provide an overview and any clear proposals you may have of each of the above, focusing on the specific areas outlined in Section C – Editorial Brief. The Tenderer will also be expected to provide a plan of how the programme would be covered both technically and visually in a creative and cost effective way, taking into full consideration that this is a tight turn-round highlights programme with varying slot lengths and kick off days and times for fixtures. The Tenderer will also be expected to provide a sample running order. 2.2 Part 2 - Pricing Schedule An indicative costing proposal based on the information given in Section C – Editorial Content. BBC England recognise that this will not be a final pricing schedule but it will provide some indication on the budget required. The Super League Show ITT 5 page of 10 The maximum contract value to the Bidder will be £254,319.40 per season and the Bidder’s core proposal must not exceed this amount. 2.3 Part 3 – Tender Eligibility The eligibility stage sets minimum criteria for suppliers to reach in order to be permitted to compete in the tender process. Please complete the TEF #and return to [email protected] 3.0 TENDERER SELECTION 3.1 The BBC will examine Tenders for completeness and may seek clarification where necessary. A Tender may be rejected prior to detailed evaluation if it does not substantially fulfil the requirements of the BBC as stated in the ITT. 3.2 A short list of Tenderers will be selected for from the initial bidders. This later stage will include a presentation and interview. 3.3 The BBC will award the contract to the Company whose Tender has been determined as best fulfilling the BBC’s requirements as stated in the ITT. The validity period should be confirmed by completing the Form of Tender provided at Section F. The Tender must be signed by an authorised representative of the organisation who must also have corporate authority to sign any resultant Contract. This will be sent out as part of stage 2 of the process. 7.0 MODIFICATION AND WITHDRAWAL 7.1 The BBC may modify the ITT at any time prior to the deadline for receipt of submission.
