Frederick the Second won the Seven Years War. Who Else won it? Every page a victory. Who cooked the feast for the victors? Every ten years a great man. Who paid the bill? So many reports. So many questions. ‘Questions from a Worker who Reads’ by Bertolt Brecht i A PEOPLE’S HISTORY OF THE WORLD The questions raised in Brecht’s poem are crying out for answers. Pro- viding them should be the task of history. It should not be regarded as the preserve of a small group of specialists, or a luxury for those who can afford it. History is not ‘bunk’, as claimed by Henry Ford, pioneer of mass motor car production, bitter enemy of trade unionism and early admirer of Adolf Hitler. History is about the sequence of events that led to the lives we lead today. It is the story of how we came to be ourselves. Under- standing it is the key to finding out if and how we can further change the world in which we live. ‘He who controls the past controls the future,’ is one of the slogans of the totalitarians who control the state in George Orwell’s novel 1984. It is a slogan always taken seriously by those living in the palaces and eating the banquets described in Brecht’s ‘Questions’. Some 22 centuries ago a Chinese emperor decreed the death penalty for those who ‘used the past to criticise the present’. The Aztecs attempted to destroy records of previous states when they con- quered the Valley of Mexico in the 15th century, and the Spanish at- tempted to destroy all Aztec records when they in turn conquered the region in the 1620s. Things have not been all that different in the last century. Chal- lenging the official historians of Stalin or Hitler meant prison, exile or death. Only 30 years ago Spanish historians were not allowed to delve into the bombing of the Basque city of Guernica, or Hungar- ian historians to investigate the events of 1956. More recently, friends of mine in Greece faced trial for challenging the state’s version of how it annexed much of Macedonia before the First World War. Overt state repression may seem relatively unusual in Western in- dustrial countries. But subtler methods of control are ever-present. As I write, a New Labour government is insisting schools must stress British history and British achievements, and that pupils must learn the name and dates of great Britons. In higher education, the histo- rians most in accord with establishment opinions are still the ones who receive honours, while those who challenge such opinions are kept out of key university positions. ‘Compromise, compromise’, remains ‘the way for you to rise.’ Since the time of the first Pharaohs (5,000 years ago) rulers have presented history as being a list of ‘achievements’ by themselves and their forebears. Such ‘Great Men’ are supposed to have built cities ii INTRODUCTION and monuments, to have brought prosperity, to have been respon- sible for great works or military victories—and, conversely, ‘Evil Men’ are supposed to be responsible for everything bad in the world. The first works of history were lists of monarchs and dynasties known as ‘King Lists’. Learning similar lists remained a major part of history as taught in the schools of Britain 40 years ago. New Labour—and the Tory opposition—seem intent on reimposing it. For this version of history, knowledge consists simply in being able to memorise such lists, in the fashion of the ‘Memory Man’ or the Mas- termind contestant. It is a Trivial Pursuits version of history that pro- vides no help in understanding either the past or the present. There is another way of looking at history, in conscious opposition to the ‘Great Man’ approach.

Dass es rot-rote Koalitionen auf Lan- desebene geben darf, ist in der Sozialdemokratischen Partei Deutschlands, in deren traditionsreicher Geschichte die Hessin Andrea Ypsilanti immerhin als Fußnote vermerkt werden wird, kaum noch umstritten. In order to do this, two case studies are considered: firstly, the seventy-eight day NATO bombing campaign over the Federal Republic of Yugoslavia in 1999, and secondly, the overthrow of Slobodan Milošević in October of 2000. The British socialist press analysis is focused on the Morning Star, the only English-language socialist daily newspaper in the world, and the multiple publications affiliated to minor British socialist parties such as the Socialist Workers’ Party and the Communist Party of Great Britain (Provisional Central Committee). The thesis outlines a broad history of the British socialist movement and its media, before moving on to consider the case studies in detail.

It is a myth propagated by the enemies of socialism – former Labour leader Harold Wilson boasted that he was never able to get beyond the first page of Marx’s Capital. It is a myth also encouraged by a peculiar breed of academics who declare themselves to be ‘Marxists’: they deliberately cultivate obscure phrases and mystical expressions in order to give the impression that they possess a special knowledge denied to others. So it is hardly surprising that many socialists who work 40 hours a week in factories, mines or offices take it for granted that Marxism is something they will never have the time or the opportunity to understand.

    More Shock than Therapy: Why there has been no miracle in eastern Germany?, Socialism and Democracy (Summer). Draft Over the last few years a change of mood has affected German politics with regard to the country‘s ‗eastern problem‘.1 Until recently it was generally addressed by politicians with bluff confidence, expressing a sanguine faith that the combination of marketisation and state subsidies would rapidly modernise the region. But to an increasingly sceptical eastern electorate, such affirmations of a swift and sure revival are beginning to sound as empty as the promissory slogans of a previous era. Some politicians now feel obliged to adopt a more cautious tone. Dissenting voices are becoming more outspoken. Perhaps the most notable of the latter is that of Wolfgang Thierse, deputy leader of the Social Democratic Party (SPD) and president of the German parliament, who created a furore last year with the publication of critical theses, followed by a book, on economic and social conditions in the East.2 ‗Any honest appraisal‘, Thierse warned (Die Zeit No. 2 2001), ‗must establish that Eastern Germany‘s social and economic situation is approaching the brink.‘ The theses were indeed alarming; they drew attention to the decline in the economically active population, which had fallen below five million for the first time; to the unemployment rate, which had soared from 1.8 times that of the West in 1998 to 2.3 times in 2000; and to soaring levels of youth emigration and unemployment. ‗The longer the catch-up process stagnates,‘ Thierse warned, ‗the more quickly and clearly tendencies to decline will develop, even to the point of endangering what has, often at great cost, already been achieved.‘ The conclusion was sombre: ‗East Germany is, in this light, no longer a region in transition but second rate in perpetuity.‘ The contrast between such serious consideration of perpetual backwardness and the hopes and predictions of earlier phases of the ‗catch-up process‘ could hardly be sharper.

Not for quotation without written permission from the author. 2 Introduction: The Need for a Dialogue The need for an extended dialogue between Marxism and anti-racism emerges from several points of entry. 1 It is motivated in part by a perceptible distance between these two bodies of thought, sometimes overt, sometimes more ambiguous. For example, Cedric J. Robinson, in his influential work, Black Marxism, stresses the inherent incompatibility of the two paradigms, though the title of his classic work suggests a contribution to a new synthesis. While emphasizing the historic divide, Robinson devotes considerable attention to the ground for commonality, including the formative role of Marxism in the anti-racist theories of authors and activists such as C.L.R. James and W. E. B. Dubois.2 In recent debates, anti-racist theorists such as Edward Said has rejected the general framework of Marxism, but are drawn to some Marxists such as Gramsci and Lukacs.3 There is also, however, a rich body of material that presumes a seamless integration between Marxism and anti-racism, including those such as Angela Davis, Eugene Genovese and Robin Blackburn.4 Identifying points of similarity and discordance between Marxism and anti-racism suggests the need for dialogue in order to achieve either some greater and more coherent synthesis, or, alternatively, to more clearly define the boundaries of distinct lines of inquiry.

It shows how the Sino–Soviet Split and the Chinese Cultural Revolution endan- gered the public transcripts of East German state socialism by undermining its organiz- ing metaphors and principles. Chinese cadres used their East Berlin embassy as a stage, showcase and megaphone for their dissenting vision of communism throughout the decade, winning some support from elderly communists, young anti-authoritarians and students from the Global South. Studying the East German campaign against what was known as ‘Mao Zedong Thought’ sheds light on the transnational traffic of actors and ideas within the Second World in the turbulent decade of the 1960s. The official and vernacular response to the Maoist challenge suggests that East German ideology was constituted by a double demarcation in the 1960s, against Western social democracy and capitalism to its right and Chinese communism to its left.
