EP President David Sassoli will address the special European Council meeting on Monday at 19:00, where EU leaders will discuss the response to COVID-19, climate change, relations with Russia and with the UK, and will hold a press conference on Tuesday at 10:00. EU Digital Covid Certificate. Following the provisional agreement reached by Parliament and Council negotiators on 20 May, the Civil Liberties Committee will vote on the deal, ahead of the final adoption expected during the June plenary session (Wednesday). Common Agricultural Policy (CAP) reform. Parliament, Council and Commission negotiators will hold meetings throughout the week to try to conclude a political agreement on EU farm policy post-2023 (from Tuesday onwards). Brexit Adjustment Reserve. The Regional Development Committee will vote on the Brexit Adjustment Reserve, a €5 billion financial tool designed to help EU countries counter the adverse economic and social consequences of Brexit. MEPs will adopt a draft negotiating mandate to enter into talks with EU governments to agree on the final shape of the instrument (Tuesday). A press conference will take place at 10:30 on Wednesday. EU funds/Czech Prime Minister Babiš. The Budgetary Control Committee will adopt their views on recent evidence found by the Commission that Czech Prime Minister Andrej Babiš has exercised influence on the allocation of EU subsidies to Agrofert, an agro-chemical conglomerate that he founded. The resolution concludes a plenary debate that was held in May (Wednesday). EU biodiversity strategy. The Environment Committee will respond to the Commission’s new EU biodiversity strategy, which incorporates MEPs’ proposal on establishing protected areas for at least 30% of EU land and sea area. The draft text calls for a legally binding biodiversity governance framework, similar to the Climate Law, and a set of binding objectives for 2030 and 2050. It also calls for a "Paris-agreement" for biodiversity at the UN conference in October 2021 (Friday). To prepare the next Presidency of the Council, held by Slovenia from July until end of 2021, the Conference of Presidents (EP President and groups’ leaders) will meet remotely with Prime Minister Janez Janša. President Sassoli and the Prime Minister will then hold a joint press conference, from Parliament’s press room, with video link to Ljubljana. (Wednesday). President’s diary. EP President David Sassoli will have a bilateral meeting with Prime Minister Janša on Tuesday. On Wednesday, President Sassoli will also deliver a speech at the Forum ANSA and meet Italy’s Minister of Economic Development Giancarlo Giorgetti. President Sassoli will have an official a visit to Athens for the 40th anniversary of Greece’s accession to the EEC on Thursday and Friday. The visit includes meetings with Hellenic Republic President Katerina Sakellaropoulou, Parliament Speaker Konstantinos Tassoulas and Prime Minister Kyriakos Mitsotakis as well as addressing a joint session of parliamentary committees on EU and Foreign Affairs.     Legislative Power of the European Parliament Committees: Plenary Adoption of Committee Reports Nikoleta Yordanova European University Institute [email protected] Paper prepared for the 11th Biannual Conference of the European Union Studies Association Los Angeles, California, 23-25 April 2009 This paper questions the claim that the European Parliament (EP) is a legislature with strong committees. It examines to what extent the plenary adopts committee reports as the official parliamentary legislative positions under codecision. The committees’ impact is expected to be substantially weakened when an informal early agreement is reached with the Council. Furthermore, following the predictions of congressional theories, committees are expected to be more successful if the legislators drafting their reports have no special outlying interests, have relevant expertise, and are affiliated with big party groups. These hypotheses are tested on an original data set on all codecision reports which passed first reading in the 6th EP so far (2004- 2009). The findings suggests that indeed informal trilogue agreements significantly undermine committees’ legislative influence, which is somewhat counteracted by the expertise of rapporteurs. First draft. Introduction For over a decade the European Parliament has served as an equal co-legislator with the Council of Ministers in drafting the European legislation falling under the codecision procedure. The latter procedure has significantly changed since it was first introduced in the Maastricht Treaty (1992). Most importantly, the Amsterdam Treaty (1999) abolished the Council’s ability to reinstate its position after three readings of unsuccessful negotiations with the EP and allowed for an early conclusion of codecision acts already in the first reading.

    Mr Josep Borrell Vice-President of the European Commission High Representative of the Union for the CFSP Rue de la Loi 170 1000 Brussels Brussels, 16th April 2021 Dear Mr. High Representative; Mr Vice-President of the Commission: A delegation from the illegitimate National Assembly of the Bolivarian Republic of Venezuela, which emerged from the electoral farce organised on 6th December 2020 by the regime of Nicolás Maduro, recently paid a visit to Brussels and was officially received by the institution you lead. According to a statement you made on behalf of the European Union on 6th December, this spurious process took place in the absence of electoral conditions that could have guaranteed its credibility, without any respect for political pluralism, and in an atmosphere of persecution and disqualification of democratic leaders whose legitimate rights were curtailed. Your statement concludes that such circumstances could not consider this process credible, inclusive, and transparent and therefore the results did not represent the will of the Venezuelan people. That initial statement was confirmed on 6 January of this year by a new declaration, in similar terms to those expressed on 6 December, and by the conclusions of the Foreign Affairs Council of 25 January. These reiterated the lack of recognition of the electoral process and regretted the behaviour of the authorities of the Maduro regime, whose actions are preventing a solution to the serious crisis in Venezuela. We were surprised and gravely concerned to learn that on 14th April, at your request, senior officials of the European External Action Service received the aforementioned delegation, comprising Iris Varela, Pedro Carreño and Desirée Santos Amaral, at the EEAS headquarters.

L’eurodeputata Silvia Costa si è infatti battuta fin dal 2014, come presidente della commissione Cultura del Parlamento europeo, affinché venisse dedicato un anno tematico al patrimonio culturale (l’unico organizzato dalla Commissione Juncker).

Using a novel dataset of roll-call votes in the current EP-term, we identify critical members whose votes are necessary to form winning coalitions. We found that committee members with formal positions, EP group coordinators as well as German, French, Italian and British members are powerful actors. Nevertheless, rapporteurs are not necessarily influential. We also concluded that members with moderate ideological position but from Member States with extreme agricultural importance are the most powerful ones.
