TEE 1919 RACE RIOTS IN BRITAIN: TI-LIR BACKGROUND AND CONSEOLENCES JACOLEUNE .ENKINSON FOR TI-E DEGREE OF DOCTOR OF PHILOSOPHY UNIVERSITY OF EDINBURGH 1987 ABSTRACT OF THESIS This thesis contains an empirically-based study of the race riots in Britain, which looks systematically at each of the nine major outbreaks around the country. It also looks at the background to the unrest in terms of the growing competition in the merchant shipping industry in the wake of the First World War, a trade in which most Black residents in this country were involved. One result of the social and economic dislocation following the Armistice was a general increase in the number of riots and disturbances in this country. This factor serves to put into perspective the anti-Black riots as an example of increased post-war tension, something which was occurring not only in this country, but worldwide, often involving recently demobilised men, both Black and white. In this context the links between the riots in Britain and racial unrest in the West Indies and the United States are discussed; as is the growth of 'popular racism' in this country and the position of the Black community in Britain pre- and post- riot. The methodological approach used is that of Marxist historians of the theory of riot, although this study in part, offers a revision of the established theory. Edgar Hoover and the "Red Summer" of 1919 MARK ELLIS J. Edgar Hoover directed the Bureau of Investigation (BI), later renamed the Federal Bureau of Investigation, from 1924 until his death in 1972. His autocratic style of management, self-mythologising habits, reactionary political opinions and accumulation of secret files on real, imagined and potential opponents have been widely documented. The views and methods he advocated have been variously attributed to values he absorbed as he grew up and to certain peculiarities of his personality. Most to biographers trace his rapid rise to prominence in the BI his aptitude for investigating alien enemies during World War I, and radicals during the subsequent Red Scare. -

The war’s long-term effects were so devastating that it is fair to say no clear dividing-line separates the war itself from the post-war period; nearly 10 million men died, in other words, one in seven of all soldiers; 21 million were wounded; millions of widows, orphans and other grieving relatives were left behind to mourn their dead. The war’s aftermath produced countless human tragedies; nearly every family continued to feel the emotional and psychological effects for years to come.1 To take the single year of 1919 and consider it as a specific historical subject in its own right thus constitutes another way to question traditional chronology, which tends to view the Armistice of 11 November 1918 and the subsequent peace treaties as the two decisive markers in the return to peace. In reality, 1919 constitutes at most a step – but only a step – in what historians now call ‘the transition from war to peace’, in French, la sortie de guerre. This term refers to a transition period of several years, characterised by the return home of soldiers and prisoners of war, the pacification of the belligerent nations and the far slower demobilisa- tion of minds and attitudes, or what is also called ‘cultural demobilisation’.2 This process was far from straightforward. -

Chapter 4 Martial Law and Massacre: Violence and the Limit In Amritsar, 13 April 1919 was a day marked by the heat and dust char- acteristic of the Punjab at that time of the year. General Dyer, who had been in the city since 11 April, spent the morning marching round the city, reading a proclamation forbidding the residents from leaving the city or gathering in processions or assemblies. By 1:00 P.M., however, finding the weather too hot, he returned to his headquarters. Soon after, he received reports that an alternative procession during the morning was announcing a gathering at Jallianwala Bagh at 4:30 P.M. The city was observing the fourth consecutive day of Hartal or general strike, and there were funerals being held for people shot by the mili- tary on 10 April. Adding to this tension was the fact that many people had come into the city from out of town, as it was the day of the Baisakhi festival—the Hindu New Year. It is estimated that by the after- noon some twenty thousand people had assembled in the bagh, some in open defiance of General Dyer’s proclamation, but others merely in the spirit of the festival, as the bagh was adjacent to the holy Golden Temple. By 4:00 P.M. General Dyer received information that the meet- ing was being held and immediately set out with his troops and armored vehicles.1 Jallianwala Bagh was actually not a park or garden at all, but an unused ground in the shape of an irregular rectangle about 250 yards long and 200 yards wide. -

In April 1919, Dr. William Rankin, the Secretary of the State Board of Health and a noted proponent of health education, reported the death of over 13,600 North Carolinians from influenza, and estimated that approximately 1,000,000 of North Carolina's 2.5 million inhabitants had caught the disease. Nationally, the disease killed around 700,000, and some estimates suggest anywhere from 50 to 100 million died worldwide. Known alternately as "the grippe," the "Spanish flu," and the "Spanish lady," the influenza A strain from this pandemic was particularly virulent, hitting the United States in multiple waves. There were a number of complicating factors that influenced the spread of the epidemic. Coming as it did during the height of the United States' involvement in World War One [8], such measures as the state took to combat the flu were often overshadowed by the patriotic fervor accompanying the war. In addition, the cause of the disease was unknown, and many hesitated even diagnosing it as influenza. Other diseases, like typhoid fever and tuberculosis, were affecting the state at the same time. -
