3.5 Freight Movement 3.5 Freight Movement A. INTRODUCTION This section describes the characteristics of the existing rail freight services and railroad operators in the project area. Also addressed is the relationship between those services and Build Alternative long-term operations. The study area contains several rail freight lines and yards that play key roles in the movement of goods to and from the Port of New York and New Jersey, the largest port on the east coast, as well as in the movement of goods vital to businesses and residents in multiple states. However, no long-term freight movement impacts are anticipated with the Build Alternative, and no mitigation measures will be required. B. SERVICE TYPES The following freight rail services are offered in the project area: • Containerized or “inter-modal” consists primarily of containers or Example of Doublestack Train with Maritime truck trailers moved on rail cars. Appendix B Capital Plan Project Sheets Regional Transit Projects Project Sheet | Portal Bridge Replacement (Portal North) Description The existing Portal Bridge is a ±960-foot long structure which carries the Existing: Portal Bridge Northeast Corridor (NEC) over the Hackensack River between Newark Penn Station and Secaucus Junction. The existing movable, swing span bridge was constructed in 1910, is 110-years old, and has exceeded its originally intended service life. Due to its age and frequency of use, the movable bridge is costly and difficult to maintain and experiences frequent breakdowns. The two-track bridge creates a bottleneck between the four-track territories to the east and west and requires train speed reductions of 30% which contributes to a decrease in rail service reliability. Given its low vertical clearance to the river, frequent bridge openings are required to accommodate marine traffic. Also, mechanical component malfunctions often cause the bridge to be open for extended periods of time, resulting in frequent, lengthy delays of rail service on the NEC. Additionally, the existing bridge does not have enough capacity to accommodate anticipated future demand. If funded, this project would replace the existing bridge with a higher, more reliable, double track fixed bridge on a new alignment to the north of the existing bridge. The increased vertical profile would eliminate interruptions to rail service due to required bridge openings. The new north bridge would also eliminate speed restrictions, thereby improving Proposed: New Bridge rail operation and capacity across the span. A second, two-track southern bridge, Portal South, is contemplated separately as part of the overall Gateway Program, which when complete would substantially increase operational capacity along this critical length of the NEC. -

This Document Reports the Accomplishments of Gateway National Recreation Area (NRA) staff who participated in NPS’s first Climate Friendly Parks Workshop in June 2003. Gateway staff developed the following Framework for Local Action Planning, which outlines park-wide goals and strategies to reduce greenhouse gas emissions. The approaches provided in the Framework are intended to serve as an example for each of Gateway NRA’s three management units when they devise unit-specific strategies for meeting park-wide goals. The Framework proposes reducing greenhouse gases through increased awareness about climate change and management of transportation, buildings and facilities, grounds and lands, and waste. Montclair’s Train Stations Compiled by Montclair History Center Trustee, Helen Fallon September, 2018 l www.montclairhistory.org l [email protected] Lackawanna Station 291 Bloomfield Avenue • Montclair has six train stations. • There have been three different train station buildings at this Bloomfield Avenue site. • Rail service to this Bloomfield Avenue station began in 1856, when Montclair was still known as West Bloomfield. The line was first operated by the Newark & Bloomfield Rail Company; shortly thereafter it became part of the Morris & Essex Railroad; and in 1868 the line became part of the Delaware Lackawanna & Western Railroad (DL&W).1 • The first station, from the mid-1800s, was fairly simple – seen in the photos and drawing that follow. • From this Montclair terminus, commuters or travelers (or goods) could ride to Hoboken, where they would switch to the ferry to New York City. Travel time was said to be 1.5 hours each way. TRANSIT APPENDIX Contains: Future NJ TRANSIT Needs The Port Authority’s Interstate Transportation Role Transit Appendix 1 DRAFT Plan 2045: Connecting North Jersey Draft: Future Transit Needs in the NJTPA Region The following analysis of future transit needs was prepared by NJ TRANSIT to inform the development of Plan 2045: Connecting North Jersey. It will guide the NJTPA’s planning and capital programming activities over the next three decades. The foremost concern in projecting future funding needs is predicated on a fully funded state of good repair program for NJ TRANSIT’s existing public transit system. Addressing ongoing and sustained needs related to rehabilitation and basic systems improvements must also constantly progress in order to maintain a statewide public transit network that is responsive to customer needs. With the need to address a focus on state of good repair as a prerequisite, proposed future expansion projects need to be assessed through a series of physical/operational feasibility, environmental, economic and ridership, fiscal and financial analyses. Ongoing operating and maintenance costs associated with proposed projects are a critical component of analysis, as they have a direct impact on NJ TRANSIT’s annual operating budget. Among the future investment needs being considered for longer term capital funding are the following: Capacity Improvements and Transit Service Expansions Additional Trans-Hudson Public Transit Capacity Various studies are underway to examine ways to increase trans-Hudson bus, rail and ferry capacities. Among the major efforts is the Gateway Program, led by Amtrak, focused on preserving and increasing rail capacity between New Jersey and Manhattan. On a broader level, the Federal Railroad Administration is managing the NEC FUTURE effort examining the future needs of the entire Northeast Corridor from Washington, D.C.
