Regional Transit Projects Project Sheet | Portal Bridge Replacement (Portal North) Appendix B Capital Plan Project Sheets Regional Transit Projects Project Sheet | Portal Bridge Replacement (Portal North) Description The existing Portal Bridge is a ±960-foot long structure which carries the Existing: Portal Bridge Northeast Corridor (NEC) over the Hackensack River between Newark Penn Station and Secaucus Junction. The existing movable, swing span bridge was constructed in 1910, is 110-years old, and has exceeded its originally intended service life. Due to its age and frequency of use, the movable bridge is costly and difficult to maintain and experiences frequent breakdowns. The two-track bridge creates a bottleneck between the four-track territories to the east and west and requires train speed reductions of 30% which contributes to a decrease in rail service reliability. Given its low vertical clearance to the river, frequent bridge openings are required to accommodate marine traffic. Also, mechanical component malfunctions often cause the bridge to be open for extended periods of time, resulting in frequent, lengthy delays of rail service on the NEC. Additionally, the existing bridge does not have enough capacity to accommodate anticipated future demand. If funded, this project would replace the existing bridge with a higher, more reliable, double track fixed bridge on a new alignment to the north of the existing bridge. The increased vertical profile would eliminate interruptions to rail service due to required bridge openings. The new north bridge would also eliminate speed restrictions, thereby improving Proposed: New Bridge rail operation and capacity across the span. The existing two-track bridge creates a bottleneck between the four-track territories to the east and west, conflicts with marine traffic, and restricts operating speeds by 30% which all contribute to reductions in service reliability. Recurring bridge openings coupled with mechanical component malfunctions cause the bridge to be open for long periods of time, resulting in frequent, lengthy delays on the corridor. The existing double track bridge does not have enough capacity to accommodate current demand on the corridor. Project Sheet | Penn Station New York – NJ TRANSIT Access Improvements Description Existing Station Corridors New York Penn Station serves as a major rail hub for the Long Island Rail Road, Amtrak and NJ TRANSIT. As the busiest terminal station for NJ TRANSIT rail operations, Penn Station New York services Northeast Corridor, North Jersey Coast, Raritan Valley (limited), Morris and Essex, Gladstone, and Montclair Boonton Lines. During peak periods, NJ TRANSIT typically operates on 12 of the terminal’s 21 tracks, sharing platform space with Amtrak. There are serious vertical access and egress issues between platforms which serve NJ TRANSIT trains and station concourse levels. These issues are exacerbated by limited access points within the station and by current separation between the main East and West End concourses. This project would extend the existing Central Concourse to allow for more vertical access to existing train platforms serving NJ TRANSIT, improve the existing Hilton Corridor so it better connects between vertical access points to platforms, and improve signage and wayfinding to facilitate the safe and efficient movement of passengers and visitors. A new accessible entrance between the extended concourse and the street level would be created.     3.5 Freight Movement 3.5 Freight Movement A. INTRODUCTION This section describes the characteristics of the existing rail freight services and railroad operators in the project area. Also addressed is the relationship between those services and Build Alternative long-term operations. The study area contains several rail freight lines and yards that play key roles in the movement of goods to and from the Port of New York and New Jersey, the largest port on the east coast, as well as in the movement of goods vital to businesses and residents in multiple states. However, no long-term freight movement impacts are anticipated with the Build Alternative, and no mitigation measures will be required. B. INTRODUCTION AND METHODOLOGY This chapter assesses the potential impacts of the project alternatives on transportation conditions in the New York-New Jersey metropolitan area and the entire Northeast Corridor. Since the Portal Bridge is a vital link on the Northeast Corridor, the project alternatives could result in effects over a larger area than many of the other environmental resources examined in this FEIS. The effects of the project alternatives on the capacity and reliability of Amtrak and NJ TRANSIT’s crossing of the Hackensack River could have a positive effect on regional and commuter rail travel along the Northeast Corridor. This could lead to changes in travel patterns and modes that are discussed below. Therefore, the transportation impact assessment includes a discussion of regional issues, with a focus on the critical trans-Hudson corridor. The analysis presented in this chapter includes an evaluation of current and future transportation infrastructure within the project study area, including intercity rail, public transportation (including public and private bus service, commuter and light rail, and ferry services), navigable waters, and the roadway system. B. EXISTING CONDITIONS The importance of public transportation (including bus, rail, and ferry) in northern and central New Jersey is reflected in the mode shares for the different types of trips made in the region. As shown in Table 4-1, while intra-New Jersey trips were predominately auto-based, trans-Hudson trips are evenly split between automobiles and public transportation. This illustrates the importance of public transportation in providing access to New York City for employment, entertainment, shopping, education, and other trips.

The line was first operated by the Newark & Bloomfield Rail Company; shortly thereafter it became part of the Morris & Essex Railroad; and in 1868 the line became part of the Delaware Lackawanna & Western Railroad (DL&W).1 • The first station, from the mid-1800s, was fairly simple – seen in the photos and drawing that follow. • From this Montclair terminus, commuters or travelers (or goods) could ride to Hoboken, where they would switch to the ferry to New York City. Travel time was said to be 1.5 hours each way. Lancaster Dispatcher Page 2 December 2017 Holiday Travel THE MUTUAL MAGAZINE - FEBRUARY, 1941 With holiday travel at the highest peak in many years, officers of the Pennsylvania Railroad estimated that during the period from December 13 to December 24, inclusive, the movement over all divisions of the system totalled approximately 2,500,000 passengers, an increase of nearly 20% above 1939. Of this number 2,000,000 rode in coaches and 500,000 in Pullman sleeping and parlor cars. The period covered embraced practically all of the Christmas trek “back home” for family reunions and the heavy travel to Florida, as well as soldiers visiting their people on furloughs from the various encampments throughout the country. In handling this Christmas traffic, 1,314 extra sections and special trains were operated, in addition to many extra cars on regularly scheduled trains. The heaviest day was December 20, when 202 extra sections were required. There were 1,621 extra runs of Pullman cars, including 1,230 sleeping and 391 parlor car movements. To accommodate the tremendous demand for reservations to Florida, 12 extra coach trains, handling more than 4,000 passengers, were operated on PRR WARTIME HOLIDAY POSTER - 1942 four days from New York, Philadelphia and Baltimore, via the Washington COLLECTION OF THE EDITOR gateway, to leading Florida points.
