Municipal Building As authorized by Section 551.071 of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any agenda item herein. The City of Rowlett reserves the right to reconvene, recess or realign the Regular Session or called Executive Session or order of business at any time prior to adjournment. 1. CALL TO ORDER 2. EXECUTIVE SESSION There are no items for this agenda. 3. WORK SESSION (5:30 P.M.)* Times listed are approximate. 3A. Joint Work Session of Golf Advisory Board and City Council. (45 minutes) 3B. Discuss an amendment to Chapter 77-704 of the Rowlett Development Code (RDC) to include Article 211.006(f) of the Texas Local Government Code, providing that the affirmative vote of at least three-fourths of City Council be required to overrule a recommendation of denial by the Planning and Zoning Commission. (20 minutes) 3C. Discuss a proposed ordinance to adopt the 2019 Water Conservation Plan and the 2019 Water Resource and Emergency Management Plan (jointly the Water Management Plan) as required by the Texas Commission on Environmental Quality (TCEQ). (15 minutes) 3D. Update on dockless bike systems in the City. (20 minutes) 4. Presentation of Proclamation recognizing the week of May 18 – 24, 2019, as National Safe Boating Week. 5C. Presentation of a proclamation recognizing the fifth graduating class of the Rowlett City Academy. 5D. Presentation of Proclamation recognizing the week of May 19 – 25, 2019 as National Public Works Week. 5E. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. 6. CITIZENS’ INPUT At this time, three-minute comments will be taken from the audience on any topic. To address the Council, please submit a fully-completed request card to the City Secretary prior to the beginning of the Citizens’ Input portion of the Council meeting. No action can be taken by the Council during Citizens’ Input. 7. CONSENT AGENDA The following may be acted upon in one motion. A City Councilmember or a citizen may request items be removed from the Consent Agenda for individual consideration. 7A. Consider action to approve minutes from the May 7, 2019 City Council Meeting and the May 13, 2019 City Council Special Meeting. 7B. Consider action to approve an ordinance authorizing a Capital Improvements Agreement with American Golf Corporation (AGC) in an amount not to exceed $85,385 for upgrading sand bunkers at the Waterview Golf Club and amdending the Fiscal Year 2019 (FY2019) Capital Budget. 7C. Consider action to adopt an ordinance amending the Fiscal Year 2019 (FY2019) Capital and Operating budgets. 7D. Consider action to approve an ordinance adopting the 2019 Water Conservation Plan and the 2019 Water Resource and Emergency Management Plan (jointly the Water Management Plan), and authorizing the Mayor to execute the necessary documents. 7E. Consider action to approve a resolution approving an additonal fifteen percent (15%) contingency to Quality Excavation, Ltd. in the amount of $275,315.93, resulting in a total project budget amount of $2,294,299.38 for the Highland Meadows Street Reconstruction & Improvements Phase 2 Project, and authorizing the Mayor to execute the necessary documents for said services. 7F. Consider action to approve a resolution executing a Task Authorization FY19-HZ-02 with Huitt-Zollars, Inc. for professional design services associated with the Chiesa Road Widening Project in the amount of $891,160 and authorizing the Mayor to execute the necessary documents for said services. 8. (30 minutes) STAFF REPRESENTATIVE Angela Smith, Director of Parks and Recreation EXECUTIVE SUMMARY The City has prioritized governing transparently and inclusively by emphasizing active involvement of well-informed citizens and building trust by removing barriers to information. Meeting with the City’s Boards and Commissions on a regular basis to discuss accomplishments, ongoing activites, and future goals is a great way to promote that priority. The purpose of this item is to conduct a joint meeting with the Golf Advisory Board. STRATEGIC PRIORITY AND GOAL(S) Strategic Priority Strategic Goal GOVERN 1.8 Provide accurate and timely information to policy makers TRANSPARENTLY & and the public. INCLUSIVELY BACKGROUND INFORMATION On December 1, 2015, Chairpersons and Staff Liaisons for the City’s Boards and Commissions met with Council to discuss Council’s request for a review of the boards’ roles and purpose as outlined in the Boards and Commissions Handbook. As an outcome of the meeting, Council has set the expectation of meeting one-on-one each year with City Boards and Commissions to discuss their respective roles and future direction. The Golf Advisory Board last held a joint meeting with City Council on May 15, 2018. DISCUSSION Brent Dorenbecker, Chair, and members of the Golf Advisory Board will share the Board’s perspective on their service in this capacity, reporting last year’s accomplishments and this year’s plans and goals. Members will engage in conversation about how the Board provides advisory services to Council for the citizens of Rowlett. The Golf Advisory Board has spent significant time and effort to prepare for this presentation. The Board will present its accomplishments from the prior 12-month period and its plans and goals over the next 12 months, to include its FY2020 budget requests. Accomplishments • Completed full facility audit in August 2018. Eagle View Incorporated team including Sandy Queen, Ron Matthews and Todd Clark. • Supported negotiations with American Golf Corporation to make significant improvements on the course in 2019. • Supported the 2018 Bond Election package (replacement of the greens and retaining walls on holes #3,8, 18). Project was approved by Council in March 2019. Work will begin in June 2019. • Formed a Bunker subcommittee to develop a Bunker renovation Plan. Bunker Renovation Plan, which was approved by Council in May 2019. Plans and Goals • Continue to ensure compliance with Exhibit F “Maintenance.” • Participate in the review of the re-write of the Exhibit F standards that will more closely meet current industry standards. • Continue focus on overall aesthetics of Waterview Golf Club including orphan area improvements. • Assist with the Grand Opening of Waterview Golf Club. • Developing a plan to address: o Funding for ongoing golf course needs o Adherence to Maintenance Contract with American Golf o Master planning for long-term course care FY2020 Budget Requests • Tee box monument signs altered due to improvements to the course o $20,000 • Orphan area improvements o $30,000 • Explore options for developing a Master Plan for Waterview Golf Club that will include long-term maintenance plan for the course assets and tree plan for the course. o $15,000 o This will allow Golf Advisory Board to bring back a maintenance plan in FY2020 with specific funding requests. FINANCIAL/BUDGET IMPLICATIONS N/A RECOMMENDED ACTION Presentation purposes only. Budget items will be considered during budget discussions. CITY OF ROWLETT COUNCIL AGENDA ITEM AGENDA DATE: 05/21/2019 AGENDA ITEM: 3B TITLE Discuss an amendment to Chapter 77-704 of the Rowlett Development Code (RDC) to include Article 211.006(f) of the Texas Local Government Code, providing that the affirmative vote of at least three-fourths of City Council be required to overrule a recommendation of denial by the Planning and Zoning Commission. TRANSPARENTLY & INCLUSIVELY BACKGROUND INFORMATION An amendment to Chapter 77-704 of the RDC is being proposed to include Article 211.006(f) of the Texas Local Government Code, requiring a super majority vote by the City Council to overrule a recommendation of denial by the Planning and Zoning Commission. Article 211.006 of the Texas Local Government Code outlines the procedures governing adoption of zoning regulations and district boundaries. It should be noted that Texas Local Government Code Subsection (d) has been incorporated into the Rowlett Development Code (RDC), which requires a “super majority” vote when a minimum 20% of written community opposition is received, from property owners, within the required 200 foot notification area.
