    Evolution of a Revolution Between 1965 and 2005, changes to Singapore’s Constitution were so tremendous as to amount to a revolution. These developments are comprehensively discussed and critically examined for the first time in this edited volume. With its momentous secession from the Federation of Malaysia in 1965, Singapore had the perfect opportunity to craft a popularly-endorsed constitution. Instead, it retained the 1958 State Constitution and augmented it with provisions from the Malaysian Federal Constitution. The decision in favour of stability and gradual change belied the revolutionary changes to Singapore’s Constitution over the next 40 years, transforming its erstwhile Westminster-style constitution into something quite unique. The Government’s overriding concern with ensuring stability, public order, Asian values and communitarian politics, are not without their setbacks or critics. This collection strives to enrich our understanding of the historical antecedents of the current Constitution and offers a timely retrospective assessment of how history, politics and economics have shaped the Constitution. It is the first collaborative effort by a group of Singapore constitutional law scholars and will be of interest to students and academics from a range of disciplines, including comparative constitutional law, political science, government and Asian studies. Dr Li-ann Thio is Professor of Law at the National University of Singapore where she teaches public international law, constitutional law and human rights law. She is a Nominated Member of Parliament (11th Session). Dr Kevin YL Tan is Director of Equilibrium Consulting Pte Ltd and Adjunct Professor at the Faculty of Law, National University of Singapore where he teaches public law and media law.

I am glad that the Government has embarked on the review and promulgated these new changes with the aim of protecting the vulnerable who may be victims of crime in this new era and environment. Sir, I would like to speak on the topic of marital immunity and sexual grooming offences. Under the current law, if a husband forces himself on his wife to have sexual intercourse against her will, he is not guilty of rape, as he is shielded with marital immunity even though under section 376 of the Penal Code, the same deed involving a woman not married to him would attract a maximum jail sentence of 20 years, plus caning. When it was first mooted that part of marital immunity be removed, there were mixed sentiments on the ground. Many felt that while this is a step in the right direction, which is to prevent married women from being abused sexually by their husbands, it does not go far enough. Some argued that this "partial exemption" makes the changes a mere lip service.     Biodata of World Vision International – Singapore Goodwill Ambassador Eunice Olsen Eunice Olsen, 28, is an active and avid volunteer. She took her first steps into volunteer work when she was crowned Miss Singapore Universe 2000. Deciding to put her title to good use, she approached the National Volunteer and Philanthropy Centre and was directed to the Toa Payoh Girl’s Home. There, she discovered how meaningful voluntary service can be, and how small steps can actually make a difference in the lives of others. Her work with the juvenile homes, including the AG Home, has enhanced her understanding of the issues facing youths at-risk and the potential problems dysfunctional families can pose to these youths. Her work at the TPGH spurred her to seek out other opportunities in youth activities. In 2002, she became a member of the advisory council for the People’s Association Youth Movement T-net club. She oversees and is responsible for the strategic planning of the eight clubs around the island. Being a member of the Kebun Baru Youth Executive Committee from 2001 till now has deepened her involvement with youths. She has also served with the Eurasian Association Youth Committee from end 2001-2003. Eunice was appointed as a Nominated Member of Parliament at the start of last year. One of her main roles as an NMP has been to highlight issues pertaining to the youth and volunteerism – the two areas close to her heart. In the course of her term, she has touched on a range of issues in Parliament. These range from: Access to public transport for the disabled; legislation for child sex tourism; enhancing supervisory guidance for Voluntary Welfare Organizations; and sex education.

The Clerk has endorsed this Petition as being in accordance with the rules of Standing Order No. 18(5). This Petition is presented on behalf on Mr George Bonaventure Hwang Chor Chee, Dr Stuart Koe Chi Yeow, Ms Tan Joo Hymn, and others of like opinion. Including the three petitioners that I have named, there are a total of 2,341 valid signatures. Sir, the material allegations contained in the Petition concern the unconstitutionality of section 377A of the Penal Code. If and when the Penal Code (Amendment) Bill is passed, private consensual anal and oral sex between heterosexual adults will be permitted, but the same private and consensual acts between men will remain criminalised, due to the retention of section 377A. The petitioners argue that this is an unconstitutional derogation from the constitutional guarantee of equality and equal protection of the law as set out in Parl debate: Penal Code (Amendment) Bill, 22 Oct 2007 Page 1 of 94 Article 12(1) of the Constitution. The petitioners ask this House to repeal section 377A in light of this. The petitioners pray, and I quote: "By this Petition, the Undersigned pray that Section 377A of the Penal Code (Cap. 224) be repealed." I will now hand the Petition* to the Clerk.

Singaporean women have continued to enjoy all the privileges and benefits of the nation‟s development and growth, alongside men. For example, girls are given equal access as boys to quality education, scholarships, bursaries and financial assistance. Women benefit from excellent yet affordable healthcare services and receive attention and support from the government for women-specific health issues. Women are also eligible to purchase and own property on similar terms as men. As stated in Article 12 of the Singapore Constitution, all Singaporean women enjoy equal rights as men. For the reporting period, 2004 - 2008, considerable progress had been made in addressing Singapore‟s obligations to the Convention. The Constitutional Amendment in May 2004 accorded the same citizenship rights to the children of Singaporean women as of Singaporean men. With this amendment, Singapore withdrew our reservation to Article 9. Relevant legislation and policies have been reviewed and revised to improve the position and rights of women in Singapore.
