Mr S Iswaran, Minister of State for Trade and Industry, at the Committee of Supply Debate (Ministry of Trade and Industry) on Monday, 3 March 2008, 1.00pm, in reply to cuts (k) to (o) under Head V INTRODUCTION 1. Mr Chairman, my Minister has elaborated on our overall strategy for growing the Singapore economy. While we have done well in recent years, we must continue to pursue new growth areas and opportunities. As several members have pointed out, we must ascend the value chain into higher value- added activities in all sectors including the energy, tourism, and R&D. Indeed, this is the most robust strategy to ensure sustained growth, create good quality jobs for Singaporeans, and help us face the many challenges that lie ahead for our economy and country. ENERGY FOR GROWTH 2. Energy is a critical resource for any economy including ours. Our aim is to ensure that we have secure energy supplies at competitive prices while we stay true and sensitive to our environment. The simple truth is that we may have now entered an era of higher global energy prices, a structural shift, as Mr Liang Eng Hwa has pointed out. The global demand for energy will increase and the supply constraints are self-evident. 3. At last year’s COS, I spoke of the formation of an inter-agency Energy Policy Group chaired by the Ministry of Trade and Industry. Since then, we have launched our first National Energy Policy Report. The title of this report - “Energy For Growth” - succinctly articulates the Government’s thinking and highlights the triangle of tensions that we face between Economic Competitiveness, Environmental Sustainability and Energy Security. -

These methods reach far beyond Singapore’s borders and involve a combination of online and offline communities of practice that bring young overseas Singaporeans closer together by setting social boundaries across multiple media. -

FY 2011 COMMITTEE OF SUPPLY DEBATE: 2nd REPLY BY MS GRACE FU, SENIOR MINISTER OF STATE FOR NATIONAL DEVELOPMENT AND EDUCATION, ON DELIVERING A STUDENT- CENTRIC EDUCATION 1. Sir, allow me to address specific issues raised by members, and elaborate on two key areas: (i) First, our efforts to create a student-centric learning environment; and; (iii) Second, providing more support for students with special needs. (I) SUBSTANTIVE AND INNOVATIVE INVESTMENTS TO DELIVER A STUDENT- CENTRIC EDUCATION Enhanced School Infrastructure to Support Holistic Education 2. Mrs Josephine Teo and Mdm Halimah Yacob asked for an update on the Primary Education Review and Implementation Committee’s (or PERI) recommendations. We are upgrading 40 more Primary schools in Phase 3. This will facilitate primary schools to transit to single session and allow strengthening of non- academic aspects of education like PE, Art and Music. 3. These upgraded schools will have newer and better facilities to support more innovative and engaging lessons. Allow me to cite a few examples. 4. The first slide shows a PE lesson at Hougang Primary School. To support a more holistic education, indoor sports halls such as this will allow PE lessons and CCAs to be conducted throughout the day, rain or shine. All schools that need it will be equipped with synthetic turf, which is cheaper to maintain and can be used immediately after it rains. 5. For the Performing and Visual Arts, schools will have band rooms, dance studios, and performing arts studios. Here we see a Performing Arts Studio at Lianhua Primary, which is integrated into the library to maximise the use of space. -

All comments welcomed, please contact author at [email protected] Abstract In the age of democracy, the resilience of Singapore’s hegemonic party autocracy is puzzling. The People’s Action Party (PAP) has defied the “third wave”, withstood economic crises and ruled uninterrupted for more than five decades. Will the PAP remain a deviant case and survive the passing of its founding leader, Lee Kuan Yew? Building on an emerging scholarship on electoral authoritarianism and the concept of institutionalization, this paper argues that the resilience of hegemonic party autocracy depends more on institutions than coercion, charisma or ideological commitment. Institutionalized parties in electoral autocracies have a greater chance of survival, just like those in electoral democracies. With an institutionalized leadership succession system to ensure self-renewal and elite cohesion, this paper contends that PAP will continue to rule Singapore in the post-Lee era. 2 “All parties must institutionalize to a certain extent in order to survive” Angelo Panebianco (1988, 54) Introduction In the age of democracy, the resilience of Singapore’s hegemonic party regime1 is puzzling (Haas 1999). A small island with less than 4.6 million population, Singapore is the wealthiest non-oil producing country in the world that is not a democracy.2 Despite its affluence and ideal socio- economic prerequisites for democracy, the country has been under the rule of one party, the People’s Action Party (PAP) for the last five decades. -
4 Comparative Law and Constitutional Interpretation in Singapore: Insights from Constitutional Theory 114 ARUN K THIRUVENGADAM
Evolution of a Revolution Between 1965 and 2005, changes to Singapore’s Constitution were so tremendous as to amount to a revolution. These developments are comprehensively discussed and critically examined for the first time in this edited volume. With its momentous secession from the Federation of Malaysia in 1965, Singapore had the perfect opportunity to craft a popularly-endorsed constitution. Instead, it retained the 1958 State Constitution and augmented it with provisions from the Malaysian Federal Constitution. The decision in favour of stability and gradual change belied the revolutionary changes to Singapore’s Constitution over the next 40 years, transforming its erstwhile Westminster-style constitution into something quite unique. The Government’s overriding concern with ensuring stability, public order, Asian values and communitarian politics, are not without their setbacks or critics. This collection strives to enrich our understanding of the historical antecedents of the current Constitution and offers a timely retrospective assessment of how history, politics and economics have shaped the Constitution. It is the first collaborative effort by a group of Singapore constitutional law scholars and will be of interest to students and academics from a range of disciplines, including comparative constitutional law, political science, government and Asian studies. Dr Li-ann Thio is Professor of Law at the National University of Singapore where she teaches public international law, constitutional law and human rights law. She is a Nominated Member of Parliament (11th Session). SPEECH BY MR HENG CHEE HOW, MINISTER OF STATE FOR TRADE AND INDUSTRY DURING THE COMMITTEE OF SUPPLY DEBATE (MINISTRY OF TRADE AND INDUSTRY) ON TUESDAY, 8 MARCH 2005 ENTERPRISE DEVELOPMENT 1. I would like to thank members for their comments. Minister Lim Hng Kiang has earlier talked about the broad strategies behind enterprise development. I will now share more details. 2. Ms Penny Low asked for an update on the SME 21 plan launched in the year 2000. The vision of SME 21 was to create vibrant and resilient SMEs that will enhance Singapore’s competitiveness and economic growth. Three goals were set for the year 2010. First, we wanted to treble the number of SMEs with sales turnover exceeding $10 million from the figure of 2,000 to 6,000 by the year 2010. According to the plan, we should have 4,000 such SMEs exceeding the $10 million mark by the year 2005. I am pleased to report that we achieved that milestone in early 2004, with more than 4,200 SMEs generating turnover in excess of $10 million. 3. Second, we wanted to quadruple the number of local SMEs with e- commerce transactions from 8,000 of them to 32,000 of them by the year 2010. This target was surpassed by end March 2002 with 33,000 SMEs having done so. 4. Third, we wanted to double the productivity of the retail sector from $28,000 to $56,000 by the year 2010. In 2002, the value-added per worker in the retail sector was $30,600. -

Singapore 2017 International Religious Freedom Report
SINGAPORE 2017 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution, laws, and policies provide for religious freedom, subject to restrictions relating to public order, public health, and morality. The government continued to ban Jehovah’s Witnesses and the Family Federation for World Peace and Unification (Unification Church). The government restricted speech or actions it perceived as detrimental to “religious harmony.” There is no legal provision for conscientious objection, including on religious grounds, and Jehovah’s Witnesses reported 12 conscientious objectors remained detained at year’s end. In April an Indian imam who uttered an Arabic prayer during which he asked for “help against Jews and Christians” was fined and deported for acts “prejudicial to the maintenance of religious harmony and likely to disturb public tranquility.” Three foreign Islamic preachers were banned from entering the country in October and November, and two foreign Christian speakers were banned from preaching in September because the government reportedly viewed their teaching as damaging to social harmony. The government changed a voluntary program into a mandatory requirement that all Muslim religious teachers and centers of learning register with the Islamic Religious Council of Singapore (MUIS). Parliament discussed the existing prohibition on wearing the hijab for certain civil servants, but the prohibition remained. In September former Parliamentary Speaker Halimah Yacob, who wears the hijab, became president. The post was reserved in this presidential cycle for eligible Malays, who are mostly Muslim. The government made multiple high-level affirmations of the importance of religious harmony, launched an initiative to foster understanding of different religious practices, and created a fund and documentary to explore religious differences and prejudices. -
