Mr Chairman, my Minister has elaborated on our overall strategy for growing the Singapore economy. While we have done well in recent years, we must continue to pursue new growth areas and opportunities. As several members have pointed out, we must ascend the value chain into higher value- added activities in all sectors including the energy, tourism, and R&D. Indeed, this is the most robust strategy to ensure sustained growth, create good quality jobs for Singaporeans, and help us face the many challenges that lie ahead for our economy and country. ENERGY FOR GROWTH 2. Energy is a critical resource for any economy including ours. Our aim is to ensure that we have secure energy supplies at competitive prices while we stay true and sensitive to our environment. The simple truth is that we may have now entered an era of higher global energy prices, a structural shift, as Mr Liang Eng Hwa has pointed out. The global demand for energy will increase and the supply constraints are self-evident. 3. At last year’s COS, I spoke of the formation of an inter-agency Energy Policy Group chaired by the Ministry of Trade and Industry. Since then, we have launched our first National Energy Policy Report. The title of this report - “Energy For Growth” - succinctly articulates the Government’s thinking and highlights the triangle of tensions that we face between Economic Competitiveness, Environmental Sustainability and Energy Security. -

The draft-bill entitled Yangon Region Funds and Investment Law has been drafted and it is being discussed in the chief justice office and Yangon Region Hluttaw Draft-Bill Committee. After that the Yangon Region Finance, Planning and Economic Committee is to meet with business people to obtain their feedbacks on the bill. The bill is written in order to regulate the expense of Yangon Region Government to reduce waste, to establish good management, to curb corruption in leasing and selling government-own assets, and to oversee that business deals are not given to a particular person or organisation, explained Daw Sandar Min. What to Expect from Indian Prime Minister Manmohan Singh’s U.S. Visit By Caroline Wadhams and Aarthi Gunasekaran September 25, 2013 Despite ongoing turmoil in the Middle East, the Obama administration continues its steady pursuit of a foreign policy makeover, reorienting its attention and resources to the Asia-Pacific—specifically India. LETTER TO G20, IMF, WORLD BANK, REGIONAL DEVELOPMENT BANKS and NATIONAL GOVERNMENTS We write to call for urgent action to address the global education emergency triggered by Covid-19. With over 1 billion children still out of school because of the lockdown, there is now a real and present danger that the public health crisis will create a COVID generation who lose out on schooling and whose opportunities are permanently damaged. While the more fortunate have had access to alternatives, the world’s poorest children have been locked out of learning, denied internet access, and with the loss of free school meals - once a lifeline for 300 million boys and girls – hunger has grown. An immediate concern, as we bring the lockdown to an end, is the fate of an estimated 30 million children who according to UNESCO may never return to school. For these, the world’s least advantaged children, education is often the only escape from poverty - a route that is in danger of closing. Many of these children are adolescent girls for whom being in school is the best defence against forced marriage and the best hope for a life of expanded opportunity. Many more are young children who risk being forced into exploitative and dangerous labour. And because education is linked to progress in virtually every area of human development – from child survival to maternal health, gender equality, job creation and inclusive economic growth – the education emergency will undermine the prospects for achieving all our 2030 Sustainable Development Goals and potentially set back progress on gender equity by years. -
4 Comparative Law and Constitutional Interpretation in Singapore: Insights from Constitutional Theory 114 ARUN K THIRUVENGADAM
Evolution of a Revolution Between 1965 and 2005, changes to Singapore’s Constitution were so tremendous as to amount to a revolution. These developments are comprehensively discussed and critically examined for the first time in this edited volume. With its momentous secession from the Federation of Malaysia in 1965, Singapore had the perfect opportunity to craft a popularly-endorsed constitution. Instead, it retained the 1958 State Constitution and augmented it with provisions from the Malaysian Federal Constitution. The decision in favour of stability and gradual change belied the revolutionary changes to Singapore’s Constitution over the next 40 years, transforming its erstwhile Westminster-style constitution into something quite unique. The Government’s overriding concern with ensuring stability, public order, Asian values and communitarian politics, are not without their setbacks or critics. This collection strives to enrich our understanding of the historical antecedents of the current Constitution and offers a timely retrospective assessment of how history, politics and economics have shaped the Constitution. It is the first collaborative effort by a group of Singapore constitutional law scholars and will be of interest to students and academics from a range of disciplines, including comparative constitutional law, political science, government and Asian studies. Dr Li-ann Thio is Professor of Law at the National University of Singapore where she teaches public international law, constitutional law and human rights law. She is a Nominated Member of Parliament (11th Session). Dr Kevin YL Tan is Director of Equilibrium Consulting Pte Ltd and Adjunct Professor at the Faculty of Law, National University of Singapore where he teaches public law and media law. -

(2) Le 25 octobre 2004, le Conseil a arrêté la position commune 2004/730/PESC 2 concernant des mesures restrictives supplémentaires à l'encontre de la Birmanie/du Myanmar et modifiant la position commune 2004/423/PESC. (3) Le 21 février 2005, le Conseil a arrêté la position commune 2005/149/PESC 3 modifiant l'Annexe II de la position commune 2004/423/PESC. (4) L'Union européenne rappelle sa position sur la situation politique qui règne en Birmanie/au Myanmar et considère que les développements récents ne justifient pas une suspension des mesures restrictives. (5) En conséquence, les mesures restrictives à l'encontre de la Birmanie/du Myanmar énoncées par la position commune 2004/423/PESC, telle que modifiée respectivement par les positions communes 2004/730/PESC et 2005/149/PESC, devraient rester en vigueur. Gender, Peace and Disarmament
Gender, peace and disarmament Noeleen HEYZER Disarmament and gender equality are global public goods whose benefits are shared by all and monopolized by no one. In the UN system, both are cross-cutting issues, for what office or department of the United Nations does not stand to gain by progress in gender equality or disarmament? When women move forward, and when disarmament moves forward, the world moves forward. Unfortunately, the same applies in reverse: setbacks in these areas impose costs for all. Jayantha Dhanapala, former Under-Secretary-General for Disarmament Affairs 8 November 2002 Today’s wars are no longer fought on the discrete battle zones of the First World War. The new battlefronts include homes and communities, in wars waged over resources, political power and in the name of religion and ethnicity.1 And violence against women, once an unfortunate side-effect, is now a deliberate part of many of these armed conflicts. The United Nations Security Council resolution 1325 on Women, Peace and Security, adopted in October 2000, has called attention to the fact that women and men are affected by war and armed conflict in different ways.2 The debate on that resolution and its follow up have also brought into sharper focus the enormous potential contribution of women as stakeholders of peace, disarmament and conflict prevention. The result has been a greater awareness of the gender dimensions of conflict and post-conflict situations throughout the international community. But why focus on gender at all in this context? Gender refers to the differential social roles that define women and men in a specific cultural context—and to the power relationships that perpetuate these roles.
