January, 2011 INTRODUCTION Advanced Manufacturing is a term without an exact or consistent definition. The proponents know it when they see it but often can’t define it. The definition is not commonly agreed upon, even in the manufacturing community. This ambiguity has hamstrung communities and states hoping to develop a strategy for promoting and growing Advanced Manufacturing. If you can’t define it, how can you identify and develop it? Most experts now agree on several points. First, advanced manufacturing isn’t industry specific, although some industries such as defense, aerospace, and automotive have more advanced manufacturing companies than others. Advanced Manufacturing is identified at the company rather than the industry level. It is more useful to define Advanced Manufacturing based on “how” companies manufacture, rather than on their end products. Since all of the economic and employment information for manufacturing is collected based on the finished goods that are produced, traditional industry statistics aren’t useful for identifying it. -

Dear Secretary Chu, Today Bright Automotive, Inc will withdraw its application for a loan under the ATVM program administered by your department. Bright has not been explicitly rejected by the DOE; rather, we have been forced to say “uncle”. As a result, we are winding down our operations. Last week we received the fourth “near final” Conditional Commitment Letter since September 2010. Each new letter arrived with more onerous terms than the last. The first three were workable for us, but the last was so outlandish that most rational and objective persons would likely conclude that your team was negotiating in bad faith. We hope that as their Secretary, this was not at your urging. The actions – or better said “lack of action” -- by your team means hundreds of great manufacturing and technical jobs, union and non-union alike, and thousands of indirect jobs in Indiana and Michigan will not see the light of day. It means our product, the Bright IDEA plug-in hybrid electric commercial vehicle, will not provide the lowest total cost of ownership for our commercial and government fleet customers, saving millions of barrels of oil each year. It means turning your back on a bona fide step forward in our national goal to wean America away from our addiction to foreign oil and its implications on national security and our economic strength. In good faith we entered the ATVM process, approved under President Bush with bi-partisan Congressional approval, in December of 2008. -

Vehicle Technologies 2012 Market Report February 2013 Quick Facts Energy and Economics • Transportation accounts for 28% of total U.S. energy consumption. • Dependence on oil costs the U.S. Economy $300 billion in 2010. • The average price of a new car is just over $25,000. • Almost 17% of household expenditures are for transportation. • Over 9 million people are employed in the transportation industry. Light Vehicles • The top nine U.S. manufacturers produce only half of the world’s vehicles. • U.S. sales volumes continued to rise in 2011, reversing the downward trend. • Sales-weighted data on new light vehicles sold show a 119% increase in horsepower and 35% decrease in 0-60 time from 1980 to 2011, with the fuel economy of vehicles improving 19%. • Nearly 14% of cars sold in 2011 have continuously variable transmissions. • More than two-thirds of new light vehicles sold in 2011 have transmissions with more than 5 speeds. Heavy Trucks • Class 3 truck sales have continued to increase in 2011. • Sales of class 4-7 trucks were up slightly in 2011, but were 39% below the 2007 level. • Class 8 truck sales increased drastically in 2011 and rose above 2007 figures. • Diesel comprised 75% of the class 3-8 trucks sold in 2011, up from 68% in 2007. • Class 8 combination trucks consume an average of 6.5 gallons per thousand ton-miles. • Combination trucks are driven an average over 68,000 miles per year. • Idling a truck-tractor’s engine can use a gallon of fuel per hour. Technologies • Almost 269,000 hybrid vehicles were sold in 2011. -

Hybrid electric vehicles (HEVs) can help fleet managers accomplish both goals – improving fuel economy between 5% and 40% and lowering emissions 10% to 50% below comparable vehicles with only internal combustion engines (ICEs) burning petroleum- based fuels (gasoline and diesel). Light-duty HEVs were launched in 1999 by Honda, followed closely by Toyota. Since that time, the Toyota Prius has become the leading HEV worldwide. Not only is the Prius the bestselling vehicle in Japan, it also comprises nearly one-half of all HEVs sold in the United States. Within the last two years, the number of available HEV models has grown substantially, and Audi, BMW, Daihatsu, Ford, GM, Honda, Hyundai, Mercedes, Nissan, and Toyota will have HEV models available by the end of 2010. There are essentially two types of hybrid light-duty (LD) vehicles that are becoming available to fleet managers: HEVs: these generate all their electrical energy onboard, and improve fuel economy either by providing traction to the wheels from electric motors and shutting off the ICE, or by allowing the ICE to run at its most efficient while the electric motor provides additional power to the wheels as needed Plug-in Hybrid Electric Vehicles (PHEVs): these store energy from the electric grid, and offer increased electric driving range over HEVs. -
