Even more remarkable, Turkey is now at the stage of offering its own platforms for both the local market and to international allies, and has commenced a series of follow up local programs. Although this progress has been achieved under the circumstances of a healthy and consistent political environment and in parallel with sustained growth in the Turkish economy, the proportion of expenditure for defense in the national budget and as a percentage of Turkey’s GDP has been stable. With the help of the national, multinational and joint defense industry projects that have been undertaken in Turkey by the undersecretariat, the defense industry has become a highly capable community comprising large-scale main contractors, numerous sub- system manufacturers, small- and medium-sized enterprises, R&D companies who are involved in high-tech, niche areas, research institutes, and universities.

The world allocates 2.3% of gross domestic product for defense expenditure. Global trends show that developing countries increase their share in defense markets. Developing countries are expected to have more significant effect on the future of defense markets and therefore, understanding the cooperation between those countries is 137 important in the realms of defense literature. Swanson Thank you, Ambassador (Richard) Armitage, for those kind words. Chairman and CEO Raytheon Company It’s an honor to share the stage with you. I also want to thank you, Ambassador (James) Holmes and the American-Turkish Council for inviting me to speak at this outstanding conference. I’m quite impressed by the conference program and the many distinguished guests it’s attracted. I think it speaks to the critical role the Council and the conference play in bringing together our two great nations. We at Raytheon certainly support the Council’s mission of “enhancing the promotion of US-Turkish Commercial, Defense, Technology and Cultural Relations.” In fact, we’ve been building relationships with, and in Turkey for some 40 years. What I would like to talk about this morning is how these relationships have grown, strengthened and deepened; and how they contribute to even better ties between the U.S. and Turkey. Of course, we all know the history of the American-Turkish relationship: • A history of political, economic and defense cooperation going back to the establishment of the Turkish Republic. • Turkey’s critical role in the NATO Alliance – with our troops serving together from Korea to Kosovo to Afghanistan, and bringing victory in the Cold War. 1 Turkey is a key player in the alliance, and it doesn’t always get enough credit for this — with it being among the largest force contributors and strongest supporters.

Activo estratégico de primer orden Resumen: Como ha quedado patente con ocasión del reciente conflicto en Nagorno-Karabaj, la industria turca de defensa ha demostrado su valor como activo estratégico que proporciona a Turquía una autonomía que le permite, por un lado, reducir su dependencia del exterior y, por otro, influir en su entorno para reforzar su cada vez más asertiva política exterior. Aunque en particular han sido los drones los sistemas de armas que han sobresalido durante este conflicto, la industria de defensa ha evolucionado durante las últimas décadas para cubrir hoy en día la mayor parte de las necesidades de la defensa nacional. A pesar del espectacular desarrollo, esta industria continúa siendo dependiente tecnológicamente del exterior en ciertas capacidades críticas. La manera en que Turquía trate de solventar estas carencias se dejará notar en su inestable equilibrio estratégico entre Rusia, por un lado, y EE. UU. y países occidentales, por otro.
