REG LEG welcomes the fact that the Commission recognises that enhanced involvement of regions and local authorities can improve the quality of the European decision- making process. Closer co-operation with regional and local authorities in conceiving and implementing policy will undoubtedly bring the European Union closer to the citizens. It is therefore necessary to draw in the views of all those political levels who might be affected by a legislative or policy-proposal. Therefore the English title of the working document should also reflect the regional dimension as it is the case in the German and French versions. In order to make this dialogue genuine and effective it has to take place from an early stage to identify particular regional and/or local circumstances relevant to European measures. It should be granted that this consultation, as proposed, takes place on a high political level without creating new formalised working structures. Like other associations REG LEG is willing to participate in an informal "contact group" preparing the annual conferences.

Whether it is sustainable energy policy, sustainable transport policy, sustainable refugee and integration policy, everything ultimately ends up at the regional and local level. This also applies to sustainable European policy in general. If the policy of the European Union is not supported by the political representatives in the regions, cities and municipalities, the Euro- pean project will not be successful and certainly not sustainable. This is why it is necessary for the enlargement countries to get a European perspective by the EU and actively involve their regions and municipalities in the EU accession efforts from the very beginning. If they do not, their accession process is likely to be delayed and the absence and ignorance of the regional and local level will backfire, in particular in acquiring financial subsidies from EU funds.

Purpose: On the occasion of its one hundredth birthday, the Republic of Austria has opened a history museum in November 2018 called the House of Austrian History. The considerations towards this are almost as old as the republic itself. This article shall analyze why political parties could not agree on a specific project for so long and illustrate the decision-making process and its implementation before ultimately categorizing the didactical-museographical concept of the exhibition from a historical-didactical perspective. Design/methodology/approach: The basis for the analysis is provided by Austrian daily newspaper coverage of the House of Austrian History. The body of sources limits itself to the period between January 2008 and January 2019 and has been evaluated based on the analysis of its content. Findings: In the course of the discussion, which preceded the opening of the House of Austrian History, the Austrian People’s Party (ÖVP) and the Social Democratic Party of Austria (SPÖ) debated bitterly for decades about how to best interpret Austrian contemporary history and were unable to find common ground.

    Joint Final Event of the Copernicus Academy & Relays projects The Speakers of The detour through Space Nathalie Stéphenne is a geographer with a master’s in development studies and a PhD from UCLouvain, Belgium. She worked as team leader and business developer on Earth Observation and GIS topics in private companies (I-mage consult / EUROSENSE), universities (UCLouvain and Free University of Brussel) and research centres (DG Joint Research Center of the European Commission, Italy, and Institut Scientifique de Service Public). She created the Remote Sensing and Geodata unit at ISSeP. She is currently expert in geomatic in Walloon public services (Service Public de Wallonie). Peter Zeil is senior expert and co-founder of Spatial Services Ltd, Salzburg, Austria, and provides consultancy in the field of earth observation and geospatial analysis. After concluding in 2016 a two- year term as Seconded National Expert working as a Policy Officer at the European Commission’s Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW, now DG DEFIS) in the context of Space Data for Societal Challenges and Growth, he continues to support the evolution and outreach activities of Copernicus. Florian Herrmann has been Head of the Bavarian State Chancellery and Minister for Federal and European Affairs and Media since 2018. In this capacity he is responsible for coordinating the politics of the Bavarian government among the ministries - notably its reaction to the COVID-19 pandemic - as well as the politics between the Bavarian government and the federal or European level. Additionally, Florian Herrmann has been a member of the Bavarian State Parliament since 2008 and has been representing Bavaria in the European Committee of the Regions since 2019.
