Together with the Port River Expressway, it will provide a high standard link between the Sturt Highway at Gawler and the Port of Adelaide, South Australia’s main shipping port. It will remove much heavy freight traffic from Main North Road, Angle Vale Road and Heaslip Road, lessening congestion and improving safety for urban traffic in the northern suburbs. 4.1.1 Background Part A outlined the various studies undertaken that justify the need for the Northern Expressway. For example, the Strategic Planning Study by SKM in 1998 concluded that there was a need to provide additional capacity for traffic movement from the outer northern suburbs, and that it is significantly more cost effective to develop a new route on the fringe of the northern urban area than to upgrade the existing Main North Road through northern metropolitan Adelaide.

Community and stakeholder engagement 3-1 Northern Expressway Environmental Report 1 What is the Northern Expressway Project? 1.1 Overview The proposed Northern Expressway Project consists of two components: the Northern Expressway (between Gawler and Port Wakefield Road) and the Port Wakefield Road Upgrade. The project will provide an improved highway and freight connection through metropolitan Adelaide between the Sturt Highway at Gawler and the Port River Expressway. This project will improve freight access from the northern areas of the State and from the main highways, and link key centres in the north, east and west of Australia with the Port of Adelaide, South Australia’s main shipping port. The location plan in Figure 1.1 places this road infrastructure in context. The Northern Expressway component – 23 km of new four-lane expressway with restricted access and a speed limit of 110 km/h – will link to Port Wakefield Road with a new intersection to the north of Taylors Road, approximately 3 km north of the Waterloo Corner intersection. Port Wakefield Road will be upgraded at key locations between the new intersection and the existing intersection with the Salisbury Highway; some local roads will be diverted to service road access for improved safety. The Expressway will replace the section of Main North Road between Gawler and Gepps Cross as the designated AusLink National Network road link. The proposed Northern Expressway and Port Wakefield Road Upgrade is South Australia’s largest and highest priority project under the current AusLink Investment Program and, as such, has the commitment of the South Australian Government.

    South Australia’s Freight Transport Infrastructure Moving Freight – Setting a Strategic Framework for the Future March 2006 Executive Summary South Australia’s ability to achieve its maximum growth potential is linked to the timely development of efficient and cost-effective transport infrastructure. In this update to the inaugural South Australia’s Freight Transport Infrastructure: Principles and Project Priorities released last year, the South Australian Freight Council (SAFC) has identified seven projects which, in its view, are urgently required to ensure the State continues to grow – free of costly transport bottlenecks that reduce the State’s competitiveness. The transport initiatives identified by SAFC, with an overall cost in the order of $2.8 to $4.2 billion, comprise the centrepiece of the Council’s submission to the State Government which has been developing a Transport Plan. In the absence of financial support for the projects identified, and given that efficient transport infrastructure is integral to intrastate, interstate and overseas trade, SAFC believes the State Government’s Strategic Plan goal of trebling SA’s exports to $25 billion by 2013 will not be realised. Ensuring the free flow of commercial and private sector transport will also deliver significant environmental and social gains for the community with a reduction in greenhouse gas emissions high amongst them. The Council also believes the Commonwealth Government has “short-changed” South Australia over other States, with the lowest per capita payments for new road and rail developments under the Auslink funding program. Our State has many critically-needed projects that should be more appropriately funded under the scheme.

Last year the Motor Accident Commission (MAC) committed $100 million to fund road safef initiatives. New road safety projects include improvements to Victor Harbor Road, Main South Road, and Porl Wakefield Road through to Port Augusta. The Motorcycling Safety Program and the Adelaide Hills Priority Program will focus on improvements to motorcycle safety and to areas with high crash rates in the Adelaide Hills. The Intersection Crashes program will see improvements to various metropolitan intersections with a history of serious crashes.

It will be an integrated road and rail transport corridor comprising a new 15.6 km expressway standard road (three lanes in each direction) and a 30.9 km single track, national freight rail line. The road component would run west of the existing Port Wakefield Road, from the new Northern Expressway interchange with Port Wakefield Road in the north to the Port River Expressway and South Road interchange in the south (Figure 1.2). The rail component will primarily run west of the new road carriageways, and link with existing rail lines at Virginia to the north, Dry Creek to the south and Port Adelaide to the west (Figure 1.2).
